이 글에서는 소득분배 실태를 살펴보고 정부의 기존 소득보장정책을 평가한 후 소득보장의 주요 과제를 논하였다. 시민의 삶의 질 향상과 기본생활 보장을 위해 빈곤율 등 분배지표를 개선하는 것을 소득보장의 발전 목표로 검토하였다. 이러한 목표를 실현하는 방안으로 기초보장 영역에서는 노인빈곤 축소에 초점을 맞추어 기초생활보장제도를 개편하는 과제를 담았다. 노후소득보장과 관련해서는 기초연금과 공적연금의 관계를 재정립하여 다층적 노후소득보장체계를 구축하는 방안을 논하였다. 근로 연령층 소득보장 영역에서는 고용안전망 개편과 근로장려세제 확대 전망에 맞추어 실업부조제도와 기초생활보장제도 개혁을 추진하는 것을 중심으로 소득보장계획에 대해 논하였다.

The question of the moral status of human life in its early stages - of its biological, social and personal attributes continue to be philosophically controversial and in need of exploration. From the moment of fertilization the embryo is an individual human being, who is beginning this life cycle. The human embryo is undoubtedly a being in whom, as in all living substances, the principle of development and change is within the substance itself. It is really this internal principle that determines the embryo's development. The zygote is actually already a human being, developing his own internal program. This program is already complete, sufficient, individualized and activates itself obviously only when there are the necessary conditions for development. At fertilization or conception does a man actually begin to exist. In its development the substantial "unity" of the zygote reveals a substantial "continuity", because the principle of development and of change is within the substance itself. If we recognize the human embryo as an individual human being, with the quality and dignity that belong to a human person, one must accordingly recognize the duty to legally protect him. The first principle to apply to the human embryo is that which refers to every man's fundamental right to life and to physical and genetical integrity. That is how the protection, already recognized for children, the sick and the physically and mentally handicapped, has to be extended to the human embryo.

신소설'의 한 양상: '서사적논설'의 장형화 : 『셩산명경』을 중심으로

근대계몽기 한국의 문학 장에는 다양한 양식의 서사물이 등장하고 변모하고 사라졌다. 이와 맥을 함께하여, 일반적으로 하나의 고정된 양식으로 검토되었던 '신소설' 역시 다양한 양태로 존재하였음에 주목할 필요가 있다. 본고는, 단순하고 짧은 서사를 활용하여 논설적 주제를 전달하였던 근대계몽기의 '서사적논설'이 매체와 상정독자가 변함에 따라, 장형화 되면서 등장한 '신소설' 『셩산명경』의 양식적인 측면을 분석하였다. 셩산명경 은 몽유록의 성격을 지닌 토론체 소설로서, 전통종교에 대한 이해를 바탕으로 기독교 신학의 논리를 서사화한 작품이다. 『셩산명경』은 단행본으로 출간되기 이전인 1907년 신학월보 에 「셩산유람긔」라는 제목으로 연재된 바 있다. 신학월보 (1900-1910)는 신학에 관한 교육과 조선인 전도인에 대한 훈련을 담당하였던 조선 최초의 신학 잡지이다. 본고는 「셩산유람긔」가 월보의 기사들을 활용한 서사를 통해 매체가 목표한 '전도' 논리를 효과적으로 전달하려 한, 일종의 '서사적논설'이라고 판단하였다. 한편 근대계몽기에 소개된 대부분의 '서사적논설'은 작가가 알려지지 않은 반면, 대한(죠션)크리스토인회보 (1897-1905) 소재 '서사적논설'의 집필은 최병헌과 노병선이 담당하였다는 사실이 밝혀졌다는 것이 이례적이다. 탁사 최병헌이 저술한 「셩산유람긔」(『셩산명경』)는 저자가 앞서 저술한 단형서사의 구조적 양식과 수사 활용 방식 등을 일정부분 유지하는 한편, 분량 상 장형화된 변화 양상을 보인다. 기독교계 지식인을 주독자로 상정하였던 『신학월보』에 연재되었던 「셩산유람긔」는 이후 단행본 『셩산명경』으로 출간되는데, 이 과정에서 보다 넓은 독자층의 확보를 의도하였음을 추정할 수 있다. '신소설' 『셩산명경』은 서사를 활용하여 논설적 주제 전달의 용이함을 꾀한 일종의 '서사적논설'이다. 상정독자와 매체의 변화로 인해 근대계몽기의 단형서사와 양식적인 면에서 다소 차이를 보이기는 하지만, 『셩산명경』은 근대계몽기의 '서사적논설'과 이후의 '신소설' 간의 연속성이 전면화 된 유의미한 작품이라 할 수 있다. In the early modern Chosun Dynasty, a variety of narratives appeared, changed, and disappeared. The present study examined 'new novel'('Sinsoseol') Sungsanmyungkyung having lengthenization of narrative editorials, which conveyed discourse topics by using simple and short narratives. Before it was published in book form, Sungsanmyungkyung was published in serial form with a title Sungsanyuramki in Shinhakwolbo in 1907. Shinhakwolbo(1900-1910) was the first theology magazine taking a role of theology education and of educating preachers in Chosun. The present study considers Sungsanyuramki as a type of 'Narrative editorials', which tried to narratively convey the missions by utilizing the articles in Shinhakwolbo. It is exceptional that 'Narrative editorials' in Chosun(Tai-Han) Christian Advocate were written by Byungheon Choi and Byungsun Ro whereas most of the 'Narrative editorials' in enlightenment period were anonymous. Sungsanmyungkyung written by Byungheon Choi presents lengthenizing aspects while maintaining some of the manners he had in his former short narrative writings. As a discussion novel having characteristics of Mongyurok, Sungsanmyungkyung narrativized Christianity theology based on understanding of traditional religions. Sungsanyuramki in Shinhakwolbo assumed the readers to be Christian intellectuals, and was later published in book form Sungsanmyungkyung. In this process, it is assumed that Sungsanmyungkyung tried to have a wider class of readers. In an attempt to convey discourse topics, Sungsanmyungkyung is a long narrative. This study argues that Sungsanmyungkyung is distinguished from other short narratives in enlightenment period in terms of manner caused by changes of assumed readers and media.

At the end of last year, Korean nuclear power plants, APR-1400 and a research reactor have been contracted to build plants at United Arab Emirates and Jordan. Since 1959, a historical background of nuclear technologies in Korea is summarized. The safety requirements for Instrumentation and Control (I&C) systems in Nuclear Power Plants (NPP) are discussed. Specific descriptions on the typical safety classification of I&C systems, the definitions of the electrical class 1E and the countermeasures against common caused failures are provided. And summaries of typical I&C systems such as the protection systems, the control systems, the instrumentations, the monitoring systems and a control room in NPP are introduced. Strict requirements on the development of the digital computer systems in nuclear applications are described.

3차원 전열해석을 통한 공동주택 열교부위 온도분포 변화에 관한 연구

건물 에너지 절약 및 공동주택 단열성능에 관한 규정에서는 이전보다 강화된 단열성능을 요구하고 있다. 이에 따라 공동주택의 경우, 결로가 예측되는 부위에 결로 방지를 위한 단열설계가 적용되고 있으나 근본적 대책으로 미흡한 실정이다. 본 연구는 공동주택의 외기와 직접적으로 면하는 벽 부위의 단열성능을 해석하고자 다음과 같이 진행되었다. 첫째, 건물 에너지 련 국내외 기준과 선행연구를 고찰하여 단열에 관한 동향을 파악하였다. 둘째로, S시에 공동주택의 설계도면을 확보하여 단위 세대 평면에서 부위별 외기에 면하는 다층벽체의 열 성능을 평가하였다. 열 성능 평가를 위하여 ISO 15099에 부합되는 2D, 3D 전열해석 프로그램을 이용하였다. 최종적으로 외기에 직접 면하는 창 및 열교차단재 유무에 따른 다층벽체에 관한 전열해석 결과는 실내온도 DBT 25℃, 외기온도 –10℃로 설정했을 때, 온도가 급속히 변화하는 지점은 외벽표면에서부터 실내방향으로 390mm의 범위로 나타났다.
