공공부문에서의 정책적 지원을 통한 한국대중음악 발전 방안 연구

이 연구는 현재 진행되고 있는 공공부문에서의 대중음악 지원정책에 대하여 분석하고, 해외 선진 사례를 비교 하여 살펴봄으로써 한국대중음악의 발전 방안을 제안하는데 목적을 두고 있다. 그리고 다른 예술장르와 마찬가지로 우수한 콘텐츠를 지속적으로 시장에 공급하여 소비자인 대중들에게 선택 을 받도록 하는 것이 한국대중음악의 지속적인 발전을 담보하는 최선의 방안이며, 그것이 가능하기 위해서는 우수 한 콘텐츠가 만들어질 수 있는 창작기반을 강화할 수 있도록 지원해야 한다는 전제를 가지고 연구를 진행하였다. 또한 문화산업적인 효용성과 함께 동시대인들의 압도적 지지를 받고 있는 예술의 한 장르로서의 대중음악의 창작 기반 강화는 공공부문에서의 보다 적극적인 정책적 지원을 통해 이뤄져야 한다는 입장을 가지고 연구에 임 하였다. 문화산업은 이제 개인이나 기업 차원에 한정하여 논의할 대상이 아니다. 문화산업은 국가 핵심 산업의 하나로 정부 차원에서 전략을 수립하고 체계적으로 지원하여야 하는 부분이다. 그리고 K-pop을 필두로 한국대중문화가 전 세계적으로 확산 움직임을 보이는 지금이 한국대중음악에 대한 정책적 관심과 지원이 집중되어야 할 때이다. 다만 이번 연구는 대중음악을 문화산업적인 측면에서 접근하는데 그치고 있어, 대중음악이 가지고 있는 본질 적인 요소인 예술적・사회적 가치와 효용성에 대하여 깊이 있게 논의를 전개하지 못한 미흡함이 있어 이후의 연 구에서 이를 보완하여야 할 것이다. This study focuses on the support for popular music in public sector policy. In addition, it suggests development strategies for Korean popular music based on a comparative case study of the overseas popular music support policy. It explores how it is pivotal to continuously provide qualified content to be selected from the public, sustaining development of Korean popular music as is the case with other art genres. To perform this, it is the presupposition that there should be support to reinforce the creative foundation in order to create qualified content. Furthermore, this study states the perspective that it is necessary to have positive supporting policies in the public sector about the reinforcement of creative foundations for popular music, as popular music is considered an art form that has strong public interests and utility in the cultural industry. The cultural industry is not a subject to be discussed separately on the individual level or organizational level. It should be discussed as one of the national core industries establishing strategies and having systematic support on a government level. Furthermore, it is time to focus on political interest and support of Korean popular music as it globally expands from K-pop to Korean culture. The limitation of this study is only discussing popular music as the perspective of the cultural industry and not covering popular music’s artistic and social value and utility. Therefore, further research can be performed on these topics.

The purpose of this study is to summarize the achievements and limitations of basic general education consulting for junior colleges over the past 4 years, and to suggest improvement plans. The basic consulting for general education at junior colleges, which started in 2018, brought up the conversation topic regarding general education at junior colleges. Also, as general education was included as one of the the basic competency diagnostic evaluation items of junior colleges to be implemented in 2021, junior colleges began to accept general education as a practical task rather than as a superficial object. From 2018 to 2021, 41 junior colleges out of a total of 133 junior colleges participated in the basic general education consulting program, and the participation rate was 30.8%. 11 junior colleges particpated in 2018, 14 in 2019, 14 in 2020, and 7 in 2021. The junior colleges satisfaction with the consulting conducted to date has been quite high, as the students had the opportunity to actually check and improve the status of basic general education through the consulting program. In this study, for the development of basic general education consulting for junior colleges in the future, three things are proposed: First, the expansion of participation among junior colleges, second, quality improvement of the pre-diagnosis report, and third, the implementation of the consent form. 본 연구는 지난 4년간 실시된 전문대 기초교양교육컨설팅의 성과과 한계를 정리하고, 개선방안을 제언하는데 목적이 있다. 2018년부터 시작된 전문대 기초교양교육컨설팅은 전문대학에 교양교육이라는 화두를 던지게 되었다. 그리고 2021년에 실시되는 전문대학 기본역량 진단에서 교양교육이 평가항목에 포함되면서 전문대학은 교양교육을 피상적인 대상이 아닌 실체적인 당면 과제로 받아들이게 되었다. 2018년에 시작하여 2021년까지 진행된 전문대 기초교양컨설팅에 참여한 대학은 전체 133개 전문대학 가운데 41개 대학이 참여하여 30.8%의 참여율을 나타내고 있으며, 2018년 11개, 2019년 14개, 2020년 14개, 2021년 7개 대학이 참여하였다. 현재까지 진행된 컨설팅에 대한 전문대학의 만족도는 상당히 높은 편이며, 대학은 실제적으로 컨설팅을 통하여 스스로의 교양교육 현황을 살펴볼 기회를 가지게 되었고 그를 통해 개선해야할 문제점을 도출하고 개선하는 성과를 만들어 낼 수가 있었다. 본 연구에서는 향후 전문대 기초교양컨설팅의 발전을 위해 첫째, 대학의 참여 확대 둘째, 사전진단보 고서의 품질 향상 셋째, 이행동의서의 실천을 제시하였다.

In this study, a computer program is developed for optimum design of the reinforced concrete frames which is able to calculate automatically the optimum variables and total construction cost by the integer variable transformation method. To verify the accuracy of the proposed computer program, its results are compared by the various type of frames. Using the proposed computer program, the various influence of design parameters are studied and their results are analyzed. In this study, the structure used in parametric investigation is frame of 1 bay and 2 bay in 1st story with the beams length of 3.0∼4.5 meters, the columns height of 3.0∼4.5 meters. A total number of parameters are five which is used for the analysis. From the results of parametric investigations considering frames, the convergence are closed 1~ 9 cycle and their influences are very effective. To maximize the efficiency of the section design, the safety selection of reinforce size must be guaranteed and the accurate structural analysis must be accompanied.
