권건주 위기관리 이론과 실천 2013 Crisisonomy Vol.9 No.3
본 논문은 지역자율방재단의 활성화 방안을 연구하기 위하여 2012년 4월 9일 삼척시가 주관한「2012년도 삼척시 지역자율방재단 교육」에 참석한 방재단원을 대상으로 설문조사를 실시하였다. 설문결과 지역자율방재단의 활성화 방안으로 첫째, 지역자율방재단원 모집 시 선발기준을 강화하여야 할 것이다. 둘째, 지역자율방재단 조직을 이끌어 갈 핵심 방재리더 육성정책을 추진하여야 할 것이다. 셋째, 지역자율방재단에 대한 대원참여형 교육프로그램 개발과 위탁교육 확대 및 재난훈련 시 훈련계획단계부터 방재단의 임원 참여와 현장위주의 훈련종목을 선정하는 등 교육·훈련을 강화하여야 할 것이다. 넷째, 지역자율방재단에 대한 행정적·재정적 지원사업을 확대하고 지역자율방재단은 사업집행 시 투명성과 합법성을 확보하여야 할 것이다. 다섯째. 지역자율방재단과 지역재난단체 간에 빈번한 대면접촉을 통한 연계성을 강화하여야 할 것이다.

지진해일 대피 훈련 및 교육에 관한 인식 연구:삼척시청 공무원을 중심으로

This study is a survey of the perceptions of Samcheok city officials who participated in the exercise which took place simultaneously all over the country on May 4, 2011. The participants reported that the tsunami safety of the coastal area is low, and the possible occurrence of tsunamis is relatively high. Second, the participants lacked training in the tsunami evacuation exercises. Third, the participants need in-depth orientation and information for the exercise in advance. Fourth, the evaluation of the signal legibility on the evacuation direction boards was well regarded. In addition, in order to enhance the perception of local safety,there was relatively high agreement rate about distributing the tsunami evacuation maps to the residents. Finally, in terms of civil servants who are designated as exercise staff members, their exercise leading abilities did not reach a satisfactory level. Therefore,continued education and trainings about the tsunami evacuations are highly recommended. 본 논문은 지진해일 대피 훈련 및 교육에 관한 공무원의 인식을 알아보고자 「2011년 재난대응 안전한국훈련」기간 중 2011년 5월 4일 전국 동시에 실시한 지진해일 대피훈련시 훈련유도요원으로 참여한 삼척시청 공무원을 대상으로 설문조사를 실시하였다. 설문결과 훈련유도요원들은 첫째, 삼척시 해안지역은 지역안전도 측면에서 지진해일에 취약하고, 지진해일의 발생가능성은 높은 것으로 나타났다. 둘째, 평소 지진해일 대피요령에 대한 교육이 부족한 것으로 나타났다. 셋째, 지진해일 대피훈련시훈련유도요원에 대하여 사전에 충분한 교육과 안내가 미흡한 것으로 나타났다. 넷째, 지진해일 대피안내판(대피유도 표시판)의시인성((視認性)은 좋으며, 지역안전도를 높이기 위해 지진해일 대피지도의 배부에 찬성하는 것으로 나타났다. 마지막으로 훈련유도요원으로 지정된 공무원의 유도능력이 일정 수준에 미달하는 것으로 나타남에 따라 지진해일 대피요령에 대한 지속적인 교육과 훈련이 필요한 것으로 나타났다.

The purpose of this study is to compare and analyze the organizations for responses in disaster fields to cope with large-scaled disasters including Emergency Management Agency, Emergency Response Unit, Emergency Support Center, and Field Command Center (Field Command Office). According to the results of the analysis, the problems of the organizations for responses in local disaster fields are; 1) the scopes of roles among the organizations for responses in disaster fields are ambiguous, 2) the structures of the organizations for responses in disasters are different each other, 3) the integrated management functions among the organizations for responses in disasters are overlapped, and 4) the one who assumes the integrated command is not defined. In order to improve the problems, first, the range of working of each organization for responses in local disaster fields should be definitely established and an agreement in services among the organizations should be settled in advance. Second, similar designs in the structure among the organizations for responses in disasters are necessary for amicable communication. Third, the works for integration and management for each organization for responses should be apportioned. Fourth, the organization in charge and the one who assumes the integrated command for each type of disasters should be appointed in advance for rapid decision-making. 본 논문은 대규모 재난발생시 재난을 수습하는 재난현장 대응조직인 재난안전대책본부, 긴급구조통제단, 비상지원본부, 현장지휘대(현장지휘소)를 비교분석한 결과, 지역 재난현장 대응조직의 문제점으로 첫째, 재난현장 대응조직간 역할범위가 모호하고, 둘째, 재난대응기관간 조직구조가 다르며, 셋째, 재난현장 대응조직간 총괄·조정기능이 중복되어 있고, 넷째, 총괄지휘권자의 미지정을 지적하였다. 이를 개선하기 위해서는 첫째, 지역 재난현장 대응조직별로 명확한 업무범위 지정과 사전에 재난대응기관간 업무협정을 체결하여야 하고, 둘째, 원활한 의사소통을 위해 재난대응 조직간 동일한 조직구조설계가 필요하며, 셋째, 각 재난현장 대응조직별로 총괄·조정기능 업무를 분담하고, 넷째, 신속한 의사결정을 위하여 재난유형별 재난대응 책임기관과 총괄지휘권자를 미리 지정하여야 할 것이다.

엑스포 관람객의 관람행태 및 관람 만족도에 관한 연구 : 2008 삼척세계소방방재장비엑스포를 중심으로

본 연구는 2008. 10. 14 ~ 10. 18(5일간)까지 삼척시에서 개최된 '2008 삼척세계소방방재장비엑스포' 행사에 참여한 관람객의 관람행태(방문목적, 관람일수, 인지경로, 관심분야)와 관람객의 만족도(접근성, 홍보안내, 행사내용, 진행요원의 서비스, 편의시설, 음식)에 대하여 설문조사를 실시하였다. 조사결과 엑스포 관람객의 평균 만족도는 7점 척도에 4.75점으로 다소 높은 수준의 만족도를 보이고 있었다. 관람객의 만족도가 제일 높은 것은 행사내용으로 5.14점이며, 진행요원 서비스는 5.10점, 접근성은 4.90점, 홍보안내는 4.88점, 편의시설은 4.52점, 음식(먹거리)은 3.94점 순으로 분석되었다. 이에 향후 소방방재산업 엑스포를 개최할 경우, 관람객의 만족도가 제일 낮게 나타난 음식(먹거리)의 가격과 종류 및 화장실, 휴식공간, 주차시설 등 편의시설에 대한 철저한 대비책을 강구하여 관람객의 만족도를 높여야 할 것이다.
