      • An Agency-Approach to Labor Migration : ?A Case Study of Indonesian and Filipino Domestic Workers in Singapore

        As a result of global economic restructuring, labor has become a commodity and numerous people cross borders to seek employment. Singapore is highly dependent on the inflow of low skilled migrant workers, especially foreign domestic workers, of whom the majority originates from Indonesia and the Philippines. Even though these workers contribute greatly to both their home country’s and Singapore’s economy, their human rights are highly violated. This study takes an agency-oriented approach towards labor migration and analyzes the effects of human rights violations, experienced by Indonesian and Filipino foreign domestic workers, on their subjective well-being. This study found that human rights violations negatively affect workers’ subjective well-being. Therefore human rights violations need to be reduced by addressing the causes. This study found that the major cause of the violations is Singapore’s migration policies which aim to avoid settlement and restrict the rights and freedoms of foreign workers. Regional organization ASEAN, as well as Indonesia and the Philippines, have several measures in place to enhance the rights of foreign domestic workers in Singapore, however, this study found that these measures remain ineffective because Singapore practices its state sovereignty, sending countries lack bargaining power, and the measures are not in line with Singapore’s interest. It can be concluded that both parties have not succeeded to come to an agreement that limits the social cost for workers. From an agency-oriented approach, more needs to be done to reduce human rights violations as this will improve workers’ subjective well-being.
