        France, Germany, and the United Kingdom: The Arms Trade with the People`s Republic of China

        This article traces the evolution of European Union-China relations in terms of arms transfer, specifically from France, Germany, and the United Kingdom. States sell arms for the reasons of security, political influence, and the pursuit of wealth; however, the motives for the arms trade conducted between these European countries and China are driven by political decisions that will increase European non-military exports to China to improve general trade conditions for European investors in China. The EU-China arms trade should be perceived as a gesture of goodwill, because even though China has a massive army and implements extensive military modernization, EU countries have decided against a large-scale arms trade with China. The EU arms trade with China remains limited due to political decisions based on the responsibility to their allies within the European Union and in terms of NATO with the United States.

        Radio Resource Sharing Among Users in Hybrid Access Femtocells

        A problem related to deployment of femtocells is how to manage access of users to radio resources. On one hand, all resources of the femtocell can be reserved for users belonging to a closed subscriber group (CSG), which is a set of users defined by a femtocell subscriber. This approach, known as closed access, however, increases interference to users not included in the CSG as those users do not have a permission to access this femtocell. Contrary, resources can be shared by all users with no priority in an open access mode. In this case, the femtocell subscriber shares radio as well as backhaul resources with all other users. Thus, throughput and quality of service of the subscriber and the CSG users can be deteriorated. To satisfy both the CSG as well as non-CSG users, a hybrid access is seen as a compromise. In this paper, we propose a new approach for sharing radio resources among all users. As in common cases, the CSG users have a priority for usage of a part of resources while rest of the resources is shared by all users proportionally to their requirements. As the simulation results show, the proposed resource sharing scheme significantly improves throughput of the CSG users and their satisfaction with granted bitrates. At the same time, throughput and satisfaction of the non-CSG users is still guaranteed roughly at the same level as if conventional sharing schemes are applied.

        The Impact of Transparency on Foreign Direct Investment

        Non-transparency is a term given in this paper to a set of government policies that increase the risk and uncertainty faced by economic actors (foreign investors). The higher in risk and uncertainty stem from the presence of bribery and corruption, unstable economic policies, weak and poorly enforced property rights, and inefficient government institutions. Our empirical analysis shows that the degree of non-transparency is an important factor in a country`s attractiveness to foreign investors. High levels of non-transparency can greatly retard the amount of foreign investment that a country might otherwise expect. The simulation exercise presented in the statistical part of this paper reveals that on average a country could expect 40 percent increase in FDI from a one point increase in their transparency ranking. Pari passu, non-transparent policies translate into lower levels of FDI and hence lower levels of welfare and efficiency in the host country`s economy. A nation that takes steps to increase the degree of transparency in its policies and institutions could expect significant increases in the level of foreign investment into their country. This increased investment translates into more resources, which in turn increase social welfare and economic efficiency.

        Erōs and Anterōs in the Phaedrus: Rivalry, Reciprocity, or Reflection?

        The very unique appearance of anterōs in the Phaedrus (255e1) has for a long time puzzled many readers and commentators, both ancient and modern, of Plato’s sublime dialogue. Some have translated it by “counter-love,” strengthening the theme of rivalry; others prefer “love-in-return” and its cognates, focusing on its reciprocal dynamics; still others understand it as “reflected love,” highlighting its qualification as an “image of love” (εἴδωλον ἔρωτος). The aim of this paper is to propose a comprehensive understanding of anterōs, encompassing these three lines of interpretation and translation, both by giving maximum coherence to the difficult passage in which it appears and by replacing it in the movement of the whole dialogue. To do so, we first analyse the complex entwining of the similes in which anterōs seems to have a pivotal role: erōs being successively described as himeros within a physiological simile, as anterōs within an optical one, and as soul’s struggle within the psychic simile of the winged chariot (255b7-256a6). Then we conceptualise this correction of the successive similes in view of the eschatological passage about the three different kinds of lives immediately following: paiderastic erōs, by desiring a physical and asymmetric contact with the beloved, can only trigger rivalry; whereas honour-loving erōs, by desiring something beyond the beloved, can foster emulation and reciprocity; but only philosophical erōs, by reflecting intelligible beauty to the beloved, can truly guide to its recollection (256a7-b7). Finally, we see in this passage a kind of nub of the analogical unity of the dialogue, between the erotic brothers and the discursive ones: anterōs being qualified by Socrates as an eidōlon of erōs just as written logos will be qualified by Phaedrus as an eidōlon of spoken logos (276a9). Thus, the very ambiguity of anterōs is not only due to the polysemy of the prefix anti- but also to its qualification as an eidōlon of erōs. We think that it is only by acknowledging this profound complexity of the text that we both recognise the merit of Plato’s comprehensive theory of love and the unity of surely his most beautiful dialogue.

        Incidence of Vascular Complications Arising from Anterior Spinal Surgery in the Thoraco-Lumbar Spine

        Study Design: Modern biomaterials and instrumentation have popularised surgery of the thoraco-lumbar spine through an anterior route. The advantage of anterior surgery is that it allows for a direct decompression of the compromised spinal canal. However, the potential for devastating long-term sequelae as a result of complications is high. Purpose: The aim of this study was to give a general overview and identify the incidence of vascular complications. Overview of Literature: There is limited literature describing the overall incidence and complications of anterior spinal surgery. Methods: A retrospective review of a prospective database of 1,262 consecutive patients with anterior surgery over a twelve-year period. Results: In our study, 1.58% (n=20) of patients suffered complications. Injury to a major vessel was encountered in 14 (1.11%) cases, of which nine involved an injury to the common iliac vein. In six cases, the original procedure was abandoned due to a life-threatening vascular injury (n=3) and unfavourable anatomy (n=3). Conclusions: The incidence of vascular and other complications in our study was relatively low. Nevertheless, the potential for devastating long-term sequelae as a result of complications remains high. A thorough knowledge and awareness of normal and abnormal anatomy should be gained before attempting such a procedure, and a vascular surgical assistance especially should be readily accessible. We believe use of access surgeons is mandatory in cases with difficult or aberrant anatomy.

      • Further results on the development of a novel VTOL aircraft, the Anuloid. Part I: Aerodynamics

        This paper presents the main outcomes of the preliminary development of the Anuloid, an innovative disk-shaped VTOL aircraft. The Anuloid has three main features: lift is provided by a ducted fan powered by a turboshaft; control capabilities and anti-torque are due to a system of fixed and movable surfaces that are placed in the circular internal duct and the bottom portion of the aircraft; the Coanda effect is exploited to enable the control capabilities of such surfaces. In this paper, results from CFD analyses and wind tunnel tests are presented. Horizontal and vertical flights were considered, including accelerated flight. Particular attention was paid to the experimental analysis of the Coanda effect via a reduced scale 3D printed model. The results suggest that the Coanda effect is continuously present at the lower surface of the Anuloid and may be exploited for the control of the aircraft. Also, very complex 3D flows may develop around the aircraft.

      • On the development of the Anuloid, a disk-shaped VTOL aircraft for urban areas

        This paper deals with the early development of the Anuloid, an innovative disk-shaped VTOL aircraft. The Anuloid concept is based on the following three main features: the use of a ducted fan powered by a turboshaft for the lift production to take-off and fly; the Coanda effect that is developed through the circular internal duct and the bottom portion of the aircraft to provide further lift and control capabilities; the adoption of a system of ducted fixed and swiveling radial and circumferential vanes for the anti-torque mechanism and the flight control. The early studies have been focused on the CFD analysis of the Coanda effect and of the control vanes; the flyability analysis of the aircraft in terms of static performances and static and dynamic stability; the preliminary structural design of the aircraft. The results show that the Coanda effect is stable in most of the flight phases, vertical flight has satisfactory flyability qualities, whereas horizontal flight shows dynamic instability, requiring the development of an automatic control system.
