결사체주의 관점에서 본 `마을공동체 만들기`의 민주주의적 의의

본 논문의 목적은 최근 한국 대의민주주의 위기의 새로운 해결책으로 주목받고 있는 마을공동체 만들기의 결사체주의적 의의를 연구하는 데 있다. 이를 위하여 마을공동체 만들기의 개념적 정의를 구체화하고 결사체주의적 분석틀을 마련하였으며, 이에 따른 사례연구를 수행하였다. 사례연구의 대상은 마포파티라는 주민생활정치조직으로, 해당 조직의 구성원들을 중심으로 심층면접을 진행하였다. 마포파티 사례연구를 통해 도출한 ‘마을공동체 만들기’의 결사체주의적 의의는 다음과 같다. 첫째, 개인적 차원에서 주민들은 ‘필요’에 따라 다양한 결사체에 입·탈퇴하고 선택의 권리를 행사함으로써 자의주의 역량을 드러냈다. 이는 마을공동체 참여를 상당부분 ‘정서적 지원’과 연계시킨 기존 담론과 차별화되는 부분이었다. 둘째, 결사체적 측면에서 마포파티는 1/N 카드라는 민주적 의사소통체계를 확보함으로써 구성원들에게 민주적 토의의 장을 제공하였다. 또한 구성원들의 다중멤버십에 의하여 결사체 내·외의 네트워크 확장과 사회적 자본 형성의 가능성을 드러냈다. 셋째, 관-민의 관계 측면에서는 생활정치와 제도정치를 유의미하게 연계시키는 전략으로 대리인 운동이 관찰되었다. 기존 마을공동체 만들기와 달리 마포파티가 수행한 대리인 운동 전략은 행정절차에 있어 실질적 영향력을 확보하기 위한 차별화된 전략이었음에도 불구하고 정치자원동원과 실현가능성 부분에서 한계를 드러내기도 하였다. 본 연구는 그간 엄밀히 정의되지 못했던 마을공동체 만들기의 구체적인 개념에 대한 정치학적 분석틀을 제시함으로써 마을공동체 만들기의 민주주의적 의미를 발견하는 데에 의의를 두고 있다. 본 연구가 추후 ‘마을공동체 만들기’ 분야 발전에 기여할 수 있기를 기대한다. This study aims at analyzing the associative democratic meaning of ‘Maeul Community Building’ suggested as a newly developed alternative solution in Korea. The study conducted in-depth interview on the case of ‘Mapo Party’, which was organized by the members of the party, mainly the residents of the region for the purpose of making linkage between life politics and institutional politics. The study found that the associative democratic meanings of ‘Maeul- Community Building’ in Seoul are as follows: First, on individual level, residents participate in local associations based on the principle of volunteerism. Fulfilling the practical needs is considered the most important part of community activities in this process. Second, on organizational level, Mapo Party provided the participants with the place for discussion by establishing democratic communication system through ‘1/N-card’, which lets participants’ multiple memberships, enhancing inter-/intra-networking of the party as well as the social capital capacity. In short, the system engaged the members in consensual decision-making, strengthening their bonding. Third, in aspect of dispersion of power, Mapo Party strategically attempted to send its delegate to local parliament in order to overcome government regulation on communities that are restrictive and ideologically partial. Nevertheless it shows the distinctive and practical bread-winning strategy, so as the limitations in political mobilization and realization of agency. This study is meaningful for it suggests specific definition and concept analysis of ‘Maeul Community Building’ in Korea from political perspective which gives better understanding of its significance. In expectation, the study would contribute to the further research on the Korean community building movement.
