The Development and Current State of Inclusive Education at Universities in Taiwan

The purpose of this study is to investigate the development of current state of inclusive education at universities in Tiwan. In Tiwan, inclusive education is for all students who are disabled/non-disabled. We believe that inclusive education ensure the educational right of all students regardless of the type and degree of individual difference. However, challenges remain in the inclination of teaching staff to modify their teaching materials, as this is currently not in line with the United Nations Convention on the Rights of Persons with Disabilities (CRPD) obligations. Furthermore, higher education is not part of compulsory education, a fact which can be a point of debate and represent a challenge to implementing inclusive education in this setting. In conclusion, students with developmental disabilities who cannot comprehend the theoretical or academic subjects being studied in higher education may be better served by appropriate transfers or bridge courses aimed to deliver career-oriented knowledge and training.
A CMOS 5-bit 5GSample/Sec Analog-to-digital Converter in 0.13um CMOS

This paper presents a high-speed flash analog-to-digital converter (ADC) for ultra wide band (UWB) receivers. In this flash ADC, the interpolating technique is adopted to reduce the number of the amplifiers and a linear and wide-bandwidth interpolating amplifier is presented. For this ADC, the transistor size for the cascaded stages is inversely scaled to improve the trade-off in bandwidth and power consumption. The active inductor peaking technique is also employed in the pre-amplifiers of comparators and the track-and-hold circuit to enhance the bandwidth. Furthermore, a digital-to-analog converter (DAC) is embedded for the sake of measurements. This chip has been fabricated in $0.13{\mu}m$ 1P8M CMOS process and the total power consumption is 113mW with 1V supply voltage. The ADC achieves 4-bit effective number of bits (ENOB) for input signal of 200MHz at 5-GSample/sec.

A King Stifling Voices of Dissent? Popular Protests and State Responses in Xi's China

To deal with the increases in the frequency of popular protests, China's leader, Xi Jinping, has called for “innovative social governance” as a new concept to resolve social conflicts. In this study, we collect and analyze a unique dataset to compare state responses to popular protests during Xi's term and Hu's term. We find that, under Xi's rule, state repression is more frequently employed to handle social disturbances. Violent protests are significantly more likely to be repressed than nonviolent protests during both the rule of Hu and Xi, while protests that involved a population of the middle and upper classes experienced more state crackdown under Xi's rule rather than under Hu's governance. Our empirical analysis suggests that the approaches by which the Chinese government deals with social unrest have not yet been “innovative.” Instead, China still relies heavily on despotic power in the Xi era.
THE DEVELOPMENT AND CURRENT STATE OF SPECIAL EDUCATION AT UNIVERSITIES IN TAIWAN

Due to the widespread establishment of universities in Taiwan during the last five years, the rate of acceptance of high school students by universities is extremely high (the acceptance rates for 2014 and 2015 were 95.73% and 95.58%, respectively). In addition, due to the trend toward smaller families, parents have been vigorously demanding the right for special-needs students to receive an education. As a consequence, the percentage of students with disabilities entering universities has steadily increased. Because cerebral palsy was separated from the physical impairment category in 2013, there is no statistical information about students with cerebral policy for the period of 2011-2012. The greatest challenge currently facing diagnosis work is the inadequacy of diagnosis instruments. As a consequence, academic institutions are currently requesting that the MOE provide funding to develop relevant assessments.
Light-Emitting Diode-Assisted Narrow Band Imaging Video Endoscopy System in Head and Neck Cancer

Background/Aims: To validate the effectiveness of a newly developed light-emitting diode (LED)-narrow band imaging (NBI) system for detecting early malignant tumors in the oral cavity. Methods: Six men (mean age, 51.5 years) with early oral mucosa lesions were screened using both the conventional white light and LED-NBI systems. Results: Small elevated or ulcerative lesions were found under the white light view, and typical scattered brown spots were identified after shifting to the LED-NBI view for all six patients. Histopathological examination confirmed squamous cell carcinoma. The clinical stage was early malignant lesions (T1), and the patients underwent wide excision for primary cancer. This is the pilot study documenting the utility of a new LED-NBI system as an adjunctive technique to detect early oral cancer using the diagnostic criterion of the presence of typical scattered brown spots in six high-risk patients. Conclusions: Although large-scale screening programs should be established to further verify the accuracy of this technology, its lower power consumption, lower heat emission, and higher luminous efficiency appear promising for future clinical applications.

Litigations on Intellectual Property Rights have become the trend of fashion, plague described by industries, enterprises do pay attentions and take it seriously. In Taiwan, decriminalization of patent infringement was implemented in 2001. During the amendment of the criminal law in 2005, the abolishment of continuous offence was carried on 1 July of 2006. In addition, the intellectual property court was formally opened on 1st July, 2009. Therefore, the criminal offence on copyrights were continuously challenged and reviewed. Whether criminal punishment is appropriate to be ruled in copyright cases, this issue will be elaborated through historical copyright judgments, pros and cons analysis will be conducted to evaluate the righteousness.
