노후화된 공동주택의 범죄예방디자인을 위한 공간계획 연구 -평택시 서정동 사례를 중심으로-

(연구배경 및 목적) 최근 여성, 아동 등 사회적 약자를 대상으로 자주 발생하고 있는 범죄는 사회. 경제적 손실과 함께 주민들의 불안감이 고조되고 있으며, 특히 경기도내에서 발생하는 강력범죄는 취약계층의 노후화된 공동주택 등이 밀집되어 있는 지역을 통하여 생활형 범죄가 증가하고 있다. 이러한 문제를 해결하고 범죄발생 가능성을 감소시킬 수 있는 범죄예방디자인의 관심과 중요성이 강조됨에 따라 본 연구는 평택시 서정동 사례를 중심으로 범죄에 대한 두려움을 저감시키고 범죄로부터 안전한 공간계획을 조성하는데 궁극적인 목적이 있다. (연구방법) 구도심의 침체로 인해 쇠락해가는 공동주택의 현황과 범죄예방디자인을 위한 이론적 고찰을 제시한다. 이를 중심으로 사업대상지 선정에 따른 현황 및 문제점을 살펴보고 분석의 틀에서 분류된 주거공간디자인, 보행공간디자인, 색채 및 마감계획으로 공간계획을 분석 종합하여 향후 지속적인 유지관리와 관리방안을 모색하고자 하였다. (결과) 범죄유발에 취약한 공동주택에서는 영역성과 기능성이 저해되는 요인으로 자연감시와 접근통제가 이루어지지 않고 범죄에 대한 두려움과 함께 범죄발생이 심화되고 있다. 결과적으로 본 연구에서는 첫째, 취약환경에 노출된 저층 주택밀집지역을 대상으로 범죄에 대한 주민들의 불안감을 감소하고자 지역 현황을 중심으로 주민 참여형의 사업을 시행하였다. 둘째, 노후화된 공동주택의 부정적인 이미지를 탈피하고 범죄예방의 기본원리를 적용하여 안정성 향상을 위한 주거공간을 계획하였다. 이를 토대로 여성안심길을 중심으로 한 특화 보행공간을 활성화 하였으며 통합적인 색채 및 마감계획을 구축하여 범죄 심리와 범죄율 감소를 위한 공간디자인 계획을 추진하였다. (결론) 범죄위험 요소에 따라 공간의 거점을 분석하고 생활안전의 디자인 측면을 고려하여 공간계획에 반영하였다. 이를 중심으로 보행공간의 상징 거점인 여성안심경로에 최적의 감시 시스템을 적용하여 사회적 약자와 사용자 중심 디자인을 유도하였고, 공간계획을 통하여 개선 전·후 효과, 통합 방범시설의 유지관리와 운영 등을 확대 추진하여 보다 실효성 있는 범죄예방디자인 실천방안에 기여할 수 있기를 기대하고자 하였다. (Background and Purpose) Recently, frequent crimes targeting women and children have been causing social and economic losses, and heightening anxiety in citizens. In particular, violent crimes in Gyeonggi-do Province are on the rise in areas with many deteriorated multi-family housings occupied by the socially disadvantaged class. In response to people's increased interest in crime prevention designs and recognition of the importance of such designs in resolving and reducing the possibility of crime occurrence, this study is conducted to come up with a design of safe spaces against crimes and to reduce citizens' fear of crimes. It focuses on cases in Seojeongdong, Pyeongtaek City. (Method) This study investigated the current condition of multi-family housing areas that are getting dilapidated over time and the crime prevention designs for the area from a theoretical perspective. The current condition and problems of the houses under study were analyzed, and a future management and measures were explored based on a comprehensive analysis of space planning, residential space designs, pedestrian space designs, and color and finishing planning. (Results) In the case of multi-family housing areas, which are vulnerable to the occurrence of crimes, crimes are found to be increasing due to poor surveillance and accessibility, and residents' fear of crimes is increasing as well. Accordingly, we first executed a resident-participatory project focusing on the area under study, in order to reduce resident anxiety about crimes that are occurring in areas dense with low-rise residential buildings. Second, we planned a residential space to improve safety by applying the basic principle of crime prevention and to remove the negative image about the dilapidated multi-family housing areas. Based on the analysis, a specialized pedestrian space, focusing on safe streets for women, was revitalized, and space design planning by using an integrated color and finishing planning was operated to reduce crime intention and rate. (Conclusions) Based on the elements of crime danger, this study approached spatial planning by considering the design aspects of life safety and by analyzing the base of space. In addition, an optimal surveillance system was used along safe streets for women, which are the basis of safe pedestrian spaces, in order to induce a design centering on the socially vulnerable people and users. This study is expected to contribute to the crime prevention design project by expanding the operation of integrated crime prevention facilities.
