        Indeed, open parliamentary politics and self-parliamentarism as well as open administration and self-administration are the real proposition that needs to be implemented in the era of local self-governing. Self-administration and self-parliamentarism are the two wheels that are vital to have a successful local self-government. Both local parliament and executive branch of the local government are the genuine owners of the local administration, and thus, they must provide administrative services best for the local citizens as their guests. Especially, local parliament as the autonomous decision-making institution and executive branch as the policy implementing institution ought to accomplish their duties and roles. As a result of such activities, both should make every possible effort to advance toward a cooperative, reciprocal and productive partnership. Both, as rational critics and check-and-balancers, also need to provide policy alternatives, since they have some objective standards for the development and establishment of aggregating local citizens' opinions, reliable local economy, local political culture and local welfare system after managing local self-autonomy over the last decade.

      • 경주 옥산서원의 경관보존관리방안

        The purpose of this study is a suggestion that it is a way for conservation and management the Oksan Seowon’s heritage value based on its landscape visibility and land use. To do this, We had done a field investigation and a literature examination. The investigations are as following; first, setting protection zone through a comprehensive approach beyond uniform cultural properties protection zone is to note current intellectual situations as well as the place related to the locational characteristics and figures of Oksan Seowon. It's to set foreseeable section of landscape by analyzing visibility focusing through on mubyeonlu Pavilion, and it consider with protection zone and the present condition of land use. Especially, external view of landscape in Oksan Seowon visualized with jagyecheon, In addition, to recover the original view of landscape of the Oksan Seowon, reckless plans focusing the authenticity of the heritage should be limited and in case of the vegetation landscape, restoration and maintenance will be made through historical research literature. Through this study, researches on Oksan Seowon and several seowons will be done actively and its aims are to become the framework of landscape conservation and management measures to meet heritage criteria.

      • 蜂毒藥鍼이 脊髓內 痛症關聯 神經細胞의 活性에 미치는 影響

        In spite of the use of Bee Venom aqua-acupuncture in the clinics, the scientific evaluation of effects is not enough. Bee Venom aqua-acupuncture is used according to the stimulation of acupuncture point and the chemical effects of Bee Venom. The aims of this study is to investigate the analgegic effects of the Bee Venom aqua-acupuncture, through the change of writhing reflex and the change of c-fos in secondary neurons in the spinal cord. Materials and Methods : Pain animal model was used acetic acid method. The changes of writhing reflex of the mice which were derived pain by injecting acetic acid into the abdomen, after stimulating Bee Venom aqua-acupuncture on Chungwan(CV12) were measured. We used Fos immunohistochemical technique to study the neuronal activity in the spinal cord. Results : 1.Expression of c-fos in superficial dosal horn(SDH), nucleus proprius(NP) and neck of dorsal horn(N) on 6~9th thoracic spine decreased significantly at 2.5×10-4g/kg Bee Venom aqua-acupuncture, compared with saline-acetic acid group. 2.The numeral change of Fos-LI neurons on the NP, N, and ventral gray(V) on 6~9th thoracic spine, SDH on 9~11th thoracic spine, and SDH and V on 11~13th thoracic spine decreased significantly at Chungwan(CV12) Bee Venom aqua-acupuncture, compared with saline-acetic acid group. 3.The correlation between the numbers of writhing reflex and Fos-LI neurons in T6-13 segment was statistically statistically significant at Chungwan(CV12) Bee Venom aqua-acupuncture. Conclusion : This study shows that the Bee Venom aqua-acupuncture on Chungwan(CV12) decreases the numbers of Fos-LI neurons. As the analgegic effects of Bee Venom aqua-acupuncture is recognized. Bee Venom aqua-acupuncture treatment is expected for pain modulation. In order to use it in many ways. more researches are needed for the dose and stability of Bee Venom aqua-acupuncture.

        광릉수목원 혼합림에서 복사 에너지의 계절 변화 특성

        The measurement of the radiation energy, trunk temperature, leaf area index(LAI), air temperature,vapor pressure, and precipitation has been conducted under a mixed forest at Kwangneung Arboretum during the period of 2001. Characteristics of the diurnal and seasonal variation of the radiative energy were investigated. The aerodynamic roughness length was determined as about 1.6m and the mean albedo was about 0.1. The downward shortwave radiation was linearly correlated with the net radiation and its correlation coefficient was about 0.96. From this linear relation, the heating coefficient was calculated and its annual mean value was about 0.21. The albedo and heating coefficient was varied with season, surface characteristics, and meteorogical conditions. The diurnal and seasonal variations of radiation energy were discussed in terms of the surface characteristics and meteorological conditions. In the daytime, during clear skies, net raditaion was cominated by the shortwave radiation. In presence of clouds and fog, the radiation energy was diminished. At night, the net radiation was entirely dominated due to the net longwave radiation. There was no distinct diurnal variation in net radiation flux during the overcast or rainy days. The net radiation was strongest in spring and weakest in winter. The seasonal development in leaf area was also reflected in a strong seasonal pattern of the radiation energy balance. The timing, duration, and maximum leaf area and trunk temperature were found to be an important control on radiation energy budget. The trunk temperature was either equal or warmer than air temperature during most of the growing season because the canopy could absorb a substantial amount of sunlight. After autumn(after the middle of October), the trunk temperature was consistently cooler than air temperature.

      • 1996년과 1999년 경기지역 초등학교 학생들에서 유행성이하선염에 대한 면역도 조사

        Background : Although massive use of live attenuated mumps virus vaccines successfully reduced the incidence of mumps virus infection worldwide, mumps outbreaks have not been completely eliminated, even in vaccinated populations. In recent years, the incidence of mumps has been remarkably increased in Korea. This study was designed to evaluate the recent seroprevalence rate of mumps IgG among children in Kyonggi province at 1996 and 1999. Methods : Study population included students from 8 elementary schools in Kyonggi province. Serum samples were collected twice at 1996 and 1999 and tested for mumps-specific antibody by enzyme-linked immunosorbent assay (ELISA). We also conducted a questionnaire survey on the parents and collected the records including history of vaccination and mumps infection. Results : The seropositive rates against mumps were 89.47% and 89.74% at 1996 and 1999, respectively, and they were not significantly different when compared to age, sex, and region. Although the first vaccination rates were 92.17% and 92.25% at 1996 and 1999, respectively, the second vaccination rates were only 37.89% and 38.03% at 1996 and 1999, respectively. Infection rate showed no significant difference between vaccinated groups and nonvaccinated gropus. Seropositive rate of infected group was higher than that of noninfected group but it was not significantly different between the vaccinated and the nonvaccinated. Conclusions : This study showed the seropositive rate and vaccination against mumps in children. There were no significant relationships between vaccination and infection. Therefore, it seems likely that the vaccination is not fully protective against mumps infection. This study will be helpful for the establishment of guideline for prevention and treatment of mumps in Korea. (Korean J Infect Dis 33: 157∼164, 2001)

        정신분열병 환자에서 존속살인의 임상적 특성

        Objectives : This study aimed to describe the demographic, clinical and offense characteristics of the patients with Schizophrenia who committed parricide. This study also investigated the risk factors of parricide by comparing with characteristics of stranger killers to prevent the tragic offense. Methods : The sample consisted of 88 schizophrenic patients who committed homicide, 59 of them committed parricide and 29 of them killed strangers. Medical chart review regarding demographic and clinical characteristics as well as offense Characteristics was conducted. The information that was difficult to be obtained through chart review was acquired by direct interview. Results : Parricide group had earlier age of onset, more conflicts with the victims, more violence history toward victims and more offense provoking events than stranger killing group. Parricide group showed higher rate of past treatment than that of stranger killing group. However drug compliance at the time of offense was low in both groups. Offense provoking events in the parricide group included blaming, threatening a forced hospitalization or medication toward patients. The most common Psychiatric symptoms associated with homicide were threat/control override (TCO) symptoms, delusional perception, commanding auditory hallucination and especially with parricide, Capgras syndrome (CS). Conclusion : Interaction between psychotic symptoms such as TCO, CS and underlying emotion toward victims are likely to be associated with parricide. Mental health professionals are expected to play an important role in preventing this tragic offense by active history taking of the violence and effective management with active caregiver education/intervention of intrafamilial conflicts.

      • 적외선 카메라 이용한 금속 내부 결함 평가에 관한 연구

        RT and UT are largely used as a non-destructive assessment of welding defects. RT shows difficulty in radioactive exposure and real-time detection. UT shows difficulty in quantitative detection of defects, and examination of a wide area in a short time. In order to settle the aforementioned disadvantages, many researchers try to find solution. In this paper, we apply a new examination method to verify the effectiveness in order to supplement the disadvantages of UT and RT, the existing non-destructive methods. The new method proposed in this paper is to use a difference in heat conductivity. If there is a discontinuous part, that is an internal defect. there is a difference in heat conductivity. Using this fact, it is possible to check the existence of an internal defect due to a temperature difference on the part with a defect and the part without a defect when the welded part is heated. The temperature difference on the surface indicated by the difference in heat conductivity can be checked for a wide area within a short time, by means of a thermal Image camera thereby to settle the disadvantage of the conventional non-destructive inspection methods. The thermal image method, however, has a disadvantage in that thermal load must be given to the tested sample and it is difficult to quantify measured data. In order to overcome this disadvantage, we will describe preliminary test and the like for applying thermal load on the tested sample including a welding defect, photographing images by means of a thermal image camera, analyzing thermal images, and analyzing welding defects.

      • 도심지 하수관거의 I/I 및 CSOs 특성

        본 연구에서는 도심지 하수관거의 특성을 파악하기 위하여 원주시를 대상으로 수질 및 유량 조사를 통하여 기존 하수관거의 침입수/유입수(I/I) 분석 및 하수관거 정비사업시 우선순위 결정을 위한 자료제공과 강우시 CSOs의 발생특성을 분석, 결과를 고찰하였다. 그 결과 원주시의 조사지점별 평균 BOD는 원주하수종말 처리장 설계기준과 비교하여볼 때 26.O~60.7%로 매우 낮게 배출되는 것으로 조사되었으며, 평가기법에 의한 원주시 도심지역의 I/I율은 평균하수량의 35.7~74.6%로 매우 높은 것으로 조사되었다. 또한, 강우시 발생하는 CSOs는 배수유역의 크기와 강우량, 강우강도, 차집용량에 따라 큰 유량차이를 보였으며, CSOs의 수질분석결과 강우초반부 초기세척(First-flush)현상으로 수질이 급격히 상승하였다가 감소하는 것으로 나타났으며, CSOs의 BOD부하를 살펴보면 일평균 BOD부하의 18.7~38.5%이상으로 인근수역으로 미처리되어 배출되는 것으로 조사되었다. 이와같이 하수관거의 I/I율과 CSOs의 발생특성은 조사지점의 특성에 따라 큰 차이가 있으므로 관거정비사업시 이에 대한 충분한 조사 및 분석이 이루어져야 할 것이다. Infiltration/Inflow(I/I) is the major deterrent to the successful performance of the sewer and the treatment systems. An excessive I/I in a sanitary sewer system can hydraulically overload the sewer lines and the wastewater treatment plants and combined sewer overflows(CSOs) are untreated wastewater during storm events. The characteristics of the CSOs are extremely variable, depending upon local physical conditions such as topography, soil conditions, degree of development and imperviousness of surface. As a result of the flow rate and water quality monitoring, biochemical oxygen demand(BOD) concentration was significantly low as 26.0-60.7% of 173mg/L which is a design standard of wastewater treatment plant. I/I rate of sewer in the center of Wonju city evaluated by assessment method was very high as 35.7-74.6% of total flow. Furthermore, 18.7-385% of BOD load of CSOs during wet weather was discharged into watershed with being untreated. As stated above, I/I running into sewer system should be considered before everything when sewer system is improved and CSOs generated during wet weather should be necessarily deliberated for design of water treatment plant and improvement of sewer system.
