        In this paper, two algorithms for the recognition of car plate, based on the normalized matched filtering, are proposed. The images were obtained outdoors without any environmental restrictions for showing the viability of the proposed algorithm. First proposed algorithm is normalized matched filter for AC component in the input image and template image. Second proposed algorithm is normalized matched filter for local area with the input image and template. These algorithms applied on two abreast. These proposed algorithms are found effective in comparison with existing algorithms at the experimental result. The proposed method shows 100% recognition rate when applying to mismatched car plate image data with existing algorithms.

        Currently, there ate many information technologies which adapt for the fast changing management circumstances and moving up benefit of enterprise. The on-line Analytical Processing and data warehouse system are important tools for decision support and information technology in dealing with fast changing enterprise's management circumstances. The Data warehouse is based on On-Line Analytical Processing system which is necessary to analyze and totalize for data of currently operational systems. In this thesis, we have studied a model of small and medium manufacturing enterprise's Sale information systems which are required for data warehouse and on-line analytical processing system. First, we researched and analyzed the whole concept, technology factor, and On-Line Analytical Processing system of Data Warehouse. Second, we suggested effective organization methods for the Data Warehouse. Third, as a matter of fact, we prove effect that medium enterprise groups operate sale information's On-Line Analytical Processing systems which use and implement the data Warehouse.

        The purpose of this study is to scrutinize the relationships between literature and society. It is true that all literary works are to be related to the society in which the writers are to live. Stephen Crane's Bowery Stories are closely related to the social environment he had lived in. His works have been described in various ways such as mythology, impressionism, existeneialism, realism, naturalism, parody, and so on. And I will approach these works from the side of impressionism and sociology. Stephen Crane is famous for his new literay skills and themes. He was influenced very much by the impressionistic painting. The imageries in his works are brand new and his irony is values as most successful one in American literary history. he revealed every evil deed and thought of his era through his new literary skills, imagery and irony. We can see the structural contradiction of the era in his Bowery Stories. His Bowery Stories--Maggie: A Girl of the Streets(A Story of NewYork), George's Mother, "An Experiment in Misery," "The Men in the Storm." etc. --are closely concerned with violence. The setting of his works is New York slum. And the slum is the result of unbalanced industrial development. There was enormous industrial development in 18th enctury and farmers had to leave their own farms and went to the urban area to get a job. But thmonopolistic capitalists wanted more benefits and brought inexpensive laborers from abroad under the protection of the government. And all the bad results of industrialization were concentrated into slum area. So laborers, who had to live in slum inevitably, were reduced to the ultimate poverty and their districts were filled with filth. Seen above, his violence is structural one. And this structural violence brought out physical and moral violence. Physical violence was represented as fighting, alcoholism, crime, and fury. And it was developed to the moral, religious violence. These violences are the real factors to bring a vicious circle of poverty. Stephen Crane criticized the contemporaries of their indifference and ignorance to the other peoples around them with his poignant irony. His Bowery Stories are the representation of whole New Yorkers of the 1880's. He tried to show that the environment is a tremendous thing. He set a slum setting, and showed us how the slummers lived. He wanted to get them to have the 'fear' and 'pity', which Aristotle mentioned.

      • 범죄피해자보호법상의 범죄피해자 보호·지원에 관한 기본계획 연구

        범죄의 직접적 당사자는 범죄피해자와 가해범죄자인데도 종래의 형사법학에서는 국가에 의한 범죄자 처벌이 자의적으로 진행된다는 관점에서 가해자에 대한 적정한 형벌권을 진행시켜야한다는 요구 아래 가해자를 보호하는 규정 중심으로 발전되어 왔다. 즉 가해자인 범죄자는 사건의 초기단계부터 피의자 또는 피고인으로서 형사소송법상 많은 권리를 행사하게 된 것이다. 그 결과 범죄로부터 직접적인 피해를 입은 범죄피해자는 형사 사법절차에서 잊혀진 존재가 되어 형사사법에서 철저히 소외되게 되었다. 이에 대한 반성이 서서히 고개를 들면서 형사사법에서 범죄자의 권리와 피해자의 권리가 균형과 조화를 이뤄야할 필요성이 제기되었다. 그에 따라 형사 사법에서 피해자에게 일정한 지위를 인정하는 방향의 연구가 진행되면서 범죄 피해자의 권리를 법률적으로 인정하는 논의가 활발해진 것이다. 우리나라에서는 헌법 제30조에 범죄피해자구조권, 제27조 제5항에 형사피해자의 재판절차진술권이 규정되어 범죄피해자에게 헌법상의 권리를 보장하였다. 이러한 헌법 정신을 구현하기 위하여 범죄피해자구조법을 비롯한 몇 개의 법률이 제정된 바 있으나 형사법 운영상황은 헌법의 정신을 충분히 구현하였다고 보기에는 여전히 상당한 거리가 있었다. 이후 범죄피해자를 보호하여야 한다는 목소리가 증대됨에 따라 2004년 9월 1일 법무부는 ‘범죄피해자 보호, 지원 강화를 위한 종합대책’을 수립하고 그 대책의 가장 핵심적 결과물인 범죄피해자보호법이 2005년 12월 1일 국회에서 의결되었으며, 2005년 12월 23일 공포되어 2006년 3월 24일부터 시행되게 되었다. 범죄피해자보호법은 범죄피해자 보호, 지원의 기본시책 등을 정하고 범죄피해자에 대한 국가 및 지방자치단체의 보호, 지원과 국민의 범죄피해자 지원활동을 촉진함으로써 범죄피해자의 손실복구, 정당한 권리행사 및 복리증진에 기여함을 목적으로 한다고 규정하면서 범죄피해자에 대한 인간의 존엄성보장 및 사생활의 평온 보호 등을 그 이념이라고 선언하고 있다. 범죄피해자보호법에서는 범죄피해자의 보호, 지원의 기본 방향과 추진목표, 실태조사, 연구 감독, 필요한 재원조달 조달 등을 포함시키는 범죄피해자보호·지원에 관한 기본계획(이하에서는 범죄피해자 기본계획이라 한다)을 5년마다 수립, 시행하도록 하였다. 그에 따라 법무부장관, 관계중앙행정기관의 장 및 시도지사는 연도별 계획을 세우도록 하였다. 그 기본계획은 정부 관계자 및 민간위원으로 구성된 범죄피해자 보호위원회의 심의를 받도록 하였다. 범죄피해자 기본계획은 이러한 내용의 단순한 나열에 그치는 것이 아니라 현재보다 더 발전되고 개선된 방향을 제시하고 사회적, 경제적 성숙에 따라 범죄피해자를 위하여 개선된 권리, 복지가 보장될 수 있는 대책을 제시하는 것이다. 기본계획은 관련 시민단체나, 사회운동가, 학자들이 범죄피해자를 위하여 선도적으로 주장하는 내용을 정부기관에서 장기적인 관점에서 검토하여 현실적으로 적용할 수 있는 제도를 마련하는 역할을 할 수 있다. 범죄피해자기본계획은 법무부 인권국 구조지원과에서 기초안을 작성하여 이를 법무부내 각 부서의 의견조회를 거친 후, 교육인적자원부 등 정부 각 부처의 의견수렴을 통하여 각 부처의 실정에 맞는 초안을 마련하였다. 이 초안을 민간 및 정부 관계자로 구성된 범죄피해자보호 실무위원회 및 보호위원회의 회의에서 심의를 마친 뒤에 2006년 12월 4일 법무부장관이 결정하였다. 범죄피해자기본계획은 제1장 기본방향 및 추진목표에서 범죄피해자 보호지원의 기본방향, 추진목표를 설명하고, 제2장 범죄피해자 보호 지원제도 추진경과에서 추진경과, 기본계획 수립의 의의를 설명하였다. 제3장 국가 등의 책무 및 추진과제에서 기본개념 및 범죄피해자 보호의 범주, 범죄피해자 보호 지원 책무, 범죄피해자 보호지원의 추진방법, 정책과제를 설명하였다. 제4장 정책과제별 구체적 시책에서는 범죄피해자의 손실복구 지원, 형사절차의 참여보장, 사생활의 평온과 신변 보호, 교육훈련, 조사연구 및 홍보, 민간단체 지원 감독 및 재원의 조달 운용 등의 내용을 두었다. 제5장 추진체계 및 연도별 시행계획에서는 추진체계, 연도별시행계획을 두고 마지막으로 부록에서 기본계획 수립배경을 설명하였다. 범죄피해자기본계획은 단기간 내에 작성하다 보니 공청회, 시민의 의견수렴절차 등 국민들의 참여가 부족하다는 점이 지적되고 있다. 작성 형식이 설명 위주로 되어있는 미국 등 외국과 달리 너무 개조식으로 되어있어 추상적이고, 범죄피해자에 관한 관계자의 주장이나 학계의 의견을 백화점식 나열로만 구성하여 어떤 정책에 대하여 어떤 방법으로 언제까지 시행하겠다는 구체적 실행 방안이 부족하다는 점이 문제점으로 드러난다. 이러한 문제점에 대하여는 근본적으로는 2011년에 제2차 기본계획을 수립할 때 공청회, 토론회와 경험있는 실무가, 학자 등 다양한 전문가 등의 의견을 종합하여 보완하여야 할 것이다. 단기적으로는 범죄피해자기본계획은 매년 수립하는 연도별 시행계획을 통해 구체화시키고 있으므로 연도별 시행계획을 수립하고 이를 실효화하는 과정에서 범죄피해자에게 실질적인 도움을 줄 수 있는 정부 정책이 되도록 관계자 모두가 노력하여야 하겠다. 이러한 관계자 모두의 노력을 통하여 범죄피해자 기본계획이 구체적인 법령과 제도로 정착되도록 함으로써 범죄피해자 보호, 지원에 만전을 기하여야 할 것이다. 결국 범죄피해자의 보호를 통하여 건강한 사회를 지향해 나가는 것이 모든 국민들이 행복해지는 길이라고 하겠다. Criminal laws have been developed to protect offenders, viewing that a state's punishment of criminals is executed arbitrary, even though both victims and offenders are related to criminal cases. In other words, offenders are given many rights, from the beginning of criminal procedures as suspects or defendants. In result, criminal victims who experience losses by criminal offences are forgotten and isolated from criminal procedures. As we have begun to understand this matter, we found that it is necessary to find balance and harmony in rights of offenders and victims in criminal procedures. Thus, we have actively studied and discussed ways to protect victims' rights and guarantee their roles in criminal procedures. Crime victims' rights to be rescued and to testify at court are stipulated in Korean Constitution Article 30 and Article 27-5. Several acts, such as Crime Victim Aid Act, have been enacted, but criminal procedures have not successfully practiced the principles of the Korean Constitution. As many voices have risen to protect crime victims, the Ministry of Justice established "General Measures to Protect and Support Crime Victim" on September 1, 2004. The Crime Victim Protection Act, the major outcome of the Measures, was resolved at the National Assembly on December 1, 2005, declared on December 23, 2005 and executed on March 24, 2006. The Crime Victim Protection Act defines basic systems to protect and support crime victims and promotes governments' protection and support of crime victims, so as to contribute to victims' recovery of losses, and to promote their rights and welfare. Also, it declares that it stands for the human rights protection, privacy and security of crime victims. The Crime Victim Protection Act enforces establishment and execution of National Plan for Victim Protection and Support ("Crime Victim Plan"), including basic principles of crime victims' protection and support, goals, supervision, research, and financial sources, every five years. The Minister of Justice, leaders of related government offices, and municipal/provincial governors are required to make annual plans. Then, the Crime Victim Plan has to be deliberated by crime victim protection council of government officers and civil members. The Crime Victim Plan does not simply list these categories, but proposes improved measures to guarantee rights and welfare of crime victims as required by social and economic development. The Crime Victim Plan helps government offices consider what civil organizations, social activists and scholars insist for the protection of crime victims and reflect them on realistic long-term measures. The latest Crime Victim Plan was drafted by the Ministry of Justice's Human Rights Bureau Legal Service and Victim Support Division, deliberated by every division in the Ministry of Justice, and finalized by other government offices, including the Ministry of Education and Human Resources. The final draft was deliberated by the crime victim protection council and committee and declared by the Minister of Justice on December 4, 2006. The Crime Victim Plan consists of five parts. Part 1 explains basic principles and goals of crime victim protection measures and Part 2 explains the progress of protection system and significance of the Plan. Part 3 explains basic concepts of government's duties and responsibilities, scope of crime victim protection, crime victim protection and support duties, promotion of crime victim protection, and relevant policies. Part 4 lists specific measures to compensate for victims' losses, guarantee victims' participation in criminal procedures, protect victims' privacy and security, guarantee education and training of officers, perform research and promotion, supervise civil organizations, and manage financial resources. Part 5 explains annual execution plans and the Appendix explains background of Crime Victim Plan. However, people have pointed out that Crime Victim Plan failed to promote civil participation at public hearings and other procedures. Unlike other countries' plans are self-explanatory, Korean plan is too abstract and only lists arguments or opinions of scholars without specific enforcement plans. Thus, the 2nd Crime Victim Plan in 2011 shall gather opinions from various officers and scholars through public hearings and discussions. As Crime Victim Plan is specified by annual enforcement plans, their establishment and validation processes shall be executed to provide substantial benefits to crime victims. All related officers and representatives shall work together for Crime Victim Plan to settle as specific ordinances and systems to protect and support crime victims. Protection of crime victims would be the only way to pursue a healthier society and to make all citizens happy.

      • Paraquant가 Glutathine Synthetase 활성에 미치는 영향

        Glutathione, usually most prevalent intracellular thiol, is now known to function directly or indirectly in many important biological phenomena, including synthesis of protein and DNA, transport, enzyme activity, metabolism, and protection of cells. An excellent method for depletion of intracellular glutathione is administration of sulfoximine inhibitors of r-glutamylcysteine synthetase: buthionine sulfoximine is a potent and selective inhibitor of glutathione synthesis. In thise experiment, the levels of glutathione decrease in liver and kidney of mice by paraquat administration and the mortality of paraquat intoxicated-mice were significantly increased by intraperitoneal injection of buthionine sulfoximine. The activities of glutathione synthetase and r-glutamyl transprptidase activitiy were significantly decreased in liver and kidney of paraquat administered mice. These finding suggested that glutathione has a very important fuctions of paraquat toxicity, and mechanism of glutathione depletion by paraquat were maybe mainly due to synthesis inhibition resulted from decresed activity of glutathione synthetase.

      • 의학도서관 사서의 직무환경 만족도 분석연구

        본 연구의 목적은 직무 환경과 조건이 직무 만족에 미치는 영향에 대해서 알아보고, 의학도서관에서 근무하는 사서들의 직무 환경에 대한 만족도를 파악하여 개선점을 찾아 직무의 효율성을 높이고 의학도서관과 의과대학의 발전에 일익을 담당하게 될 기초자료를 제공하기 위함이다. 본 연구의 대상자는 전국 4년제 대학교 중에서 의과대학이 있는 44개 의학도서관의 사서 176명을 대상으로 설문 조사를 실시하였다. 조사 대상자 176명 중에서 본 설문에 응답한 자는 총 72명(41%)이었다. 조사 방법은 우편물 및 E-mail을 통한 설문지법이다. 설문지의 응답 표시는 리커트(Likert)식 5점 척도를 사용하였다. ① 매우만족 5점 ② 만족 4점 ③ 불확실 3점 ④ 불만족 2점 ⑤ 매우불만족에 1점을 부여하였는데, 응답자는 5개 항목 중에서 해당 항목에 각각 자기 의사를 표시하는 방법으로 하였다. 의학도서관 사서의 직무환경 만족도를 조사, 분석하여 얻은 결과는 다음과 같다. 첫째, 직무 환경에 대한 만족감, 자부심은 전체적으로 상당히 높은 만족도를 나타냈고, 근무연한이 많을수록 점점 더 높게 나타났다. 이는 근무연한이 짧으면 직무와 환경에 적응하지 못하고, 전문직에 대한 기대감이 반복적인 업무 등으로 일의 불만으로 나타날 수도 있다. 오랜 시간동안 일을 하게 되면 직무와 환경에 대해서 잘 적응하기도 하고, 어느 정도는 체념하는 부분도 생겨 점점 만족도가 높아지는 것이다. 둘째, 보수에 대해서 40~50대는 20대 연령층에 비해 만족도가 높았고, 기혼자들이 만족도가 높았다. 하지만 전체적으로 업무량에 비해서 보수가 낮고, 타 직종의 종사자들과 비교하면 현재 자신이 받는 보수가 낮다고 인식하고 있는 것으로 나타났다. 셋째, 의학도서관 사서들이 직장에서 직무와 관련된 교육관련 만족도는 낮은 것으로 나타났다. 그리고 교육을 받은 후 업무능력 향상에 큰 도움을 주지 못한다고 나타났다. 이는 교육시간이 전혀 없거나 교육을 하더라도 체계적이지 못하고 무의미하게 진행된다고 볼 수 있다. This study is to understand the effects of job environments and conditions on job satisfaction, and to provide the basic data which would be a key part not only for the development of medical library and medical college but also for the increase of work efficiency by researching and analyzing the job environment satisfaction of librarians at medical library. The questionnaire research was conducted for 176 librarians from 44 medical libraries that have a medical college in their programs among 4-year colleges. The survey was conducted with a questionnaire method by mail and e-mail. The rate of respondents was 41% (72 librarians) total. The responses were scored on 5-point Likert-type scale; 5 to ‘very satisfied’, 4 to ‘satisfied’, 3 to ‘not sure’, 2 to ‘unsatisfied’, and 1 to ‘very unsatisfied’ having respondents mark according to their opinion. The following is the result of the research. Firstly, it showed high satisfaction on confidence and pride about the job environment, and the satisfaction level was proportionally getting higher to working years. Librarians with short working years have less conformity with job environment causing complaints about their jobs and longing for professions. On the other hand, the work experience with long years of serving gives higher satisfaction providing the adaptation ability to their job and job environment, or making them give up rather than complain about their job. Secondly, regarding the remuneration, the satisfaction for 40~50s was higher than that for 20s, especially it was very high for married people. Nevertheless, their remuneration was considered low compared to their workload or employees in the similar fields. Thirdly, the satisfaction of librarians about educational programs at the workplace appeared low. They responded that their work abilities did not get improved very much after completing educational programs at the workplace. It presumes that there are no educational programs at all or current programs are not running properly with an organized system.

      • Pilot 교차삽입을 통한 SFBC-OFDM 시스템의 채널 추정에 대한 연구

        OFDM(Orthogonal Frequency Division Multiplexing), the most spectrum efficient multi-carrier modulation technique, has been recently proposed to overcome the adverse effects of communication channels. In this thesis, we propose a channel estimation method for Space-Frequency Block Coded-OFDM(SFBC-OFDM). The proposed method estimates uniquely all channel frequency responses needed in Space-Frequency Block Coded OFDM systems using "comb-type" pilot symbols. To reduce the computational complexity of the proposed method, least square(LS) and linear minimum mean square error(LMMSE) are used in the frequency-domain. The performance of the proposed approach is evaluated by computer simulation for Rayleigh fading channel.

      • 지역농협의 재무구조에 대한 분석적 고찰 : 제주지역을 중심으로

        Regional agricultural cooperatives in Korea were established for the purpose of increasing agricultural productivity and enhancing the economic and social status of farmers through the independent cooperative organizations of farmers. Since their Inception, regional agricultural cooperatives have largely focused on expanding external growth through the rapid growth-oriented policies under the name of providing diverse services for members as well as securing independent managerial bases. However, the growth-oriented management of regional agricultural cooperatives has triggered many problems as Korea became a debtor to the IMF bailout program, The objectives of this study were to analyze the financial structure of agricultural cooperatives, to review the current problems and find ways of solving these problems, finally to suggest ways of improving financial structure as well as securing sound management of agricultural cooperatives. To achieve these objectives, financial structures of 19 agricultural cooperatives were investigated by dividing cooperatives in rural areas and city/township areas in Cheju province, and were compared with national average. The financial structure of agricultural cooperatives in Cheju was relatively better than national average, even though there were big differences across regions. And the financial structure of cooperatives in city areas and northern parts were very favorable but those in southern parts were poor. The ways suggested by the results from this study for solving problems can be summarized as follows : First, to increase liquidity of funds by reducing (leafing liabilities and increasing current assets. Second, to improve financial structure by expanding stockholders' equity and reducing fixed assets in order to advance stability. Third, to find effective ways to manage trade receivables and inventories in order to promote activity. Fourth, to curtail non-profit business and unnecessary facilities, mobilize low-cost funds, invest funds to high-profit businesses, increase margin and commission rate in marketing and supply businesses in order to maximize net income. Fifth, to increase productivity of the labor per employee by recruiting excellent staff and strengthening education and job training. The analysis in this study, however, may contain following limitations in the analysis. First, the items used and the weights applied in calculating the financial ratios lack actual proofs. Second, it is not sure that the national average, adopted as the standard rate, represents the whole agricultural cooperatives or is a benchmark ratio. Third, the change of the currency value was not considered. Fourth, non-financial factors were not included. Fifth, since it was analyzed during the specific time of the IMF bailout program, there may contain some variance. Strong financial structure should be the prerequisite for the sound management and continuing growth of the agricultural cooperatives in Cheju, Also, non-financial factors, such as keeping close relationship with interest groups and external environment surrounding cooperatives, are very important for the development of agricultural cooperatives in this fast changing world, In addition, agricultural cooperatives would have vue as existing authority by completing social responsibility.
