        스웨덴 교육 거버넌스 분석

        The purpose of this study is to analyze the educational governance under the historical context in Sweden and to suggest some implications for educational policies. The focus of this article is how has been the educational policies to accomplish the goals for education delivered and implemented through the institutional actors between central government and local governments including major stakeholders. The educational governance is conceptualized as interaction among the institutional actors of central and local governments level. The legal base of educational governance is Constitution, Local Government Act, and Education Act. At the central government level, the Diet defines the general principles of educational policies, and MER or SNAE develop the guidelines of national goals. At the local level, the local governments decide the ways for achieving goals. In the middle of interactions at the governance process, SALAR, Swedish Association of Independent Schools, teachers union, and education committee participate in. The implication of Sweden case gives important implications to Korea which self-governing decentralization and educational self-governing have been raised.

        The macrocyclic hexanuclear metal cluster. [CoIII6(fshz)6(S)6], 2 (S : MeOH, H2O) was prepared using a trianionic pentadentate ligand, N-formylsalicylhydrazidate (fshz3-). Due to the meridional coordination of the ligand to the metal ion, the ligand is not only bridging the ring metal ions using a hydrazide N-N group but also enforcing the stereochemistry of the metal ions as a propeller configuration. The alternations of the chiralities of the metal centers expand the cyclic ring system of complex 2 to the 24-membered ring system. The neutral hexanuclear manganese complex with noncrystallographic pseudo C31 symmetry is in the crystallographic inversion center. The disc-shaped hexanuclear cluster is 1.8 nm in diameter and 0.8 nm in thickness and has a vacant cavity in the center of the cluster. Three solvent molecules coordinated at the metal centers with configuration are in one face of the cluster and the remaining three solvent molecules coordinated at the other metal centers with configurations are in the other face of the cluster. The two faces of the cluster have opposite chiralities to each other.

        플랜트 설비 지지용 대안 강구조 시스템의 내진성능

        In this study, alternative seismic force-resisting systems for plant structure supporting equipment were designed, and the seismic performance thereof was compared using nonlinear dynamic analysis. One alternative seismic force-resisting system was designed per the requirement for ordinary moment-resisting and concentrically braced frames but with a reduced base shear. The other seismic force-resisting system was designed by accommodating seismic details of intermediate and unique moment-resisting frames and special concentrically braced frames. Different plastic hinge models were applied to ordinary and ductile systems based on the validation using existing test results. The control model obtained by code-based flexible design and/or reduction of base shear did not satisfy the seismic performance objectives, but the alternative structural system did by strengthened panel zones and a reduced effective buckling length. The seismic force to equipment calculated from the nonlinear dynamic analysis was significantly lower than the equivalent static force of KDS 41 17 00. The comparison of design alternatives showed that the seismic performance required for a plant structure could be secured economically by using performance-based design and alternative seismic-force resisting systems adopting minimally modified seismic details.

        생태복지의 관점에서 본 복지국가의 구조적 모순과 사회정책적 함의

        본 논문은 생태복지 관점에서 복지국가의 구조적 모순을 규명해보고자 하였다. 생태복지의 비판적 대상인 복지국가가 자본주의적 경제성장 논리에 묶여 있음을 주장하였으며, 복지국가가 경제성장과의 악순환적 고리로 인해 인간복지의 지속가능성에 역행하는 구조적 모순을 낳고 있다는 것을 소비와 불평등 차원에서 분석, 지속가능한 인간복지의 필수요소들을 도출하였다. 이를 통해 사회정책적 차원에서 생태복지의 함의를 다음과 같이 제시하였다. 첫째, 복지의 비경제적, 비물질적 개념의 필요성을 인식해야 한다. 둘째, 분배적 정의의 측면에서 실질적인 경제적 보장의 필요성을 인식해야 한다. 셋째, 지속가능한 인간복지의 필수요소는 사회정책과 직결되어 있음을 인식해야 한다는 것이다.

        수오연수단(首烏延壽丹)이 노화유발 흰쥐의 항산화능에 미치는 영향

        Objectives : Suoyounsoodan(首烏延壽丹) composed of Polygonum multiflorum THUNB. and some medical herbs is known as formula of senescence delay effect The purpose of this study is to investigate the effect of Suoyounsoodan(首烏延壽丹) on antioxidant enzyme activity such as Thiobarbituric acid reactive substance(TBARS), Superoxide dismutase(SOD), Catalase(CAT), Glutathione peroxidase(GSH-px) in rat plasma and liver. Methods: Sprague-Dawley rats divided into 4 groups, Young group(8 weeks old, N-8), Aging group(18 weeks old, N-18), pathologically induced aging group(injected D-galactose 50mg/kg, 1time/day for 6 weeks, CON) and Suoyounsoodan(首烏延壽丹) administered group(D-galactose 50mg/kg and Suoyounsoodan extracts 840.0mg/kg 1time/day for 6 weeks, SOY). Rats were sacrificed and TBARS, SOD, CAT, and GSH-px were mesured in rat plasma and liver. Results: Plasma and liver TBARS concentrations of SOY group was sinificantly lower than that of control. Red blood cell(RBC) SOD activities of SOY group was increased(F=3.405, p=0.034, ANOVA test), and RBC catalase activities of all experimental groups were not significantly different. RBC GSH-px activities of SOY group was increased(F=9.261, p=0.0001, ANOVA test). Liver SOD activities of SOY group was higher than that of control(F=3.806, p=0.023, ANOVA test). Liver catalase activities of all experimental groups were not significantly different, and liver GSH-px activity of SOY group was significantly higher than that of control(F=3.572, p=0.029, ANOVA test). Conclusions: According to the above results, It is considered Suoyounsoodan is effective in inhibiting lipid peroxidation and increasing anti oxidative enzyme activities in D-galactose induced aging rat.

        Synthesis of m-Oxo and Bis( m-alkoxo) Bridged Diiron(III) Complexes Using a Tripodal Ligand, Bis(2-benzimidazolylmethy)ethanolamine

        A $\mu-oxo$ diiron(III) complex and two bis( $\mu-alkoxo)$ diiron(III) complexes with biomimetic tripodal ligand containing mixed N/O donor atoms were synthesized using a mononuclear iron(III) complex as starting material. Depending on the amounts and kinds of bases used, we obtained various kinds of diiron (III) complexes. The reaction of $[$Fe^{III}$(Hbbea)Cl_2]Cl$, 1, with an equivalent amount of $KO_2$ or NaOAc produced $[$Fe^{III}$_2O(Hb-bea)_2Cl_2]Cl_2$, 2. An additional equivalent amount of NaOBz or NaOAc converts complex 2 to complex 3 or complex 4 depending on the base used. The addition of two equivalent amounts of NaOBz orNaOAc directly converts complex 1 to $[$Fe^{III}$_2(bbea)_2(OBz)_2]Cl_2$, 3, or $[$Fe^{III}$_2(bbea)_2(OAc)_2]Cl_2$, 4, depending on the base used. Crystal data are as follows: [$Fe^{III}_2O(Hbbea)_2Cl_2]Cl_2$, 2: monoclinic space group $$P2_1/n$$, a = 8.421 (1) $\AA$, b = 18.416 (2) $\AA$, c = 13.736 (1) $\AA$, $\beta$ = 104.870 $(7)^{\circ}$, V = 2058.9 (4) $\AA^3$, Z = 2, R1 = 0.0469 and wR2 = 0.1201 for reflections with I > 2 ${\sigma}$(I).

        복지국가의 거버넌스와 사회자본의 이론적 연계

        This article attempted to establish a close relationship between governance and social capital in the context of the welfare state. Through this process, it confirmed that social capital is a condition which the governance of welfare is successful. Concretely, social capital would be a instrument of promoting interdependency, reciprocity, and trust that are integral factors for the formation of networks and partnerships and facilitating the participation of stakeholders in relation to welfare governance. In particular, social capital is important in that it provides the governance of welfare with an basis of solving collective problems. In regard to welfare governance the value of social capital is as follows: 1) formation of networks and partnerships, 2) fostering of trust and participation, 3) creation of collective action.
