        This paper, coauthored by Chin-Se Chung, as well as other 5 faculty members at Hong-Ik University Department of Law (Jea-Hwang Jeong, Suk-Ho Bang, Tae-Hoon Ha, Seong-Deog Yi and Bong-Chul Choi), deals with liability issuses surrounding constitutional law, administrative law, civil law (contracts, torts), commercial law, criminal law, international law and philosophy & law. Professor of Law Jea-Hwang Jeong makes a comparative analysis of privacy protection and disclosure of information legal issues, appeared at current Korean law and draft of law in case of the latter one. He suggestes some desirable ways of legislation through revision process and operation of legal rules at his paper. Professor of Law Suk-Ho Bang makes a brief survey of civil liability issues arising out of contracts and torts in English and American law, first. He tries to show that many Parts of arguments in such legal world are attributed to Statute of Frauds tradition, unique to such legal world. New developments in the area of torts, including computer malpractice and computer virus, are shown and analysed in terms of application possibility under our current law. But, as even the Anglo-American courts are found very reluctant to accept those arguments as new grounds for torts liability, it seems more plausible and practicable to refer to contractual approach, basically, rather than to torts approach even under English American law. Professor of Law Chin-Se Chung suggests in his paper on EFT that the allocation of liability under EFT be made under the new and most relevant principle, working for useful transmission way of fund, not solely under traditional legal principles. If such new principle works with high return of risk to users, it makes imminent problems against the goats of consumer protection, and eventually will be hardly refered to. Conversely, if it requires too much sacrifice from the side of banks, then the convenience in such system will not be utilized. So, it may be natural that EFT be discarded even without proper functioning under market system. In conclusion, Professor Chung points out that, only when banks fond that the economy out of cost-saving at tasks outweighs the risk undertaken by the banks, the banks will operate the system. But, if this system makes more return of benefits to the banks with the burden of users, it is against the idea of equity. Consequently, the banks should bear the aggeviated risks in return for the cost saved under this system Professor of Law Tae-Hoon Ha focuses his research paper on criminal liability under EFT. He draws his conclusion out of current criminal statutes that illegal fund transfer under automatic teller machines, cash cards and information system can not be penalized due to lack of proper statutory provision. So, the criminal provision on computer crime, newly made on December of 1995, can be positively appreciated. But, he anticipates that the question whether such new provision will be successful in regulating all illegal activites at fund transfor system without any operation defects in criminal code, or will cause new problem in interpretation of criminal code remains unsolved. Professor of Law Seong-Deog Yi examines the international legal issues which may be given rise to by direct satellite broadcasting. In his paper, the issue of national jurisdiction in relation to direct satellite broadcasting is firstly dealt with. Secondly, the possible ways in which direct satellite broadcasting is regulated by international law are examined with special emphasis of two different approaches, that is, freedom of information approach and state sovereignty approach. In this context, many international conventions concerning direct satellite broadcasting in Particular, and international regulatory regime of outer space in general are broadly reviewed. Thirdly, the types of activities which may be a violation of international legal regime of direct satellite broadcasting are suggested and the possible lethal remedies for these violations are proposed with the traditional international state responsibility law in mind. Professor of Law Bong-Chul Choi explores the relations of computerized society to its laws throughout his paper as a kind of conclusion of this whole paper. Computerized society is one that the technical, scientific, informational knowledge prevails. With correspondence to the structural change in knowledge, the law of such a society has suffered transformation, and the knowledge and techniques distributing and computing legal responsibility has also changed. However, he does not insist that the diffusion of technical knowledge is the sole factor of the transformation of legal responsibility. It is only one of the various factors. Moreover, he does not deny the continuation between the classical techniques distributing legal responsibility and the contemporary ones. In this era, the law realizes fairness and community values at the expense of singularities. In addition, he proposes that legal scholars take the diagnosis of law from the perspective of the technology/knowledge shifts seriously.

      • 수중에서 Sagnac 광섬유간섭계를 이용한 초음파신호의 검출과 분석에 관한 고찰

        The optical fiber sensor is a subject which has been attracted considerable attention in recent year. Especially, it is being developed for the detection and location of partial discharge in oil-filled transformers. In this paper, we propose and experimentally demonstrate directivity and sensitivity of a hollow cylindrical mandrel sensor. The sound source is a PZT actuator of hollow cylinder type. Several layers of the fiber laminated around the mandrel surface and experiments were performed on three axis modes. The experimental results can be applied to analyze detected signals optimally.

        This paper deals with the characteristics in the introduction of the concept of "knowledge society" and "information society" for Korean society at the 21st Century and with a usability of "knowledge-information society" as a conceptual synthesis. Chapter 2 shows that the concept of information society war introduced critically in the late 1980s and developed into an empirical research theme in the beginning of 1990s, with various conceptual variances, that the concept of knowledge society war introduced in the science of economy and business in the 1990s with various conceptual variances. Chapter 3/4 shows that information society concentrate on the information basis of knowlege transmission and storage, while knowledge society concentrate on the creation of knowledge as contents, that two concepts can be conceptually incorporated into "knowledge-based information society" or "information-based knowledge society", and finally into "knowledge-information society".

      • 전자식 안정기에 적용 가능한 형광램프의 모델링

        This paper introduces a fluorescent lamp model based on gas discharge phenomena. The fluorescent lamp discharge has been successfully modeled by employing the radial variation of particle density and considering driving circuit effects on the characteristics of discharge process. The electron energy distribution is assumed to have a Maxwellian. The electron mobility and the ambipolar diffusion coefficients are considered to vary with an electron energy rather than a simple uniform value. Energy states of mercury atom in the discharge process are regarded as six levels rather than simple 4 or 5 levels. These discharge processes have been accurately solved by numerically employing mixed the FDM and the 2nd Runge-Kutta method. We applied this model to analyzing real high frequency circuit. Simulation and experimental results were presented to verify the feasibility of the modeling. Simulation and experimental results were presented to verify the feasibility of the modeling.

      • 신경회로망과 Classifier를 이용한 부분방전패턴의 인식

        In this work, two approaches were proposed for the recognition of partial discharge patterns. The first approach was neural network with backpropagation algorithm, and the second approach was angle calculation between two operator vectors. PD signals were detected using three electrode system: IEC(b), needle-plane and CIGRE method Ⅱ electrode system. Both of neural network and angle comparison method showed good recognition performance for the pattern similar to the trained patterns. And the number of operators to be used had a great influence on the recognition performance to the untrained patterns.

      • 치과기공사의 직업만족도 측정을 위한 설문도구의 개발

        Conflicts between individuals are quite natural and they can act as an positive contributing factor not only to the development of an individual but also to the organization to which one belongs. But too much conflicts will always induce dissatisfaction and stresses, which will be destructive and harmful to all of them, and that is why we are always tying to seek(find) out the causes for the origination of conflicts and remedies to cope with them effectively. The present study, as the first one in a series of studies which our researchers contemplate executing, was designed to develop a measure of job satisfaction for dental laboratory technicians. One job satisfaction measure and two job satisfaction related measures, one for faithfulness for the job and the other for environmental characteristics of dental laboratory were newly developed. The newly developed measures were comprised of a total of 38 items, which were each 12 items for job satisfaction and faithfulness for the job and 14 items for environmental characteristics of dental laboratory With the aid of factor analysis for principal components and categorization of items by panel of professionals, items of each measure were grouped into 2-4 subscales. Contribution to internal consistency was the fina) criterion for an item's inclusion in a subscale. Internal consistency reliability of each item was attested through the statistical analysis on the data obtained from 55 structured questionnaires. Reliability of internal consistency of subscales in each measure of job satisfaction and faithfulness for the job ranged from 0.74 to 0.79 and 0.90-0.91 respectively. The result from this research came to draw the following conclusions. 1. Validity and internal consistency reliability of all the items of each measure was attested. 2. The newly developed measure of job satisfaction was found to be appropriate for (measuring the degree of job satisfaction of) dental technicians, as well as for (other) dental office personnels.

        [특집: 동아시아 예교(禮敎)의 논리와 예제(禮制)의 교류] : 음시(淫詩) 혹은 여교(女敎)-구마자와 반잔(熊澤蕃山)과 이익, 정약용의「이남(二南) 」 해석에 대한 고찰을 중심으로-

        본고는 구마자와 반잔(熊澤蕃山)의 『여자훈(女子訓)』을 고찰 대상으로 『시경』 「주남(周南)」과 「소남(召南)」을 어떻게 여훈(女訓)으로 쓰게 되었는지, 유가 예교관 하에서 어떤 여덕(女德) 교육을 만들어내고자 한 것인지를 살펴본 것이다. 아울러 가까운 시기 조선 유학자 이익(李瀷, 1681∼1763)의 『시경질서(詩經疾書)』의 「이남(二南)」에 대한 해석을 비교 대상으로 17세기 중엽에서 18세기 전기까지 동아시아 유학자들이 ‘시교’를 조선과 에도시대 여교독본으로 어떻게 쓰고 있으며, 이들이 여교와 음시(淫詩) 사이에서 ‘이례주시(以禮注詩)’ 로 어떻게 『시경』의 경의(經義)를 해석하고 있으며, 어떠한 여성의 형상을 드러내고자 한 것인지 또는 어떠한여덕을 묘사하는지 설명한다. 나아가 조선 후기 실학의 대가 정약용(丁若鏞, 1762∼1836)의 『시경강의(詩經講義)』의 「이남」에 대한 해석을 통해1890년대 이전까지 동아시아에서 ‘시교’를 조선과 메이지(明治) 시기 일본의 유가 예교관 아래의 여교로 삼은 실상을 재차 증명한다. 마지막으로본고는 일본의 전통에서 이상적인 여성의 형상이 유가식 ‘달’여성인지, 아니면 일본의 고대로부터 내려오는 원시 신도(神道)식 ‘태양’신인지를 설명한다. This paper takes ``Yeo Ja Hun(女子訓)`` of Gumazawa Banjan as its object of deliveration and examines how it used ``Shi Gyung(詩經)``, ``Ju Nam(周南)``, and ``So Nam(召南)`` for women`s lessons, and how they tried to teach female duty under Confucian views of manners education. Furthermore, this study takes as comparison target, the interpretation on ``Yi Nam(二南)`` in ``Shi Gyung Jil Seo(詩經疾書)`` by Yi Ik(李瀷1681?1763), a Confucian scholar of Joseon Dynasty and examines how the East Asian scholars of the mid 17th to early 18th century used Shi Gyo(詩敎) as a reading to educate women in Joseon Dynasty and Edo period. It further looks into how they interpret the meaning of Shi Gyung using ``Yi Rye Ju Shi`` between Yeo Gyo and Eum shi, what kind of female character they intend to support, and how they explain female duty. Then, using the interpretation on ``Yi Nam`` in ``Shi Gyung Gang Yui`` of Jeong Yak-yong, the great scholar of realist school of Confucianism in late Joseon period, this paper proves that Shi Gyo of East Asia was used for female education of Confucian manners during Joseon and Meiji period until the 1890s. Lastly, this study explains the idealistic female form in Japanese tradition is the ``lunar`` women of Confucianism or the ``sun`` god in Shinto, the traditional religion of Japan originating from ancient times.

        An Application of Hilbert-Huang Transform on the Non-Stationary Astronomical Time Series: The Superorbital Modulation of SMC X-1

        We present the Hilbert-Huang transform (HHT) analysis on the quasi-periodic modulation of SMC X-1. SMC X-1, consisting of a neutron star and a massive companion, exhibits superorbital modulation with a period varying between ~40 d and ~65 d. We applied the HHT on the light curve observed by the All-Sky Monitor onboard Rossi X-ray Timing Explorer (RXTE) to obtain the instantaneous frequency of the superorbital modulation of SMC X-1. The resultant Hilbert spectrum is consistent with the dynamic power spectrum while it shows more detailed information in both the time and frequency domains. According to the instantaneous frequency, we found a correlation between the superorbital period and the modulation amplitude. Combining the spectral observation made by the Proportional Counter Array onboard RXTE and the superorbital phase derived in the HHT, we performed a superorbital phase-resolved spectral analysis of SMC X-1. An analysis of the spectral parameters versus the orbital phase for different superorbital states revealed that the diversity of nH has an orbital dependence. Furthermore,we obtained the variation in the eclipse profiles by folding the All Sky Monitor light curve with orbital period for different superorbital states. A dip feature, similar to the pre-eclipse dip of Her X-1, can be observed only in the superorbital ascending and descending states, while the width is anti-correlated with the X-ray flux.

      • DO TEXT OR PHOTO MATTER FOR THE MARKETING PERFORMANCE OF SOCIAL MEDIA MESSAGE?

        This paper utilized the dual coding theory (Yang, Hlee, Lee, & Koo, 2017) and theory of latent state–trait (LST) (Steyer, Schmitt and Eid, 1999) to the application of consumer impulse purchasing behaviors and further revealed that the number of reaching can thus be identified as a trigger for impulse buying on social media. Three inputs (number of color, text length, number of photo) and three outputs (number of likes; number of comments, and shares; and number of clicks on post) are used to develop this marketing message performance assessment model in the social medial based on the literature and expert opinions through data envelopment analysis (DEA). The disaggregate efficiencies are also assessed in order to improve the individual input resource performance in a total-factor framework. Resource-saving target ratios (RSTR) for 60 marketing message in a five-star hotel chain. The empirical findings indicate that the average total-factor text length efficiency (TFTLE) is worse than the total-factor photo efficiency (TFPE) in the Facebook platform in the five-star hotel chain. This result suggests that photo message is more attractive for viewer than the text message. Managerial discussion and the future studies are discussed.

        SSA-based stochastic subspace identification of structures from output-only vibration measurements

        In this study an output-only system identification technique for civil structures under ambient vibrations is carried out, mainly focused on using the Stochastic Subspace Identification (SSI) based algorithms. A newly developed signal processing technique, called Singular Spectrum Analysis (SSA), capable to smooth a noisy signal, is adopted for preprocessing the measurement data. An SSA-based SSI algorithm with the aim of finding accurate and true modal parameters is developed through stabilization diagram which is constructed by plotting the identified system poles with increasing the size of data matrix. First, comparative study between different approaches, with and without using SSA to pre-process the data, on determining the model order and selecting the true system poles is examined in this study through numerical simulation. Finally, application of the proposed system identification task to the real large scale structure: Canton Tower, a benchmark problem for structural health monitoring of high-rise slender structures, using SSA-based SSI algorithm is carried out to extract the dynamic characteristics of the tower from output-only measurements.
