본 연구는 유럽에서 특성화된 교육프로그램을 제공하는 우수한 교육기관으로 명성을 얻은 네덜란드 마스트리히트대학교의 핵심 교육정책인 문제중심학습(PBL)과 국제화 정책을 심층적으로 분석함으로서, 이 대학의 특성화 성공전략과 방법은 무엇이며 우리나라 대학들이 현재보다 내실있는 특성화를 위해 적용할 수 있는 대안들은 무엇이 있는지 고찰해 보는데 목적이 있다. 이를 위해 다양한 자료와 데이터를 수집ㆍ정리ㆍ분석하고, 학문분야별 대표 전공(의학부, 법학부, 예술ㆍ사회과학대학부, 인문학부, 상경대학) 교수들과 인터뷰를 통해 교육프로그램 운영과 국제화 정책에 대한 실제적인 조언을 구하는 등의 연구방법이 활용되었다. 연구의 결과로 발견된 주요 내용은, ① 대학 전체 교육과정차원에서 적용시킨 PBL 교육방식, ② 소규모 튜토리얼 그룹미팅 수업형태를 유지하는 등의 효율성보다는 효과성에 의미를 둔 교육특성화, ③ 교수(instructor) 트레이닝 과정운영을 통한 수업의 내실화, ④ 학생들의 피드백 중심의 교육, ⑤ 특성화정책을 추진하는 대학의 열정, ⑥ 영어의 학교 공식 언어 채택을 통해 글로벌사회에서의 경쟁력을 제고하려는 노력, ⑦ ‘개방적’ 차원의 학교운영 등 이다. This research studied the teaching at Maastricht University, which is characterized by an excellent teaching method that is distinctive in the Netherlands. Maastricht University has developed a reputation through the use of “Problem-Based Learning” (PBL) as well as an advanced internationalization processes. Investigating this university’s success story will provide an opportunity for Korean universities that are currently experiencing similar demands and transitional processes. Towards this aim, the researchers have collected various materials through desk research and also conducted in-depth interviews with faculty members from each faculty in the university to find out the specific educational programs and the particular implementation of the internationalization policy. The results revealed that, first, Maastricht university applies the PBL method within its entire education program including both Bachelor and Masters programs. Second, the university established teaching through small tutorial group sessions with a maximum of up to 15 students. Third, each faculty offers an obligatory training program for new faculty members. Fourth, feedback from students, which includes the assessment of teaching staff, is taken seriously within the university. Fifth, the university has implemented the internationalization policy and introduced English as the main teaching language. Finally, the university has an open policy to hire the best teaching staff, irrespective of their nationality.
