Will the Buryats be able to come back to Old writing? The first and the main question here is about the necessity of such an action. In Tzar Russia a large part of Buryat intellectuals started to use the Russian language and writing after getting education at Russian universities. During the Soviet period the most educated, ‘forward’ masses of the Buryat nation, intellectuals, leaders, were included into the field of communication in Russian. The Buryat language lost its main spheres of functioning. The second and also very important matter is that the Buryat world is not a single whole. There are considerable ethnolinguistic differences between Eastern and Western Buryats. The representatives of Western (Irkutsk) Buryats at the very beginning of the 20<sup>th</sup> century spoke out against any reforms and considered that the Buryats can just use the Russian language. Our conclusion may seem a paradoxical one. In the conditions of ethnolinguistic differences among modern Buryats, a universal Uigur writing can become a certain consolidating instrument. However at first it can appear to be not more than bringing back the historical-cultural traditions.

This paper builds on a recent method, chain routing with even energy consumption (CREEC), for designing a wireless sensor network with chain topology and for scheduling the communication to ensure even average energy consumption in the network. In here a new suboptimal design is proposed and compared with the CREEC design. The chain topology in CREEC is reconfigured after each group of n converge-casts with the goal of making the energy consumption along the new paths between the nodes in the chain as even as possible. The new method described in this paper designs a single near-optimal Hamiltonian circuit, used to obtain multiple chains having only the terminal nodes different at different converge-casts. The advantage of the new scheme is that for the whole life of the networkmost of the communication takes place between same pairs of nodes, therefore keeping topology reconfigurations at a minimum. The optimal scheduling of the communication between the network and base station in order to maximize network lifetime, given the chosen minimum length circuit, becomes a simple linear programming problem which needs to be solved only once, at the initialization stage. The maximum lifetime obtained when using any combination of chains is shown to be upper bounded by the solution of a suitable linear programming problem. The upper bounds show that the proposed method provides near-optimal solutions for several wireless sensor network parameter sets.
Electromagnetic shielding effectiveness of lightweight and flexible ultrathin shungite plates

Carbon-containing shielding materials, especially with absorbing properties, received a lot of attention from the scientific community as having flexibility, lightness and corrosion resistance. Reducing the thickness of such materials (usually a few millimeters) is also an urgent task. In this paper, we offered results of studying the reflective and absorbing properties of shielding materials from natural graphene-containing shungite. Flexible shungite plates with a thickness of 10–20 μm showed good reflection and absorption similar shielding performance to a thicker 2–3 mm synthetic polymer/carbon based composites. Such characteristics are associated with the fact that shungites are unique natural composites with a conductive carbon matrix and micro-sized dielectric mineral inclusions. Shungite could be considered as a raw to manufacture shielding materials, and as a model for more complete understanding of interaction of radiation with graphene-containing conducting solids in order to improve the shielding performances.
Fault accommodation in systems described by finite automaton models

The problem of fault accommodation in discrete-event systems described by finite automaton models is considered. Solution to the problem is related to constructing the control law which provides full decoupling with respect to fault effects. Existing conditions are formulated and calculating relations are given for the control law determination.

This paper is a first-hand summary on our comprehensive live trial of cellular-assisted device-to-device (D2D) communications currently being ratified by the standards community for next-generation mobile broadband networks. In our test implementation, we employ a full-featured 3GPP LTE network deployment and augment it with all necessary support to provide real-time D2D connectivity over emerging Wi-Fi-Direct (WFD) technology. As a result, our LTE-assisted WFD D2D system enjoys the required flexibility while meeting the existing standards in every feasible detail. Further, this paper provides an account on the extensive measurement campaign conducted with our implementation. The resulting real-world measurements from this campaign quantify the numerical effects of D2D functionality on the resultant system performance. Consequently, they shed light on the general applicability of LTE-assisted WFD solutions and associated operational ranges.

The article is devoted to perfecting the system of management of the financial potential of transport enterprises. It is established that transport as an integral part of the state economy has to organically enter the market economy and provide sustainable transport services to national economy enterprises regardless of ownership, as well as ensure passenger transportation. It is also determined that in the conditions of market relations, transport highways must perform their functions with sufficient economic benefit to keep their material and technical resources in good order, conduct an investment policy with extensive use of scientific and technological progress, as well as a social policy guaranteeing the conditions for employees' motivated work. The study reveals an association between the financial and strategic goals of transport enterprises and the minimization of their economic risks, the prevention of bankruptcy and profit margin shortfalls. It is found that transport enterprises need to strive for the overall improvement of their financial potential through increasing the components of financial potential and assessing the impact of risk factors on them: the capacity of fixed assets, the capacity of financial resources, the capacity of services, and the capacity of credit opportunities. These are the elements of transport enterprises' financial potential that ensure its desired level. It is demonstrated that of critical importance in managing the financial potential of a transport enterprise is the role of financial resources, as a subject cannot reach the desired strategic goals without them.
Concept Design and Performance Evaluation of UAV-based Backhaul Link with Antenna Steering

At present, cellular coverage in many rural areas remainsintermittent. Mobile operators may not be willing to deployexpensive network infrastructure to support low-demand regions. For that reason, solutions for the rapid deployment of base stationsin areas with insufficient or damaged operator infrastructureare emerging. Utilization of unmanned aerial vehicles (UAVs) ordrones serving as data relays holds significant promise for deliveringon-demand connectivity as well as providing public safety servicesor aiding in recovery after communication infrastructure failurescaused by natural disasters. The use of UAVs in provisioninghigh-rate radio connectivity and bringing it to remote locations isalso envisioned as a potential application for fifth-generation (5G)communication systems. In this study, we introduce a prototypesolution for an aerial base station, where connectivity between adrone and a base station is provided via a directional microwavelink. Our prototype is equipped with a steering mechanism drivenby a dedicated algorithm to support such connectivity. Our experimentalresults demonstrate early-stage connectivity and signalstrength measurements that were gathered with our prototype. Our results are also compared against the free-space model. Thesefindings support the emerging vision of aerial base stations as partof the 5G ecosystem and beyond.
