        지방의회 의정활동평가의 사례분석을 통한 교훈

        The purpose of this study is to find out lessons from analysing the case studies of evaluation on the local legislative activities. The framework of evaluation on legislative activities has three facets - process, interpretation, and method. Three critical facets of evaluation are as follows; (1) Process - working with members of an organization in planning and administering a evaluative study and providing feedback on the findings; (2) Interpretation - defining the problems presented by members of the organization, framing issues for study, and interpreting the findings; (3) Methods - collecting and summarizing evaluative data. The subjects of analysis are 4 cases of evaluation on legislative activities which I had researched before. Case 1 is about the evaluation of K Provincial Council. The other 3 cases are about the evaluation of CㆍMㆍJ City Councils in K Province. The author could find out some lessons from the study for the future evaluation on local legislative activities

        지방의회 운용의 경험적 고찰을 통해 본 지방의회의 기능강화방안

        The purpose of this study is to analyse institutional framework of Korean local councils and to find out the way to reform it. The results of study can be summarized as follows. Pay of councillors should be converted from an honorary post system to a full-time salaried post system. Also the salary level should be the standard of municipal director. It is not desirable to reduce the size of council uniformly. The type of electoral system is proposed to change district system to the medium or at-large one. But in the case of rural area, because of its special character, it is more rational to maintain present district electoral system. Regarding partisanship, it has shown that there are needs for more strictness in preventing the participation of parties. In association with the personnel administration of the council staff, it is desirable that the chairman will have the right to perform personnel administration.

        지방의원 의정비의 결정구조에 관한 연구-K광역자치단체를 중심으로-

        본 연구는 2006년부터 실시하고 있는 우리나라 지방의원 유급제가 제대로 정착되지 못하고 있다는데 대해 문제를 제기하고 그 실체를 파악하기 위해 지방의원 의정비의 결정구조를 분석하였다. 이를 위해 본 연구는 선행연구와 지방자치법 등 관련 법제를 바탕으로 의정비 결정에 영향을 미치는 요소를 도출하고, 이를 토대로 2018년 11월에 있었던 K광역자치단체의 의정비심의위원회를 중심으로 실태를 분석하였다. 본 연구는 지방의원 의정비 결정구조의 요소로 의정비심의위원회 구성과 운영의 주관 기관과 추천분야, 의정비심의위원회의 분야별 구성비, 의정비 결정시의 의결 요건, 월정수당 결정시의 고려요소, 지방공무원 보수 인상률을 넘어서는 결정을 할 경우의 조건을 포함한 다섯 가지로 종합하였다. 실태분석을 통해 살펴본 결과 의정비 결정구조의 각 요소별로 문제점을 파악할 수 있었고, 이를 바탕으로 개선방안을 제시하였다. 개선방안은 두 가지로 구분하였는데, 한 가지는 의정비심의위원회라는 기존 체제의 골간을 유지하면서 발견된 문제점을 중심으로 개선안을 제시한 것이고, 다른 한 가지는 기존의 체제를 벗어나 새로운 방법으로 지방의원 보수체계를 제시한 것이다. This study raised the question that the Korean local councilors’ salary system, which has been in effect since 2006, has not been able to function properly, and analyzed the decision structure of the local councilors’ salary to grasp the current situation. To this end, this study deduced factors affecting decision making based on prior research and related laws and regulations, and based on these, analyzed the actual condition of the K-Provincial Government’s remuneration review committee held in November 2018. In this study, five factors were selected as factors in determining the salary of local councilors. They consist of the organization and recommendation area of the annual deliberation committee, the compositional ratio of each section of the salary deliberation committee, the number of decision-makers in determining the salary, factors considered when determining the salary, and conditions for making decisions that exceed the rate of increase in the salary of local officials. There are two ways to improve, one is a method derived from maintaining the existing system of the pay deliberation committee, and the other is to propose a local councilors’ salary system in a new way beyond the existing system.

        광역지방의회의 입법기능 실태분석

        The purpose of this study is to identify and explain legislative function of Gyeongsangnam-do Provincial Council focused on the 7th, the 8th, and the 9th period. For this purpose, the author built evaluation model and analysed 676 ordinances referred to discussion at the council table. The analysis result of three sessions" legislative function showed very differently from period to period. The legislative function of the 7th council period was very poor as a whole. But that of the 8th period and thereafter was greatly improved compared to that of the 7th period in the proportion of council law proposal, the rate of council law modification and etc. The researcher pointed out several reasons why these changes took place. They included the introduction of compensated salary system, appointment power shift about clerical staff of the council from local government head to council secretary-general, expansion of council secretariat including installation of legislative policy research organization and ect. In conclusion, the continuous system reform is needed including the status of councillors, law making supporting staff etc. Furthermore, the periodic assessment of legislative functions is required.

        지방의회 의정감시의 운영실태와 활성화 방안

        본 연구는 우리나라 광역의회를 중심으로 지방의회 의정감시의 실태를 분석하고 이의 활성화 방안을 찾는데 목적을 두었다. 이를 위해 본 연구에서는 지방의회 의정감시에 대한 이론적 분석틀을 도출하고 이를 바탕으로 현재 어떤 형태로든 의정감시활동을 하고 있는 여섯 개의 광역의회를 중심으로 실태를 분석하였다. 분석의 요소는 의정감시를 실시하는 목적, 의정감시단의 독립성과 자율성, 의정감시단의 전문성, 의정감시의 내용과 방법, 의정감시 결과의 환류체계, 의정감시 인적자원의 확보이다. 분석의 결과 특징적인 점 중의 하나는 의정감시의 주체가 지방의회 내부인가 외부인가에 따라 큰 차이가 있었다는 것이다. 지방의회가 주도하는 세 곳의 의정감시는 약간씩의 차이는 있지만 분석요소 다수에서 감시의 성과가 매우 미흡하였다. 반면에 시민단체 또는 시민단체연대가 주도하는 세 곳의 의정감시는 상대적으로 분석요소 다수에서 그 성과가 비교적 우수한 것으로 나타났다. 본 연구는 실태분석의 결과를 바탕으로 문제점을 도출하고, 이에 근거하여 지방의회 의정감시의 활성화 방안을 제시하였다. The purpose of this study is to analyse monitor for Local Council Activities and to find out vitalization plan. To this end, the study tries to make theoretical framework and analyse monitor activities of six Higher Level Local Councils. The analysis factors are as follows: purpose, independence and autonomy, expertise, contends and monitoring methods, feedback and monitor staff. This study finds out that monitor activities led by Local Council show very insufficient result at multiple factors. On the other hand, monitor activities led by NGO show that the performance was relatively good at multiple factors. According to the results of analysis, the author could propose some improvement plans for monitor in the point of normative terms.

        지방의원 해외연수 및 여행의 실태분석과 개선방안

        The purpose of this paper is to make success elements(analysing framework) and to find out some improvements of the Local Councillors' overseas training and travel. The methods of this study are content analysis and interview. The analysis subjects are three Local Councils; K Provincial Council and C & J City Councils in K Province. The success elements are constituted of three stages, which consist of 14 factors ; the preparation stage(8 factors), the action stage(2 factors) and the following stage(4 factors). The results of analysis indicate that the most parts of the present situation is insufficient to designated criteria(success elements). From this research, the author could suggest several reform proposals to improve present problems, with special reference to the examination items, limits of judging committee and the relationship between overseas travel and training.

        지방의원 의정비의 결정요인에 관한 연구

        The purpose of this paper is to find out factors influencing on the salaries for local council members in Korea. The paper analyses correlation between salaries for council members and variables including the size of council, population, population per council member, individual expenses for council operations per local government and variables relating to local tax. According to the results of empirical analysis, the author could propose some policy recommendations for the local council. Firstly, the average salary of 2006 fell short of our expectation, and the standard deviation of salaries among local councils made a big difference. Accordingly, the goal for upgrading council members by occupations from the Council Election in 2006 was attained partially. Secondly, the institutional variables appropriating salaries of local council members are too simple to measure the capability of local government. Thirdly, comprehensive evaluation model for local legislative activities should be prepared. Forth, occupations of committee members for appropriating salaries of local council members should be varied. Fifth, the direction for the committee review of local councillor's salary must set a goal of the developed local council in the future, not the features of the past and the present.

        공공서비스 민간위탁의 경쟁성 관리에 대한 실태분석

        Contracting out has many merits in public service delivery, comparing to other alternative measures. One of the strong points is that contracting out may have positive utilization of competitiveness. This study focused on how contracting out has been practically managed to enhance the competitiveness. Management of competitiveness can be divided into introduction of competition system in the process of contracting out and introduction of incentive system in the process of the post contracting out. This study is to analyse the case of K Province. The results of analysis on 15 contracting out cases have been revealed insufficiency in utilizing competitiveness. This study could find out that the competition was not fully utilized in most cases, for example ①in the process of contract, as open bids, submission of project plan, advertisement, composition of evaluation committee, preparing evaluation criteria and its contents, and then ② in the post contract, as whether it retains bonus, re-contract system, whether it clearly states cancellation of a contract, a moratorium etc. Based upon these findings, the researcher can recommend some policy suggestions.

        지방자치단체 공공서비스의 운영성과 분석

        There are two major purposes in this study. First, the research seeks to find out analyzing model of local government public service. Second, this research is to analyse the performance of the sports and culture facilities through implementing analyzing model to C City(lower-level local government) Measuring factors of analyzing model are efficiency, effectiveness and equity. The sub-evaluating factors of efficiency are income/expenditure ratio, the degree of utilizing facilities and of introducing competition. The sub-evaluating factors of effectiveness are the degree of satisfaction in general and in facilities of users. And the sub-evaluating factors of equity are equal opportunity, equal results and equal access. The results of analysis were not so satisfactory. The income/expenditure ratio shows big deficit, and especially there were lots of differences among facilities. The utilization of facilities was generally in low level, as there were lots of differences among facilities. The introduction of competition was crawling bottom line. There were differences in sub-effectiveness factors. The general satisfaction was normal but there were more dissatisfaction than satisfaction especially in facilities compared to the private ones. The analysis results of equity are in low level also. Especially there were serious problems to solve in equal results. And there were many problems in regional, social and status equality(ex. athletes to general citizen) of users. Based upon these findings, the researcher can recommend some policy suggestions.
