The local ecucational autonomy is an effective system that insures the independence, professionalism, and political neutrality of education. It is necessary to inspire participation of community through the decentralization of educational policies approproate to the local situation. For the development of education, autonomy should be improved on the basis of professoionalism. The menbers of local school boards of education should have sufficient knowledge and appreciation about education. The organization of educational offices is composed of professional service personnels and non-professional service personnels. And now the former is less than the latter. Because the educational administration serves essentially for the performance of educational activity as a means and assistance, the personnels should become more professionalized. The implemention areas of educational autonomy should be extended to basic units to achieve the basic purpose of local autonomy ayatem of education. The central education authority should only have function of planning, coordination, and policy development while the loacl education authorities should have the functions of organizing, evaluation, and execution. Therefore, the educational administration should decentralize power and authority into lower-level administrative offices or schools, and should restore the supportive function. The educational administration organization should raise the responsiveness to the clients such as students, teachers, parents, communities, etc.
