경제개발에 대한 의욕과 그 벅찬 과제 때문에 한국경제는 선진경제개발이론의 패턴에 때라 개발을 서둘러 왔으나 소망스러운 결과가 아직은 없다-부족한 자본을 메우려고 해외저축에 피나는 노력을 했는데 그 외자가 경제개발과정에서 하나의 부정적 부담이 되고 있으니 후진국 경제개발의 불가사의한 고민이 또 여기에 있다. 어떤한 결과는 그렇게 되지 않으면 안될 원인이 있기 때문에 그렇게 되는 것이지, 그렇게 되지 않을 다른 원인이 있었다면 그렇게 안되는 것이라고 한다. 그렇다면 한국경제의 고민은 무엇때문이란 말인가? 이 갑갑함을 풀어보자는 시도로서 이 논문을 쓴다.

선진국의 유기농업 현황과 시사점 : 독일·일본을 중심으로

본 고는 유기농업의 국제적인 추세와 유기농업이 발전하고 있는 독일과 일본의 현황을 살펴봄으로써 국내 유기농업의 발전방향을 모색해 보는데 목적이 있다. 독일과 일본의 유기농업은 우리에게 다음과 같은 시사점을 준다. 첫째, Codex 유기식품 국제기준이 사실상 확정됨에 따라 우리나라도 유기농업관련 제도를 국제기준에 맞게 재정비하고, 국제기준과 국내여건을 감안한 유기농업 육성 프로그램을 적극 개발할 필요가 있다. 둘째, 독일은 이미 10여 년전부터 유기농가에 보조금을 지급하여 유기농가의 경영안 정을 도모하고 있다. 우리나라의 경우도 1999년부터 친환경농업 직접지불제를 실시하고 있으나, 아직 상수원보호구역 등 환경규제지역에 한정되어 았다. 유기농업의 확산을 위해서는 친환경농업 직접지불제를 전국적으로 확대 실시하는 것이 요청된다. 셋째, 독일과 일본의 유기농업단체들은 소비자단체와의 제휴, 택배, 가맹점 확보 등을 통해 유기농산물의 판로를 확충해 나가고 있다. 아직 유기농산물의 판로가 정착되어 있지 않은 우리나라의 경우 생산자단체와 소비자단체의 제휴, 택배, 백화점·슈퍼마켓 등과의 제휴 등을 통해 다양한 유기농산물 유통 경로를 개척해 나가는 것이 적극 요청된다. 넷째, 독일과 일본의 유기농업단체들은 유기농산물에 대한 소비자틀의 인식 제고와 신뢰 확보를 위해 적극적인 홍보는 물론 엄격한 품질관리를 하고 있다. 우리나라는 현재 정부가 유기농산물 품질관리를 하고 있는데, 품질관리 체계가 품질인증제, 표시 신고제로 이원화되어 있어 소비자의 흔란을 초래한다는 지적이 많다 따라서 이를 일원화할 필요가 있으며, 정부의 품질관리 내용을 소비자들에게 적극 홍보하여 이에 대한 소비자들의 인식을 제고시킬 필요가 있다.

Growing hopes are put on a new idea of promoting ``Urban Agriculture Cluster`` as an alternative that is believed to increase amenity in the downtown areas of cities and preserve eco-community in the urban areas. This creation of new innovative paradigm is based on a resource recycling system that recycles used materials found in the urban areas. The planned urban agriculturer has its counterparts in foreign countries: Kleingarten in Germany, Allotment Garden in U. K. and Community Garden in the United States. The most successful case of urban agriculture of late years can also be found in Habana, Cuba. Active participation in the planned urban agriculture cluster development projects by citizens can help obtain the desired results of helping people appreciate the benefits of organic farming products and encourage effectively consumers to do shopping activities in terms of environmental-friendly agriculture. In order to reap the desired results of the projects, the organization of urban agriculture network needs to be an autonomous one and the promoters of the projects should be residents, local government, agricultural cooperative and consumer`s cooperative. Urban agriculture that is expected to generate external economic efficiency five times as large as economic efficiency. Therefore, needs to be an evidence analysis about urban agriculture model.
