        Investigation of the Legislation of Crimes Concerning Endangering Drug Safety in China

        The protection and improvement of drug safety is a major and realistic issue of concern to Chinese society and the public at present. Thus, the crimes concerning endangering drug safety are one of the key areas of Chinese criminal law. The Criminal Law of the People's Republic of China has been regulating crimes concerning endangering drug safety since 1979, and special activities have been carried out in practice to combat crimes concerning endangering drug safety. Although the criminal legislation on crimes concerning endangering drug safety changes frequently in China, its spirit of legislation and the developmental sequence is clear. Firstly, the main legislative form is the criminal code, supported by administrative laws and regulations. Secondly, the scope of criminal law shows a trend of gradual expansion, which is mainly reflected in the expansion of the object of crime and the scope of regulatory act. Thirdly, the time-point of intervention has been brought forward by the criminal law. Fourthly, the punishment tends to be more severe. In criminal legislation of China, the specific content of the crimes concerning endangering drug safety is mainly concentrated on the core crimes related to the act of producing or selling of counterfeit and substandard drugs. This article carried out a detailed analysis of the constituent elements and the controversial issues about these core crimes such as the crime of producing, selling or providing counterfeit drugs, the crime of producing, selling or providing substandard drugs, the crime of disrupting drug administration, the crime of neglecting duties in drug regulation, and other relevant crimes.

        <P>Polymers featuring photolabile groups are the subjectof intense research because they allow the alteration of polymer propertiessimply by irradiation. In particular, the <I>o</I>-nitrobenzylgroup (<I>o</I>-NB) is utilized frequently in polymer andmaterials science. This Perspective pays particular attention to theincreasing utilization of this chemical group in polymer chemistry.It covers the use of (i) <I>o</I>-NB-based cross-linkersfor photodegradable hydrogels, (ii) <I>o</I>-NB side chainfunctionalization in (block) copolymers, (iii) <I>o</I>-NBside chain functionalization for thin film patterning, (iv) <I>o</I>-NB for self-assembled monolayers, (v) photocleavable blockcopolymers, and (vi) photocleavable bioconjugates.       • An Empirical Research on R&D investment Environment-Friendly Evaluation System of China

        Based on the analysis for economy and science of multinational R&D invested region, 13 index indicators are selected in this paper to establish the multinational R&D investment Environment-Friendly Evaluation System of China. The empirical research is carried out on 31 provinces of China with principle componential analysis and clustering analysis. Firstly, the main component is extracted from the 13 indexes with principle component analysis, and the comprehensive rank is concluded based on principle component function; Secondly, as far as comprehensive rank is concerned, clustering analysis is used to rank the investment environment to four clusters (A, B, C, D). Finally, the key factors can be obtained which affect the R&D investment environment-friendly through the result of empirical research, and play an important role in choosing and improving the R&D investment regions.

        A High Efficiency and Low Carbon Oriented Machining Process Route Optimization Model and Its Application

        This paper aims to reduce the carbon emission of the manufacturing process and to achieve the low carbon optimization decision of the machining process route. Carbon emission was analyzed from the perspective of material flow, energy flow and environmental flow, and the machining process route carbon efficiency model was established based on the one from per unit cutted-volume. A multi-objective machining process route optimization model was established based on the genetic algorithms (GA), and the minimum processing time (high efficiency) and the optimal carbon efficiency (low carbon) were set as the optimization objectives. An experiment case study was performed on grinding carriage box, and a comparison was given between the optimized process and traditional process. The results indicate the resultant process route from the proposed algorithm, which verifies to reduce the processing time and increase the carbon efficiency.

        Understanding Trump's Trade Policy with China: International Pressures Meet Domestic Politics

        The trade confrontation between the United States and China has heightenedglobal concerns that a trade war between the two largest economies wouldhave serious consequences for the world economy. This article suggestsemploying a neoclassical realist framework to examine Trump’s trade policywith China as to best explain the US–China trade disputes since 2018. Itargues that Trump’s trade policy with China is fundamentally driven by theincreasingly competitive US–China relationship, which is influenced byTrump’s perception of China as America’s primary strategic competitor andconcern with the US trade deficit, and reinforced by the Trumpization of theRepublican Party under the US domestic polarization. The neoclassical real-ist analysis suggests that the trade tension embedded in the strategic compe-tition between the two countries is likely to continue for a considerable time.

        An Isolated Bidirectional Modular Multilevel DC/DC Converter for Power Electronic Transformer Applications

        With high penetration of renewable energies, power electronic transformers (PETs) will be one of the most important infrastructures in the future power delivery and management system. In this study, an isolated bidirectional modular multilevel DC/DC converter is proposed for PET applications. A modular multilevel structure is adopted as switching valves to sustain medium voltages to achieve modular design and high reliability. Only one high-frequency transformer is used in the proposed converter, which significantly simplifies the circuit and galvanic insulation design. A dual-phase-shift modulation strategy is proposed to regulate the output power and achieve a simple voltage balancing control. A down-scaled (2 kW/20 kHz) prototype is constructed to demonstrate the proposed converter and verify the control strategy. The experimental results comply with the theoretical analysis well, with the highest power efficiency reaching 97.6%.

      • Yet another Hybrid Strategy for Auto-tuning SpMV on GPUs

        Sparse matrix-vector multiplication (SpMV) is a key linear algebra algorithm and is widely used in many application domains. Besides multi-core architecture, there is also extensive research focusing on accelerating SpMV on many-core Graphics Processing Units (GPUs). SpMV computations have many indirect and irregular memory accesses, and load imbalance could occur while mapping computations onto single-instruction, multiple-data (SIMD) GPUs. SpMV is highly memory bandwidth-bound, though GPUs have massive computational resources, the performance of SpMV on GPUs is still unsatisfying. In this paper, we present a new hybrid strategy for auto-tuning SpMV on GPUs. Our strategy combines the advantages of row-major storage and column-major storage. Like many other strategies, we reordered a given sparse matrix according to row lengths in decreasing order. In order to be more adaptive and efficient, we proposed a new hybrid Blocked CSR and JDS (BCJ) format based on original CSR and JDS. BCJ splits a sparse matrix into a denser part and a sparser part after reordering and uses different kernels to process the corresponding part. And we proposed corresponding auto-tuning framework to help transforming matrix and launching kernels according to the sparsity characteristics of the matrix. A CUDA implementation of BCJ outperforms the original formats significantly on a broad range of unstructured sparse matrices.

        Manipulation of Yeast Cells by a Tapered Fiber Probe and Measurement of Trapping Force

        Optical tweezers including near-field optical trapping have been developed theoretically and experimentally. For a novel method, an optical trapping system with a tapered fiber probe inserted at an angle is built and discussed in this paper. Yeast cells can be trapped and manipulated by moving the sample chamber or the tapered fiber probe in three dimensions. Then, twenty-one yeast cells are manipulated to form a pattern of two letters “TH”. Next, the optical-trapping-force curves as a function of the offset are measured and discussed by reference to static and dynamic methods at various laser powers.
