In the Korean power system, the Primary Frequency Response (PFR) is provided by the Battery Energy Storage System (BESS) as well as the generator governor for arresting the frequency excursion caused by an unexpected disconnection of generation units. However, given that the frequency response performance of BESS is superior to that of the existing governor response, it is important to configure the required amount of PFR with generators and BESS for the stable and efficient operation of the power system especially when the penetration level of Renewable Energy Sources (RES) is highly increased. Therefore, in this paper, the PFR contribution effect by BESS was quantified by determining the substitutable governor response quantity considering the penetration of RES, when the BESS provides the PFR using the control algorithm implemented in the operating site. Further, the quantification of the PFR substitution effect by BESS using the proposed method is performed in the Korean power system under renewable penetration scenarios. The results prove the validity of the proposed method and show that the PFR substitution effect by BESS increases as the penetration of RES increases

경쟁적 전력시장에서는 다수의 시장 참여자들이 전력을 사고팔게 되는 만큼, 시장참여자들과 전력거래소 사이의 전력거래를 효과적으로 정산하기 위한 다양한 기법들이 요구된다. 특히 제약보상금액은 전력거래시에 시장참여자의 입찰 우선순위에도 불구하고 전력거래소가 계통의 제약조건으로 인해 실제 급전계획에서 조정한 전력거래량에 대해서 해당 거래금액을 보상해주기 위한 지불금액으로써, 우리나라의 도매경쟁 전력시장 설계에도 적용되어 있는데, 전력시장에서의 불필요한 분쟁을 방지하기 위해서는 그 계산과 정에 대한 명확한 이해가 요구된다고 할 수 있다. 본 논문에서는 이와 같은 제약보상금액을 보다 명확하고 효율적으로 정산하기 위한 계산기법을 제안한다. 이를 위해 각 급전치에 대한 시장참여자의 잉여 이익을 계산하고, 급전치의 변동에 의한 잉여 이익의 변동을 기준으로 제약보상금액을 계산하여 거래금액과 함께 정산한다. ln competitive electricity market, useful technique would be required to calculate settlement amount for electric power traded between market participants and KPX since a number of market partici-pants would appear and trade electric power. Especially calculation of constrained on/off compensation amount can be complicated, and needs to be understood clearly by market participants to avoid unnecessary disputes. This paper presents a technique to settle more easily constrained on/off compensation amount using surplus function. In this technique, a surplus is calculated by each dispatched values and then the compen-sation amount is calculated by the difference of each surpluses. By doing this, settlement amount can be cal-culated by summing the trading amount and the compensation amount.
전력계통 재생에너지 수용증대를 위한 주파수응답 방안별 성능 평가 및 정량화 방법

The power system operating plan to secure stable operation performance is required due to the increase in the penetration of RES and changes in the generation composition. For doing that, an operation measure has emerged by using various resources that can secure the frequency stability of the power system. However, it will be necessary to quantify the response performance of each resource to enable the penetration of the targeted RES in the power system while meeting the required frequency performance. Therefore, this paper proposes a method to analyze and quantify the frequency response performance of a resource by deriving a condition to satisfy the frequency criteria and increase the penetration of the RES. In addition, the effectiveness of the proposed quantification method is verified by comparing the estimation results from the performance evaluation with the frequency response performance derived from the simulation.

As the spreading speed of electric vehicles increases rapidly, those are expected to be able to use them as flexible resources in the power system beyond the concern for the supply of its charging power. Especially when the Renewable Energy sources (RES) which have no intrinsic control capability have replaced the synchronous generators more and more, the power system needs to secure the additional frequency control resources to ensure its stability. However, the feasibility of using electric vehicles as the frequency control resources should be analyzed from the perspective of the power system operation and it requires the existing simulation frameworks for the power system. Therefore, this paper proposes the grid connected modeling of the primary frequency control provided by electric vehicles which can be integrated into the existing power system model. In addition, the proposed model is implemented considering technical performances constrained by the characteristics of the Vehicle-Grid Integration (VGI) system so that the simulation results can be accepted by the power utilities operating the power system conservatively.
