      • The Effect of ICT Adoption in ODA Projects Conducted in low-middle Income Countries : 개도국대상 ODA사업에 있어서 정보통신기술 활용의 효과성에 관한 연구 : 모로코 CURE TB사례를 중심으로 : The Case of CURE TB in Morocco

        The extent to which technology has affected our lives and business in particular can only be described as “second to none”. Yet, technology can be deployed in other realms for the humanity to benefit from the advantages technology has to offer. The deployment of technology in ODA in underdeveloped and developing countries is one of the ways of providing the rest of the globe with the fruits of technology. CURE TB is a case study where ICT has been deployed in the sector of health care in a developing country: Morocco. CURE TB has introduced ICT (M-Health) to the treatment of Tuberculosis (a very prevalent respiratory disease in Morocco). In this paper, we try to evaluate the effect of ICT on the outcome of this project compared to traditional TB treatment adopted in Morocco. A combination of qualitative and quantitative evaluations of the results of the CURE TB project in Salé, Morocco, has shown positive results about treatment completion percentage, treatment default percentage, patients’ monitoring, reporting and data management and overall assessment of the utility of the project to all involved parties. 과학기술이 우리의 삶 속에서, 특히 비즈니스에서 끼치는 영향은 단연 둘째 가라면 서러울 정도이다. 또한, 과학기술은 인류애적 영역에 적용될때 역시 지대한 유익을 끼칠 수 있다. 개발도상국 ODA에 과학기술을 적용하는 것 또한, 과학기술이 지구촌에 있어서 유익한 열매로써 큰 영향을 끼칠 수 있다는 위 사실을 증명한다. 모로코에서 실시되는 CURE TB연구는 ICT가 개발도상국의 보건 영역에서 적용되는 사례 중 하나이다. CURE TB는 모로코에서 높은 유병률을 보이는 결핵에 대한 관리 수단으로 ICT(M-Health)를 활용하고 있다. 본 고에서는 ICT가 기존의 전통적 결핵 치료법과 비교했을 때 가지는 그만의 효과를 평가하려 한다. 모로코의 살레(Salé)지역에 대해 실시된 CURE TB 프로젝트에 대한 양적 질적 연구의 조합은 치료 완료율, 치료 실패율, 환자 모니터링, 보고, 데이터 매니지먼트 및 관련된 각 부처의 전반적인 유용성 등의 지표에서 긍정적인 결과를 제시했다.

      • The Establishment of Thai National Innovation System

        The purpose of this study is to examine technological catching-up processes in Thailand since 1980s by focusing on the establishment of Thai National Innovation System. National innovation system (NIS) has become essential framework for the enhancement of national technological capabilities, technological catching-up processes, as well as science, technology and innovation (STI) policy implementation and vice versa. In Thailand, the government has been shown as a significant driver that playing an important role in paving the way for technological catching-up. The study of the history of STI policies that have been implemented over time by the government, thus, could explore the rate and direction of technological catching-up. Moreover, it could be applied to illustrate how Thai national innovation system has been established and characterized through time. STI policies directly influenced the key institutions’ roles, activities and interactions in the web of national innovation system that could imply significant meaning of national S&T resources, knowledge intensity, technological innovation capabilities, economic growth as well as social well-being. Key institutions that are involved in the investigation of Thai national innovation system include government (and STI policy implications), universities/research institutions (RTOs), private enterprises and bridging institutions. The findings of the study will be useful as they could be used to design science, technology and innovation policies in order to enhance and improve national technological capabilities. This research provides literature review on technological catching-up, absorption, learning, and capabilities in order to investigate technological catching-up processes. National innovation system approach is also introduced and the analysis of system of innovation mechanism in Thailand is carried out. The analysis of the results is based on the in-depth investigation of STI policies, key institutions’ activities and linkages among them, combine with innovative indicators from several sources and existing research examination. These qualitative and quantitative data link to the description of how national innovation system approach has been employed and the current stage of technological catching-up in Thailand. The results indicated that national innovation system approach was adopted and its characteristics significantly changed from linear to systemic networking model when the new S&T policies were implemented in 2002. Technological catching-up processes were rather slow but had positive tendency of technological development. This is mainly due to the inefficient fluidity of technological knowledge flows among the key institutions in the web of national innovation system and incoherence of STI policies. Moreover, it is found that education system reformation was critical agenda due to the fact that it was a major obstacle to the enhancement of national technological capabilities and development of national innovation system in Thailand.
