1992년 8월 한중수교 이후 양국관계는 정치, 경제, 사회, 문화 등 모든 방면에서 교류가 확대되고 있다. 양국 간의 교류는 협력과 경쟁의 양면을 동시에 드러내고 있다. 이 논문은 21세기 국제환경의 변화 속에서 제4세대 지도자들의 외교 기조를 바탕으로 한중관계의 현황과 과제를 분석, 해명하는데 목적이 있다. 후진타오를 중심으로 하는 새로운 지도부의 외교기조 기본이념은 “평화발전·조화세계·호혜공존”을 견지하고 있다. 이런 외교기조는 한중관계에도 그대로 반영되었다. 지난 1992년 이후 한중관계는 지속적으로 발전하여 현재는 “전략적 협력동반자 관계”로 격상되었다. 이것은 정치, 경제, 문화 분야에서 비약적인 양적 발전과 함께 질적으로도 높은 수준의 성과를 가져왔던 것과도 같은 맥락이다. 향후 한중관계는 다음과 같은 4가지 추세를 가질 것이고, 이에 따른 양국의 노력이 필요하다. 첫째, 한중 양국은 다양한 협력 속에서 상호경쟁을 할 것이다. 둘째, 한중 양국은 많은 면에서 안정 우위 속의 조그마한 충돌을 드러낼 수도 있다. 셋째, 한중 양국은 동북아에서 안정적인 교류협력의 확대, 우위 속의 갈등 경향이 있을 수 있다. 넷째, 한중 양국은 다방면에서 동북아 지역의 일체화 우위 속의 분리의 경향을 드러낼 것이다. 전체적으로 향후 한중관계는 안보차원의 평화발전의 강조에서 경제적 호혜공존의 강화단계를 거쳐 조화세계라는 큰 틀 속에서 상호발전적인 추세를 가질 것으로 전망된다.

Iranian Proxy Interventions and Instability in the Middle East: a Case study of Yemen

Iran’s foreign policy and regional ambitions sparked countless debates among supporters and opponents of the reviving of the nuclear deal, the Joint Comprehensive Plan of Action (JCPOA), with the US and the West after the inauguration of Joe Biden’s administration. One of the most prominent points of contention was that lifting sanctions would allow Iran to boost its military power to aid terrorists all over the Middle East to pursue its strategic aspirations. The situation becomes problematic when it comes to combat battles that do not match the parameters of conventional war. Various labels have been generated during the previous few decades to characterize Iran's interventions. This paper aims to demonstrate how Iran has utilized and continues to use irregular war techniques effectively in Middle Eastern countries such as Yemen, one of the current battlegrounds with obvious Iranian involvement, though it is not always publicly acknowledged. This article used a structured, focused comparison method to evaluate why and with what means, Iran conducts proxy interventions in Yemen. The study's major point is that Iran's proxy interventions had undermined Middle East security, as all the countries in the region faced security challenges since the success of the Islamic Revolution. The majority of the data was gathered from secondary sources such as books, journal articles, newspapers, and reports. This paper will add to the academic literature and benefit the political decision-makers to assess the impact of Iranian proxy involvement on the overall security and stability situation in the region.

우리가 어떤 수단을 사용하여 국제테러활동범죄를 예방한다 하더라도 이런 범죄를 단기간 내에 철저하게 극복하는 것은 지혜롭지도 않고 현실적이지도 않음을 기억해야 한다. 현대범죄학에 의하면 범죄활동은 인류사회 특유의 사회이탈행위이고 국제, 국내 사회갈등이 서로 작용한 각종의 결과임을 보여준다. 그러므로 인류사회가 존재하는 한, 각종 사회갈등은 반드시 발생되며, 갈등충돌의 극단적인 형식이 곧 범죄행위로 간주되는 것이다. 테러활동범죄가 일반범죄와 다른 특징을 갖고 있다 하더라도 기왕에 일종의 범죄행위라면 그 자체의 생성과 발전은 반드시 일반범죄의 규율을 따라야 하며, 국제협력을 통해 완전히 두절된다고 기대할 수는 없는 것이다. 가능한 모든 노력을 기울여 국제사회에서 용인할 수 있는 한도 내에서 억제하고 통제해야 한다. 테러활동범죄 예방의 길에서 직면하고 있는 형세는 매우 심각하며, 갈 길은 아직 멀다고 할 수 있다. 어쩌면 독일 형법학자 Liszt의 한 마디 명언처럼 “가장 좋은 사회정책은 바로 가장 좋은 형사정책”이란 것을 국제사회의 테러활동범죄에 대한 효과적인 예방의 대책으로 삼아야 할 것이다. 2013 년 7 월 무함마드 무르시 대통령의 군사 타도 이후 무슬림 형제단의 권력 상실은 이집트를 30 년간 통치한 호스니 무바라크 대통령의 2011 년민중봉기에 이어 이집트의 민주적 전환을 이루려는 시도가 실패했음을의미하면서 다양한 논쟁을 불러일으켰다. 이 연구에서 다룬 주요 주제는 왜무슬림 형제단이 이집트의 통치를 지키지 못하였는지에 중점을 두며, 이집트인들이 무슬림 형제단에 믿음을 잃게 된 이유는 무엇인가? 무슬림 형제단의계획은 얼마나 잘 고안되었고 유용했는가? 무슬림 형제단은 “이슬람 국가”의이상을 잘 구현했는가? 제대로 준비도 되지 않은 채 집권했다는 점에서무슬림 형제단이 저지른 정치적 실수는 무엇인가?에 대해 연구를 진행하였다. 또 무슬림 형제단은 다원적 사고방식을 채택하지 못하여 외교 및 경제 정책모두에서 실수를 저질러 결국 가장 큰 아랍 국가의 통제권을 장악하는데실패하였고 그것은 결국 정치적 이슬람의 명성에 부정적인 영향을 미쳤다. 본연구는 이러한 질문들에 대해 새로운 관점에서 답하고자 하며 이집트에서무슬림 형제단의 통치 실패의 이유를 정확히 지적하고자 노력하였다. 그리하여 본 연구의 결과는 보수와 혁명 정신의 부재, 진보적 계획의 부재그리고 지도자들의 무능과 통치 경험의 부족등과 깊게 연관이 되었음을밝힌다. 또한 이 연구는 이슬람교와 정치 이슬람 분야의 정책입안자와학자들에게 도움이 되고, 이 주제와 관련된 학문적 논의에 기여할 것이라믿는다.
