In accordance with Madrid and Kyoto Protocols, a 10kw wind turbine installed about 625m away from the King Sejong Station in the Antarctica has been in operation successfully. The current location of the wind turbine has different geographic surroundings from the previous candidate site considered in 2005 and that makes re-evaluation of wind resource at the current site including geographic effects necessary. Especially, strong wind flow derived by steep and complex terrain is dominant in the Antarctica so that computational flow analysis is required. The wind rose measured at the previous and current installation location are identical with strong meteorological correlation but prevailing directions of wind power density are different because of local wind acceleration due to complex terrain. Numerical analysis explains which effects brings this discordance between the two sites, and a design guideline required for additional wind turbine installation has been secured.

The Political Economy of FTA formation between Korea and Japan: From the Korean Perspective

In pursuing FTAs, each country has to consider both political and economic factors to achieve goals at both domestic and international levels. There are at least four contending theories in providing selection criteria for FTA partners in economics and political science. Based upon these four theories and collected data, Japan possess both positive and negative factors as a potential FTA partner from the Korean perspective.For example, geographical location and big Japanese markets are attractive factors for FTA formation from the Korean perspective. However, lower existing average tariff rates of Japan and increasing Korean trade deficits imply that FTA may not do good to the Korean economy. Besides these factors, some current issues between Korea and Japan are in the way of FTA formation between the two countries. They include Dokdo-related issues, historical textbook, and Japanese top officials’ visit to the Yasukuni shrine.To facilitate FTA between Korea and Japan, several policies and strategies may be recommended. They include institutional change, cultural change, use of exclusion and phase-in options for sensitive sectors, and separation of economic issues from political ones.

동남아시아를 둘러싼 국제·지역환경 변화와 한국의 아세안(ASEAN) ODA 정책 모색

The New Southern Policy, adopted by the President Moon Jae-In's administration in 2017, has recently been expanded into new policy directions and more detailed strategies outlined under the rubric of the 'New Southern Policy Plus' initiative in 2020. The promotion and expansion of the New Southern Policy is an important example of the process of foreign policy change. Foreign policy can be analyzed in terms of its adaptability to cope with environmental changes at the national and international levels. From such a perspective, the adoption of the New Southern Policy reflects aspects of the combined economic and ODA competition between the U.S., China and other major powers toward Southeast Asian region. This research analyzes how South Korea's foreign policy toward ASEAN, and in particular its ODA policy, has changed in dynamic interaction with changing international contexts. This investigation is pursued along the lines of two questions: the first being whether or not the New Southern Policy reflects a strategic change in foreign policy, and the second seeking to identify the factors which most significantly affect Korean Policy toward ASEAN. Analysis of foreign policy change is a useful way to understand the extents and limits of linkages between theory and practice in international politics. For this reason, this study will analyze the main factors highlighted in previous work, that analyzed changes in foreign policy, regionalism, and the driving force behind the changes in ODA under the New Southern Policy. This study reveals some of the particular ways in which the New Southern Policy has shaped Korea's normative diplomacy targeting the ASEAN region along, and how those positions reflect and interact with ongoing changes in the broader international contexts framing these developments. 2017년 문재인 정부에 의해 채택된 신남방정책(New Southern Policy)은 2020년 신남방정책 플러스(Plus)로 정책방향과 세부전략이 더욱 확대되었다. 신남방정책의 추진 및 확대는 국가의 외교정책 형성과 변화 과정을 설명하는 중요한 사례이다. 일반적으로 외교정책은 국내외 환경 변화에 개인(지도자)의 역량이라는 범주 하에 분석되고 있다. 이에 비춰본다면, 신남방정책 채택은 새정부 출범과 더불어 미국과 중국의 패권경쟁, 동남아시아 지역에 대한 주요 강대국의 경제 및 ODA 경쟁 등의 상황이 복합적으로 작용한 결과이다. 본 연구는 이와 같은 현상을 관찰하고, 동남아시아 지역에 대한 한국의 외교정책, 특히 ODA 정책이 어떻게 변화되었는지 분석하는 것을 목적으로 한다. 연구질문은 두 가지이다. 첫째, 한국의 신남방정책은 외교정책의 전략적 변화(strategic change)를 반영하였는가, 둘째, 국가의 외교정책이 전술적 변화(tactical change)를 동반한다고 가정할 때, 아세안 ODA 정책에 영향을 주는 요인은 무엇인지에 대한 답을 구하고자 한다. 외교정책 변화 분석은 국제정치의 이론과 현상을 접목시키는데 유용한 사례이기 때문이다. 이를 위해 본 연구는 외교정책 변화를 분석한 선행연구의 주요 요인과 더불어 지역주의(regionalism)를 덧붙여 신남방정책과 이에 따른 ODA 정책 변화의 추동 요인들을 분석한다. 신남방정책이 현재 진행 중이며, 성과를 평가하는 것은 한계가 있지만 신남방정책은 국내외 환경 변화와 더불어 동남아시아 지역을 대상으로 한 ODA 정책 변화에 영향을 주었다는 것을 본 연구에서 밝히고자 한다.

ASYMPTOTIC BEHAVIOR OF A-HARMONIC FUNCTIONS AND p-EXTREMAL LENGTH

We describe the asymptotic behavior of functions of the Royden p-algebra in terms of p-extremal length. We also prove that each bounded A-harmonic function with finite energy on a complete Riemannian manifold is uniquely determined by the behavior of the function along p-almost every curve.
