        일본의 민유림 임도사업의 관한 고찰

        본 논문은 우리나라 임도사업의 법적, 제도적 기틀을 위한 기초자료를 제공하기 위하여 임 도사업의 경험이 축적된 일본의 민유림 임도사업에 대한 정비방침, 보조체계, 사업체계 및 관련법규에 대하여 자료를 정리·고찰하였다. 그 결과, 일본의 민유림 임도사업은 다양한 시 대적 요청에 따라 법적·제도적 기틀을 마련하여 실행하므로서 효율적인 임업경영의 전개, 삼림의 적정한 유지관리, 산촌지역의 진흥 및 생활환경 등에 일익을 담당하고 있다. Japan is considered to have accumulated much experience of the maintenance, financial support. construction, and related law system of non-national forest road. These data were collected and reviewed to provide the basis of the legal and institutional framework for the forest road construction of Korea. The results show that the non-national forest road plays a key role in the development and enhancement of rural areas' surroundings as its legal and institutional systems are brought to effect and meet the period's requires.

        수량화Ⅱ류에 의한 임도절토사면의 붕괴요인 평가

        본 연구는 집중호우로 인하여 절토사면의 붕괴가 발생한 임도를 대상으로 수량화이론(Ⅱ)을 이용하여 붕괴요인을 평가하였다. 그 결과는 다음과 같다. 임도 절토사면의 붕괴발생에 미치는 요인의 영향은 절토사면길이, 겉보기 토질, 사면방위, 절토사면경사, 산지경사 등 5개 요인이 가장 크게 나타났다. 특히, 절토사면길이는 8m이상, 겉보기 토질은 토사, 사면방위는 북사면, 절토사면경사는 60˚ 이상, 산지경사는 35~40˚ 사이에서 사면붕괴에 기여도가 가장 크게 나타났다. On the basis of data obtained from forest road collapsed due t o a heavy rainfall, this study carried out to evaluate the cutting slope failure factors of forest road by using Quantification theory(Il). The results were summarized as follows. The factors on cutting slope failure was ranked in t h e order of cutting slope length, soil type, aspect, cutting slope gradients and slope gradients. And the slope failure was mainly occurred under such conditions as cutting slope length longer than 8m, soil type with soil, aspect of X, cutting slope gradients steeper than 60- and slope gradients greater than 35-40

        Concordance Analysis를 이용한 임도개설의 순위결정에 관한 연구

        이 논문은 Scoring법의 Concordance Analysis를 이용하여 전국 11개 지역을 대상으로 임도노선의 개설순위를 결정하였다. 그 결과 우위성 지수(Concordance Index)에 의한 임도개설 우선순위는 대상지역 9 > 5 > 11 > 10 > 6 > 1 > 3 = 4 > 2 > 7 > 8으로 나타났으며, 열세성지수(Dis-concordance Index)에 의한 임도개설 우선순위는 대상지역 9 > 3 > 4 > 5 > 10 > 8 > 1 > 11 > 6 > 7 > 2로 나타났다. By the means of concordance analysis among scoring methods, this study was to determine the priority order of forest road construction in 11 areas. The results have shown that the Priority order by concordance index was ranked by area 9, 5, 11, 10, 6, 1, 3=4, 2, 7 and 8, and that by dis-concordance index by area 9, 3, 4, 5, 10, 8, 1, 11, 6, 7 and 2.

        임도의 환경요인에 따른 임도구조의 변화

        본 연구는 산악지형에 적합한 임도노선을 개발하기 위한 기초 자료를 제공하기 위하여, 강원도 지역에 있어서 물리적으로 안정된 임도를 대상으로 지역별, 산지경사별, 토성별, 개설위치별에 따른 사면경사, 사명길이, 노폭 등의 임도구조요인의 변화에 대하여 분석하였다. 지역별 임도구조는 성토길이만 유의적인 차이가 없는 것으로 나타났으며, 그 이외의 지역은 각각 차이를 보이고 있었다. 산지경사별 임도구조는 노폭, 종단물매, 성토길이, 절토길이는 유의적인 차이가 보이지 않았으며, 성토경사는 30°이하·30~35°와 40°이상에서, 절토경사는 모든 지역에서 차이를 나타내고 있었다. 또한 토성별 임도구조는 노폭, 종단물매, 성토길이는 유의적인 차이가 없었으며, 그 이외의 요인은 서로 차이가 있는 것으로 나타났다. 개설위치에 따른 임도구조 변화는 절토경사는 유의적인 차이가 없는 것으로, 그 이외의 요인은 차이가 있는 것으로 나타났다. To provide the basic informations related to forest road construction of mountainous terrain, we analyzed changes of the road structure factors such as banking and cutting slope gradients, slope length, road width by the environmental factors such as locations, slope gradients, soil types, road position on physically stabilized forest roads constructed in Gangwon-do. All factors related to the road structures by locations were significant except for banking slope length. Road width, longitudinal gradients, banking and cutting slope length by slope gradients were not significantly different and banking slope gradients in the range less than 30°, from 30° to 35° and more than 40° and cutting slope gradients were significantly different for all areas. Road width, longitudinal gradients, banking slope length by soil types were not significantly different and others were significantly different. All factors related to the road structures by road position were significant except for cutting slope gradients.

        대체에너지원으로서 국내 산림바이오매스 자원의 잠재력과 이용가능성

        본 연구에서는 대체에너지로서의 바이오매스에너지원의 정의와 특성 등을 살펴보고, 국내에서의 바이오매스 에너지원의 잠재력과 이용가능성에 대해서 검토하였다. 특히 임지잔재, 간벌재 등의 목질바이오매스는 자원량이 풍부하고, 임업·임산업의 활성화와 인공림의 간벌작업을 촉진하여 산림의 공익적 기능을 증대시킬 수 있는 에너지 자원으로서, 앞으로 지속적인 산림관리를 위한 새로운 임업의 과제가 될 것으로 판단된다. This study aims to study the definition and characteristics of forest biomass as an alternative energy and to estimate the energy potential and feasibility of forest biomass utilization in domestic. Especially, significant attention is given to woody biomass such as forest residue, thinning log, etc. due to their renewable, sustainable and abundant properties. The results were summarized as follows. The utilization of these forest biomass could play an important role to activate the forest industry and increase the public benefit functions of forest. but more attention on their utilization is required and how they can be utilize more efficiently is the new task assigned to our forestry for sustainable forest management.

        묘지 조성사업지의 비탈면 보호공법에 관한 연구(Ⅰ) : 강릉시 시범 공설묘지 조성사업을 중심으로

        강릉시 시범 공설묘지 조성사업은 경사 30˚ 의 표고차가 심한 산지를 절 · 성토하여 계단식 묘역단을 조성하는 공사로 수직고 15m이상의 대절토 및 성토부가 산재하고 있다. 특히 묘역단장후 주변 유입수 및 표면 유출수에 의한 비탈면 붕괴, 묘역단 유실 등의 피해가 발생할 경우 보수 또는 보강이 사실상 어려운 실정이며, 사회적 여론으로 확대될 가능성이 크므로 비탈면 보호에 필요한 녹화공법을 검토하였다. 구체적인 연구내용으로는 설계도면 및 현장답사를 통한 문제 비탈면 추출, 비탈면의 물리적 특성과 식생의 생육상황 파악, 비탈면 주변부의 식생조사와 유용식생 선발, 비탈면의 토양조건 분석 및 비탈면 토사의 기본물성 조사 등이며, 이를 기초로 하여 비탈면 현황 및 문제점을 파악하고, 그 대안을 제시하였다. The construction of a public cemetery in Kangnung city includes terraced graveyard with cutting or banking in mountain which has severe altitude differences with a slope of 30˚. Therefore, there are scattered cutting and banking sections with vertical height more than 15m. Especially, if the slope failure or the loss of a graveyard happens after graveyard establishment due to surface flow and inflow around, it is difficult to repair, causing serious public censure. Accordingly. revegetation works were examined that need protection of slope. The specific content of the study was the selection of slopes requiring special care through blueprint and field investigation the measurement of the physical property of slope and the situation of vegetative growth, the investigation of vegetation in slopes and the selection of vegetation, and the analysis of soil condition of slopes and the physical condition of slope sediment. On the basis of investigations some alternatives were proposed.Key words: public cemetery, slope protection works, revegetation works

        林道의 迂廻係數 算出 : 江陵營林署의 國有林道를 대상으로 National forest roads of Kangnung national forest office

        본 연구는 林道開設을 위한 기초자료로서 江陵營林署의 5개 管理所(강릉, 양양, 삼척, 정선, 평창관리소)의 國有林道를 대상으로 傾斜別 林道迂廻係數를 산출하였다. 그 결과, 林道迂廻係數는 경사도 5%이하에서 0.33, 6∼10%에서 0.39, 11∼15%에서 0.50, 16∼20%에서 0.58, 및 21%이상에서는 0.63으로 나타났다. This study was carried out to estimate forest road elongation coefficients for providing the basic information of forest road construction. As the results, road elongation coefficients were calculated 0.33 less than 5% of road gradient, 0.39 between the gradient of 6% and 10%, 0.50 between the gradient of 11% and 15%, 0.58 between the gradient of 16% and 20%, and 0.60 greater than the gradient of 20%.

        Survey on the Utilization of Fire-Wood Boiler using Woody Biomass in Gangwon Province

        This survey was carried out to investigate the utilization situation of fire-wood boiler by the questionnaire and personal interview on rural and mountain households of Gangwon province from 1998 to 2005. The questionnaire include 7 questions on installation, 7 questions on fuel, 3 questions on use, and 3 questions on improvement. Each question was analyzed by percentage to investigate the use situation. This survey indicated that the general problems in use of fire-wood boiler are fuel purchase, collection and transportation, that the development of the household heating boiler using wood-based forming fuel which is cheap, small volume, easy handling, convenient purchase and high heat efficiency could be an alternative to improve the problems and that the continuous expansion of the supply of fire-wood boiler can prevent the devastation of forest through the regulation of imprudent fuel supply. Although the financial aid plan on the installation of fire-wood boiler is in active, many petty households in rural and mountain areas lose a chance to install the fire-wood boiler due to the unsatisfactory information. Thus, it will be desirable for municipal government to prepare the information plan to offer the equal chance and condition to all households in rural and mountain areas and to increase the financial aid for the continuous supply of fire-wood boiler.

        Planning of Forest Road Network for Palm - Form Working System by Aerial Photographs

        The goal of forest management is to maintain the difficult equilibrium between economic timber production and the service production function of forests. Forest road is prerequisite for accomplishing the goal of forest management. Accordingly, this paper deals with the planning of forest road network for palm-form working system by aerial photographs. The results obtained are summarized as follows : 1. The 50 blocks, the most fundamental unit of the palmform working system, were established by the compartment border, topographic conditions and standard size considered to the rotation and or the cutting cycle. 2. Based on the planning of forest road related to skidding methods, topographic conditions and silvicultural system, constraint conditions ware evaluated. The results suggested that high-density forest road and skidding method by truckcrane were adequate for palm-form working system, and contour road should be provided to improve the skidding effect for group selection cutting system of the natural broadleaved forest within the unit blocks. 3. All of the 50 unit blocks were classified into 6 groups based on shape and land form, and then the representative unit blocks were selected from each group. 4. The stand volume(m/ha) of each representative unit block was estimated by a linear regression equation, based on the data interpreted by aerial photographs and measured from ground survey. In addition, all unit blocks were classified into 8 forest types by aerial photographs and cluster and principal component analysis corresponding to the planning of forest road network and cutting schedule. Attributes of cluster and principal component analysis were the number of saw timber and pole timber per ha and the corresponding coefficient of variation of each unit block by photo interpretation, 5. The optimum forest road was automatically planned by using digital terrain model, satisfying two parameters in the unit block. One was establishment condition, and the other was restraint condition, the establishment condition indicates the allowable gradient and the forest road density, and the restraint condition contains the average skidding distance. the explorative index, the ratio of incapability skidding area, the standard deviation of skidding distance and the weighted average skidding distance. The results showed that the topographic shape was of great importance in setting the beginning and end point. According with the land form, it is recommended that the upper and the lower road should be located in the steep terrain, but one forest road should be constructed in the rectangle hilly and even terrain, This combination showed s-curve form. In the case of all land form with triangle pattern of unit block, the optimum forest road should be considered relationships between the adjacent unit blocks. 6. The double steps which means the upper and the lower road should be located within the unit block. Also the connecting road which connects the upper with the lower road, between hillsides, and between watersheds should be determined. Consequently, the optimum forest road should be planned all of the forest area composed of small watersheds, considering the natural and managerial conditions.
