      • 컴퓨터 법에 있어서의 책임에 관한 연구

        This paper, coauthored by Chin-Se Chung, as well as other 5 faculty members at Hong-Ik University Department of Law (Jea-Hwang Jeong, Suk-Ho Bang, Tae-Hoon Ha, Seong-Deog Yi and Bong-Chul Choi), deals with liability issuses surrounding constitutional law, administrative law, civil law (contracts, torts), commercial law, criminal law, international law and philosophy & law. Professor of Law Jea-Hwang Jeong makes a comparative analysis of privacy protection and disclosure of information legal issues, appeared at current Korean law and draft of law in case of the latter one. He suggestes some desirable ways of legislation through revision process and operation of legal rules at his paper. Professor of Law Suk-Ho Bang makes a brief survey of civil liability issues arising out of contracts and torts in English and American law, first. He tries to show that many Parts of arguments in such legal world are attributed to Statute of Frauds tradition, unique to such legal world. New developments in the area of torts, including computer malpractice and computer virus, are shown and analysed in terms of application possibility under our current law. But, as even the Anglo-American courts are found very reluctant to accept those arguments as new grounds for torts liability, it seems more plausible and practicable to refer to contractual approach, basically, rather than to torts approach even under English American law. Professor of Law Chin-Se Chung suggests in his paper on EFT that the allocation of liability under EFT be made under the new and most relevant principle, working for useful transmission way of fund, not solely under traditional legal principles. If such new principle works with high return of risk to users, it makes imminent problems against the goats of consumer protection, and eventually will be hardly refered to. Conversely, if it requires too much sacrifice from the side of banks, then the convenience in such system will not be utilized. So, it may be natural that EFT be discarded even without proper functioning under market system. In conclusion, Professor Chung points out that, only when banks fond that the economy out of cost-saving at tasks outweighs the risk undertaken by the banks, the banks will operate the system. But, if this system makes more return of benefits to the banks with the burden of users, it is against the idea of equity. Consequently, the banks should bear the aggeviated risks in return for the cost saved under this system Professor of Law Tae-Hoon Ha focuses his research paper on criminal liability under EFT. He draws his conclusion out of current criminal statutes that illegal fund transfer under automatic teller machines, cash cards and information system can not be penalized due to lack of proper statutory provision. So, the criminal provision on computer crime, newly made on December of 1995, can be positively appreciated. But, he anticipates that the question whether such new provision will be successful in regulating all illegal activites at fund transfor system without any operation defects in criminal code, or will cause new problem in interpretation of criminal code remains unsolved. Professor of Law Seong-Deog Yi examines the international legal issues which may be given rise to by direct satellite broadcasting. In his paper, the issue of national jurisdiction in relation to direct satellite broadcasting is firstly dealt with. Secondly, the possible ways in which direct satellite broadcasting is regulated by international law are examined with special emphasis of two different approaches, that is, freedom of information approach and state sovereignty approach. In this context, many international conventions concerning direct satellite broadcasting in Particular, and international regulatory regime of outer space in general are broadly reviewed. Thirdly, the types of activities which may be a violation of international legal regime of direct satellite broadcasting are suggested and the possible lethal remedies for these violations are proposed with the traditional international state responsibility law in mind. Professor of Law Bong-Chul Choi explores the relations of computerized society to its laws throughout his paper as a kind of conclusion of this whole paper. Computerized society is one that the technical, scientific, informational knowledge prevails. With correspondence to the structural change in knowledge, the law of such a society has suffered transformation, and the knowledge and techniques distributing and computing legal responsibility has also changed. However, he does not insist that the diffusion of technical knowledge is the sole factor of the transformation of legal responsibility. It is only one of the various factors. Moreover, he does not deny the continuation between the classical techniques distributing legal responsibility and the contemporary ones. In this era, the law realizes fairness and community values at the expense of singularities. In addition, he proposes that legal scholars take the diagnosis of law from the perspective of the technology/knowledge shifts seriously.

      • Sn-xAg-0.5Cu 무연 솔더 볼의 파단특성 연구

        This paper presents a study on the failure characteristics of SnAgCu lead-free solder balls. To estimate the effect of Ag, three types of SnAgCu balls are first prepared by varying the weight percent of Ag (1.0, 3.0, 4.0 wt%) and then analyzed by reliability tests such as thermal shock, high speed ball shear, and drop tests. Thermal shock test reveals that the higher the weight percent of Ag is, the longer the fatigue life becomes. To the contrary, high speed ball-shear test and drop test show that the shear strength and the fracture toughness of solder balls are inversely proportional to the weight percent of Ag, respectively. Reasons for these observations will be further investigated in the future work.

        외안각 절제술과 경결막 절개에 의한 안와 접근법

        Various surgical approaches to the orbits have been used. But the transconjunctival approach, also called the inferior fornix incision, provides adequate access to the orbital floor with esthetic results. Additionally, transconjunctival approach with lateral canthotomy allows more wide surgical field and good access to the orbital area. Generally, preseptal approach is more used rather than postseptal approach in the transconjunctival incision for the prevention of fat herniation during surgery. There are some complications in transconjunctival approaches but these complications can be prevented with careful surgical techniques. We report clinical results in 12 patients who were treated by preseptal transconjunctival incision with lateral canthotomoy for the treatment of orbital trauma. We were satisfied with this technique for reduction and reconstruction of the orbital trauma and we could also observe relatively good esthetic results.

        Free vibration of the tube bundle in a channel filled with stationary liquid is investigated. Added mass coefficients which are based on velocity potential theory are calculated and used to computing the natural frequencies and mode shapes of tube bundle in liquid. The natural frequencies of the tube bundle are obtained as a function of the spacing between tubes and verified by an experiment. The experimental results show good agreement with the computer predictions. As the spacing between the tubes is small, namely gap to diameter(G/D) becomes small, coupled natural frequencies are widely distributed. A wide spacing tube bundle goes the results of single tube in an infinite liquid.

      • 당귀와 천궁 및 시호의 병용 경구 투여에서 흰쥐 혈중 Decursinol 농도의 비교 검토

        This study was performed to elucidate the influence on the plasma decursinol concentration after administration of combined decursin and Cnidii Rhizoma or decurisin and Bupleuri Radix extracts in comparison with single decursin administration. The identification of decursinol in the plasma after oral administration was determined by HPLC. The value of area under the plasma concentration (AUC) and the maximal concentration (Cmax) of decursinol after administration of methanol and ether Angelicae Gigantis Radix extract was higher than those of single decursin-treated group. It was also found that the AUC and the Cmax of decursinol after combined administration with decursin and Cnidii Rhizoma were higher than those of decursin administration, whereas those of combined with decursin and Bupleuri Radix was lower. Moreover, the studies were performed with decursinol only or with combined decursinol and Cnidii Rhizoma/Bupleuri Radix, both of combined treatment increased the plasma decursinol concentrations compared with decursinol-treated group in rats. On the basis of these results, it is concluded that co-existing substances or co-administration with other drugs may influence the plasma levels of decurisinol after oral administration.

        일부 섬유호제 공장 근로자의 아크릴로니트릴에 대한 생물학적 모니터링에 관한 연구

        The purpose of this study was to investigate the level of acrylonitrile(AN) exposure in workplace air and body burden of AN as a form of hemoglobin adduct. The mean of AN concentration of 10 workplaces was 0.24ppm(GSD 4.80) which was under TLV(2ppm). But 7% of 140 measurements and 5 of 10 workplace was over TLV. The GM of hemoglobin adduct detected with cyanoethy-Ibaline(CE) in 110 biological monitoring was 1.51nmol/g globin(GSD 3.43). The correlation coefficient between AN concentration in the workplace air and the amount of hemoglobin adduct measured by CE concentration was 0.56. And the equation showed y= 2069.1 + 1861.2. If 2ppm of airborne AN TLV insert to that equation, the concentration of hemoglobin adduct detected with cyanoethlvaline is 6.0nmol/g globin and this value means biological indices(BELs) of ACGIH. 8% of workers showed over 6.00nmol/g globin. For most of workers were exposed to AN intermittently according to their special assignment of that day, ambient monitoring for a day could not effectively represent their body burden. And it was very good compensation for ambient monitoring to evaluate each worker's cumulative exposure by biological monitoring of hemoglobin adduct detected with cyanoethylbaline.

      • 당귀와 천궁 및 시호의 병용 경구 투여에서 흰쥐 혈중 Decursinol 농도의 비교 검토

      • 반발경도법에 의한 혼화재 및 섬유사용 콘크리트의 압축강도 추정

        This study aims to estimate strength approximate to actual concrete strength by presenting appropriate rebound method strength estimation expression with admixtures (fly ash, blast furnace slag, silica fume) which are used as cement substitute and polypropylene fiber and steel fiber and owing to their s of cement owing to their equal conditions to blending characteristics of concrete used for domestic structures and their recyclable properties. In case of rebound hammering, equation by Japanese Architecture Society was estimated 26~40% higher than destructive strength and remaining suggested equation was estimated 2%~18% lower. In case of ultrasound velocity, equation by Japanese Architecture Society was estimated 4%~11% higher than destructive strength till 60 days of age, but as age progresses, is estimated to 15% lower than destructive strength and remaining suggested equation was estimated 3%~27% lower than destructive strength in almost age. In case of complex methods, all suggested equations were estimated to 24%~94% higher than destructive strength. Since application of existing expression of normal concrete against concrete using admixtures and fiber causes error rate, this study suggests the following estimation expression depending on the kind of admixtures and fiber of concrete using them and position of non-destructive experiment.         Clozapine이 백서의 억제된 자발적 교대 행동에 미치는 영향

        연구목적 : 강박장애의 생물학적 원인론중 세로토닌-도파민 상호작용 가설에 적합한 5-HT₂ 수용체와 도파민 D₂수용체를 동시에 차단하는 약물의 일종인 cloazpine과 세라토닌 재흡수 차단약물인 clomipramine, 그리고 도파민 D₂수용체 차단 약물인 haloperidol을 실험백서의 강박장애 동물모형에 투여하여 자발적 교대 행동에 미치는 영향을 비교, 측정하였다. 그 결과로서 1) 세라토닌 수용체와 도파민 수용체를 동시에 차단하는 약물의 효과를 확인하고, 2) 세라토닌과 도파민 수용체 동시차단 약물의 효과가 확인되면 임상적으로 기존의 세라토닌 재흡수 차단약물에 반응을 보이지 않는 강박장애 환자 치료에 세라토닌 수용체와 도파민 수용체를 동시에 차단하는 비전형적인 항정신병 약물들이 강박장애의 치료에 유용하게 사용될 수 있는 가능성을 제시하고자 하였다. 실험재료 및 연구방법 : 실험동물은 동일한 배에서 출생한 수컷 Spraque-Dawley 백서를 사용하였다. 자발적 교대 행동(spontaneous alternation behaviour : 이하 SAB)을 시험하기 위해 SAB의 기준치를 구하고 난 후, SAB을 차단하기 위한 방법으로 비선택적 세라토닌 순응제인 5-MeODMT(5-methoxy-N, N-dimethyltrytamine)를 투여하였다. 실험백서들을 clomipramine(5㎎/㎏), clozapine(10㎎/㎏), clozapine(20㎎/㎏), haloperidol(0.1㎎/㎏), 그리고 saline(0.2cc) 투여군으로 나누고 21일에 걸쳐서 복강내 주사하였다. 실험약물 투여가 끝난 다음날인 22일째에 5-MeODMT(5-methoxy-N, N-dimethyltryptamine : 1.25㎎/㎏/IP)를 각각의 실험동물군에게 투여하고 실험약물의 만성투여가 5-MeODMT 투여로 억제되는 SAB을 얼마나 호전시키는 지를 측정하였다. 모든 자료는 SPSS for window 7.5으로 통계처리 하였다. SAB의 기준치 5-MeODMT 투여로 억제되는 SAB의 효과, 실험약물의 만성투여에 따른 SAB의 변화는 일원분산분석을 사용하였으며, 사후검증은 Scheffe 검증을 적용하였다. 각 군내에서 기준치와 5-MeODMT 투여로 억제되는 SAB의 변화, 그리고 실험약물의 만성투여에 따른 SAB의 변화는 다중변량분석을 시행하였다. 결과 및 결론 : 역구결과 실험동물은 T-형 미로의 SAB에서 평균 1.33±0.36회의 훈련 기준치를 보였다. 5-MeODMT 주사후 , 실험동물의 SAB치는 3.12±0.63회를 보여 강박행동이 유발하였다. 21일간의 실험약물 투여후, 22일째에 5-MeODMT 주사에 대한 SAB의 반응은 clozapine 투여군과 clomipramine 투여군이 halo-peridol 투여군과 saline 투여군에 비하여 유의하게 낮은 수치를 보여 5-MeODMT투여로 억제된 SAB을 호전시키는 소견을 나타냈다. 각 실험동물군 내에서 각각의 SAB 훈련 기준치와 실험약물 투여 전후에 5-MeODMT 투여로 인한 SAB을 비교한 바, clomipramine 투여군은 약물투여 전에 5-MeODMT로 억제된 SAB이 약물투여후 의미있게 호전되었다. 한편, clozapine 투여군도 약물 투여전에 5-MeODMT로 억제된 SAB가 약물투여후 의미있게 호전되었으며, 이런 SAB의 호전은 clomipramine 투여군보다 우수하였다. 이상의 연구결과로 보아, 강박장애의 생물학적 병리론을 이해하는데 있어 세라토닌-도파민 상호작용 가설이 의미가 있음을 추정할 수 있었다. 향후, 강박장애의 임상치료에서 전형적인 SSRIs 치료에 반응치 않는 환자들에게 세라토닌-도파민 동시차단제인 비전형적인 약물의 단독투여를 시행하는 후속연구를 기대해 본다. Objectives : This study was designed to evaluate the role of the 5-HT₂and dopamine D₂antagonist on spontaneous alteration behaviour which is an animal modal of obsessive-compulsive disorder in rat. On the basis of serotonin-dopamine interaction hypothesis, the effect of clozapine was evaluated by applying the suppressed spontaneous alternation behaviour model. Methods : The apparatus for spontaneous alternation behaviour was a black plexiglas T-maze with distinctive black and white goal boxes. Black guillotine doors separated the start box and the goal boxes from the main body of the T-maze. Small cups of chocolate milk were placed in the corners of both goal boxes. At 24 hours prior to experiment, rats(Spraque-Dawley) food-deprived. The food-deprived rats were put into T-maze, in which both goal boxes were baited with small amounts of chocolate milk. Each rat was given 2 set of 7 trials during which it was placed in the start box and allowed to choose one of the goal boxes for each time. The mean number of choices until the occurrence of spontaneous alternation behaviour were checked. After baseline of the number of choices of spontaneous alternation behaviour was stabilized, the spontaneous alternation was disrupted by nonselective 5-HT agonist, 5-MeODMT(1.25mg/Kg/IP), The experimental animals were stratified into 5 groups :clomipramine(5mg/Kg/IP), clozapine(10mg/Kg/IP), clozapine(20mg/Kg/IP), haloperidol(0.1mg/Kg /IP), and saline(0.2cc/IP) control groups. They all went through 21 days fo treatment(intraperitoneal). The protective effects against the 5-MeODMT-induced disruption of spontaneous alternation behaviour were evaluated on the next day of drug treatment in each group. Results : 1) SAB was suppressed by 5-MeODMT injection. 2) After 21 days of the drug treatment, the clozapine and the clomipramine groups showed significant difference from the haloperidol and the saline control groups in the reversal of 5-MeODMT-induced suppression of spontaneous alternation behaviour. 3) The clozapine (20mg/kg/IP) group was superior to the clomipramine group in the protective effect of 5-MeODMT-induced suppression of spontaneous alternation behaviour. Conclusion : In clinical situation, the we think that atypical antipsychotic drugs those acting as serotonin and dopamine receptor antagonist with no extrapyramidal side effect can be beneficial to improve the symptoms of obsessive-compulsive disorder.
