우리나라가 2012년 6월 23일 1인당 소득 2만 달러에 인구 5,000만 명을 갖춘 ``20-50 클럽``에 진입했다. 세계에서 1인당 국민소득 2만 달러(20K)와 인구 5000만 명(50M) 이상을 달성한 국가는 지금까지 단 6개국뿐이다. 인구 5,000만 명 돌파, 소득·규모 모두 선진국 영국 이후 16년 만에 진입하게 되며, 이것은 2차 대전 이후 독립국 중 한국이 유일하다. 우리 보다 앞서 ``20-50 클럽``에 가입한 나라는 일본(1987), 미국(1988), 프랑스·이탈리아(1990), 독일(1991), 영국(1996) 등 주요 6개 선진국뿐이다. ``20-50 클럽`` 가입은 우리가 확실한 선진국 대열에 진입했다는 신호라는 점에서 의미가 깊다. 클럽 국가들은 일단 2만 달러, 5,000만 명의 벽을 넘은 이후에는 이 수준을 대부분 유지했고, 오히려 인구와 국민소득이 모두 성장했다. 독일이 1990년대 초반 통일에 따른 충격으로 잠시 국민소득 2만 달러 아래로 내려갔다가 회복한 것이 유일한 예외다. 세계 일곱 번째로 ``20-50클럽``에 가입한 한국의 저력은 이처럼 위기를 기회로 바꾼 한국 특유의 오뚝이 DNA에서 나왔다. 이 같은 복원력은 글로벌 금융위기 이후 본격적으로 세계의 주목을 받고 있다. 신용평가사 무디스는 지난 2010년 4월 한국의 국가신용등급을 A1으로 상향조정하면서 그 이유를 한국경제가 전 세계적인 위기에서 예외적인 회복력을 보이고 있기 때문이다. OECD는 한국경제의 위기에 대한 적응력은 이제 전 세계 누구도 의문을 제기하지 못한다고 인정했다. 위기에서 극복하는 한국형 DNA의 밑바탕에는 한국인 특유의 단결력, 희생정신, 높은 교육수준, ``빨리빨리``로 요약되는 신속한 결단 등이 녹아 있다. 본 연구에서는 세계경제에서 한국의 위상을 재평가한 후 한국의 미래 지속성장을 위한 정책과제와 청년 일자리창출 제고를 위한 정책 방안을 제시하고자 한다.
