농업환경변화에 따른 농림수산업자신용보증기금(농신보)의 성과와 과제

본 연구는 농업환경변화에 따른 농림수산업자신용보증기금(이하 ‘농신보’)의 존치 필요성을 검토한 것이다. 농업환경의 악화로 농산업이 위축되면 농업투자를 기피하게 되고, 이는 농신보 신용보증업무가 감소되는 요인이 된다. 결국 신용보증의 감소는 농신보의 존치 필요성에 대한 논의로 귀결된다. 이러한 문제의식을 가지고 농신보의 역할과 필요성에 대한 실증분석을 실시하였다. 먼저 농가인구의 감소에도 불구하고 농업소득은 오히려 늘어났으며, 농신보 또한 꾸준히 성장하였다. 뿐만 아니라 농신보는 농업환경변화에 능동적으로 대처하여 정부정책을 이행하고 제도개선을 통해 신규보증을 확대하였다. 또한 산업연관분석을 통해 농신보 신규보증이미치는 경제적 파급효과를 분석한 결과에서는, 경제전반에 걸쳐 영향을 미치는 것으로 분석되었다. 뿐만 아니라, 벡터자기회귀모형을 통해 농신보가 농가가계에 미치는 영향을 분석한 결과에서도『농신보 신규보증 → 농업투자 확대 → 농업소득 증대』의 경로를 통해 농가가계 안정에 기여하는 것으로 분석되었다. 이러한 결과를 바탕으로 농신보의 존치 필요성은 충분히 인정된다할 것이다. The purpose of this study was to examine necessity of maintenance of the Agriculture, Forestry and Fisheries Credit Guarantee Fund (Nongshinbo) according to the agricultural environmental change. Agro-industrial farming has been contracted by the deterioration of agricultural environment. Avoiding Agricultural investment is a factor that decreases the credit guarantee business of Nongshinbo, so decrease in credit guarantees is led to discussions about the need to maintain Nongshinbo. Data was collected through the empirical analysis on the role and necessity of Nongshinbo. First, despite the decrease in farm population, agricultural income has increased rather and the agency was also growing steadily. In addition, the agency expanded through new guarantee system while actively improving implementation of government policies to cope with the changing agricultural environment; and the study on economic impact of this new guarantee through Input-Output Analysis were analyzed to influence throughout the economy. This study also was analyzed in terms of the impact of Nongshinbo on the farm household through Vector Autoregressive. The finding suggested that “This new warranty → farm investments → farm incomes of the Nongshinbo” were analyzed to contribute to farm families stability through this path.

공립학교 교직원의 내부청렴도에 영향을 미치는 요인 분석 : 전라남도교육청을 중심으로

연구목적: 본 연구는 전라남도교육청 소속 공립학교 교직원이 인식하는 내부청렴도 수준을 조사하여 내부청렴도에 영향을 미치는 변인들의 상대적 영향력을 검증하는 데 그 목적이 있다. 연구방법: 전라남도교육청 소속 공립학교 교직원 2,223명을 대상으로 온라인 설문조사를 실시하였다. 수집된 자료를 활용하여 t-test와 One way ANOVA, 위계적 회귀분석을 실시하였다. 연구결과: 배경 변인에 따른 내부청렴도 인식 차이를 분석한 결과, 재직기간이 긴 집단과 관리자 집단, 정규직 집단의 내부청렴도 인식 수준이 높은 것으로 확인되었다. 위계적 회귀분석 결과, 개인적 요인, 제도적 요인, 문화적 요인이 모두 내부청렴도에 유의미한 정적 영향을 미쳤으며 문화적 요인의 영향력이 가장 큰 것으로 분석되었다. 위계적 회귀분석의 세 가지 모형은 모두 통계적으로 유의하였으나 각 단계별 설명력 차이는 거의 없는 것으로 확인되었다. 학술적 기여: 본 연구는 기존의 청렴도 조사와는 달리 단위 학교만을 대상으로 교직원의 내부청렴도 인식 차이를 조사하였고, 내부청렴도 관련 변인들의 상대적 영향력을 검증한 실증적 연구라는 데 의의가 있다. The purpose of the study was to examine public school members’ awareness on internal integrity and further factors affecting it. For this, data were collected by online survey with 2,223 school members and statistical methods were employed for the data analyses such as t-test, ANOVA, hierarchical regression analysis. Results showed that awareness of internal integrity was different by school members characteristics those who had longer duration, administrators, and full-time workers had higher level of internal integrity awareness. Also, we found that individual, cultural, and institutional factor had a positive impact on culture of integrity, work-related integrity, and internal integrity. Among them, cultural factor was most influential on three dependent variables. Based on the findings, the study suggested for the improvement of public school members’ internal integrity as follows; establishment of code of conduct for school members by their positions, anti-corruption and integrity education utilizing external specialists, and construction of whistle-blower system with high anonymity and accessibility.

특수교사와 작업치료사의 장애학생 자기결정에 대한 중요도와 실행도 인식

이 연구는 특수교사와 작업치료사의 장애학생 자기결정에 대한 중요도와 실행도의 인식에 따른 차이점과 관련변인을 살펴보기 위하여 실시되었다. 총 209명의 특수교사와 작업치료사가 연구에 참여하였다. 연구대상자용 설문지는 총 30문항으로 제작되었고, 특수교사용과 작업치료사용으로 구분하여 설문지를 배포하였다. 연구결과는 다음과 같다: 첫째, 장애학생의 자기결정에 대한 두 집단 간 평균의 차이를 검증한 결과, 두 집단 모두 장애학생의 자기결정에 대한 중요도에 있어서는 인식에 따른 차이가 없었으나 실행도에 있어서는 특수교사가 작업치료사보다 평균점수가 유의미하게 높았다. 둘째, 특수교사와 작업치료사의 집단 내 자기결정에 대한 중요도와 실행도의 총 점수의 상관관계를 살펴본 결과, 두 집단 모두 집단 내에서 유의미한 상관관계가 있는 것으로 나타났다. 셋째, 특수교사는 장애학생의 자기결정에 대한 중요도와 실행도에 대한 인식에 있어서 인적사항정보에 따른 차이가 있었으나 작업치료사의 경우는 인적사항정보에 따른 차이가 없는 것으로 나타났다. 특히 특수교사는 학력요인과 근무기관에 따른 실행도 지표 상 통계적으로 유의미한 차이가 있었다. 연구결과를 토대로 장애학생의 자기결정을 방해하는 요인들을 탐색하고 자기결정기술을 향상시킬 수 있는 방안 등이 논의되었다. This study was conducted to exam the differential perception of the special education teachers and the occupational therapists toward the importance and execution index of self-determination ability of students with disabilities, along with the investigation of its associated variables. A total of 209 special education teachers and occupational therapists participated in this study, and a total of 30 items was cautiously selected to be distributed to each group separately. The study results were as follows: First, there was a mean group difference between the occupational therapists and the special education teachers in the executional index of self-determination of students with disabilities, however no mean difference was found in the importance index of the two group. Second, within-group difference of the two group was found both in the index of importance and the index of execution toward self-determination ability of students with disabilities. Third, mean differences were found in the participant’s background information areas in which levels of education and working places among the special education teachers were found to have impacts on the execution index of self-determination ability. Based on the study results, alternatives of improving the self-determination ability of students with disabilities and of preventing any hindrances affecting their self-determination ability were proposed and discussed.

토지임대부 사회주택의 경제적 효율성에 관한 연구 : 서울시 토지임대부 사회주택을 중심으로

이 연구는 최근 심각해지는 주택가격 상승이라는 사회문제 해결에 대한 시사점을 얻기위해 토지임대부 사회주택의 경제적 효율성을 살피는 것에 목적을 두고 사회계정을 접목한 비용편익분석을 수행하였다. 편익비용비, 사업의 유동성, 최저 임대료 등의 지표를 통해 토지임대부 사회주택이 효율적 가격을 형성할 수 있음을 확인하였다. 특히 민간임대와의 비교를 통해서 사회주택의 효율성이 더욱 명확히 드러났다. 유럽 국가 중 오스트리아, 독일, 네덜란드, 영국의 사회주택 공급조건과 비교분석을 통해서 공공의 보조금과 장기저리의 융자지원이 가격효율성을 더욱 높일 수 있다는 점도 확인하였다. 이러한 결과는 시장의 효율성을 높이기 위해 공공의 역할을 축소해야 한다는 일각의 주장과 매우 다른 결과이며, 사회주택 공급 확대의 필요성을 나타낸다. This study conducted a cost-benefit analysis incorporating social accounts with the aim of examining the economic efficiency of public land-lease social housing in order to obtain implications for solving the social problem of rising housing prices, which is becoming more serious in recent years. It was confirmed that public land-lease social housing could form an efficient price through indicators such as the benefit-cost ratio, market liquidity of the project, and minimum rent. In particular, the efficiency of social housing was more clearly revealed through comparison with private rental housing. Through a comparative analysis of the supply conditions of social housing in Europe, it was also confirmed that public subsidies and long-term low-interest financing support can further increase price efficiency. These results are very different from some assertions that the role of the public should be reduced to increase the efficiency of the market, and indicate the necessity of expanding the supply of social housing.
