Professor Zhou Yushu that the old EU pattern may no longer be suitable for contemporary development trends, the need for reform and create a new pattern of mutual benefit and win-win situation. Professor Thomas believes that the impact of Britain`s departure from Europe should be viewed from a dialectical perspective, and the benefits and disadvantages of China`s economic development plan will be positive for the economic development of Europe as a whole. Analysis and Experiment Validation of a Three-level Modular Multilevel Converters

This paper presents analysis of the effect of modulation strategy on the modular multilevel converter including sub-module capacitor size calculation, capacitor ripple and capacitor balancing strategy. Simulation and experimental results validate the analysis presented and some features such as effective switching frequency per device and current and voltage stress on each device compared to other methods, are addressed.
Numerical Signs: The Sumerian and Chinese Cases

Sumerian and Chinese writing systems are two of the oldest writing systems of the world. So far as the earliest readable documentations are concerned, the Sumerian writing system starting from Uruk IVa (ca. 3300 BCE ) is approximately 2000 years earlier than the ancient Chinese writing system known from the late Shang Dynasty (ca. 1300 BCE ). Nevertheless, they share a great number of common features in various aspects. However, the present paper does not intend to give an overall view of all the common features the two writing systems share, but concentrates solely on the numerical signs. Both Sumerian and Chinese writing systems began with the notation of numbers by means of visible marks which took different forms, from which two questions arise: 1) Why do the numerical signs precede the pictogrphic signs? 2) What lies behind the numerical signs, from which they took their initial forms? Based on archaeological and textual data, the present paper demonstrates that the need for numbers in a growing economy necessitated a recording system by means of substantials which developed in due course into a recording system by means of two dimensional marks. The way the numerical signs came into existence is a ready answer to the second question: The basic numerical signs are the two-dimensionalization of the material counters used before writing. Therefore, numerical signs are pictographic in nature. They are not, as some scholars have claimed, abstract signs drawn at random.

This paper describes operating and capacitor voltage balancing of the modular multilevel converter. The paper focuses on sizing of the cell capacitor and establishes approximate expressions for the capacitor voltage. Simulations and experiments results obtained from three-level modular converter are used to demonstrate its viability in medium voltage applications. It is shown that the modular converter can operate over the full modulation index linear range independent of load power factor.

HMFS : A Hybrid Message Ferrying Scheme for Clustered Opportunistic Networks

Opportunistic network is an evolution of MANETs to delivery messages in intermittent-ly connected or completely disconnected wireless networks. Message ferrying is an effec-tive routing mode in opportunistic networks. However, the single message ferry routing scheme leads a much higher delay as the increasing of the network scale, comparing with that in small scale opportunistic networks. It has been proved that multiple message fer-ries routing scheme can improve the performance of large scale networks, but the prob-lems of synchronization and coordinate between ferries have a bad effect on the routing efficiency. To solve these problems, a Hybrid Message Ferrying Scheme (HMFS) for clus-tered opportunistic networks is proposed. In HMFS, we divide the communication area into multiple regions based on clustering results and several cross zones containing the regions. A local ferry is deployed in each region to deliver messages in the region, and several global ferries are deployed according to horizontal and vertical zones to commu-nicate among the regions. Moreover, each region has a ferry relay node in it, which is used to orchestrate the local ferry and global ferries. Through the theoretical analysis and simulation results, we can see that HMFS can improve the effect of routing in oppor-tunistic networks in terms of network latency and delivery ratio.
