The Impact of Culture on Women's Leadership in Public Sector

The topic of women and educational leadership is well documented internationally, yet research in this field is rare in Vietnam. This study aims to explore how culture shaped the way women led as well as their beliefs and perceptions about leadership in public sectors in Vietnam. In line with the study objective, three research questions are set up: (1) What are the leadership experiences of women leaders in public sector in Vietnam? (2) ow does culture shape their beliefs and perceptions about leadership as well as the way they lead? (3) How do culture and experiences of these Vietnamese women leaders impact their access to career advancement in public sector? The qualitative methodology is employed in order to address the research questions; in particular, unstructured interview is used as an effective tool to discover the inner psychological aspect. Sample size is comprised of ten women senior leader working in public sector who were randomly selected. The main findings suggested that both the indigenous and organizational culture substantially influenced women exercising leadership and consequently led to the poor representation of women in senior positions in public sector. The women encountered more difficulties in filling their roles when they were younger. Age became a very important factor in the practice of leadership in Vietnam. In addition, traditional gender roles and sociocultural norms together with the selection process and stereotypical tasks lowered the womens self confidence and career aspiration.
Region of Interest Localization for Bone Age Estimation Using Whole-Body Bone Scintigraphy

In the past decade, deep learning has been applied to various medical image analysis tasks. Skeletal bone age estimation is clinically important as it can help prevent age-related illness and pave the way for new anti-aging therapies. Recent research has applied deep learning techniques to the task of bone age assessment and achieved positive results. In this paper, we propose a bone age prediction method using a deep convolutional neural network. Specifically, we first train a classification model that automatically localizes the most discriminative region of an image and crops it from the original image. The regions of interest are then used as input for a regression model to estimate the age of the patient. The experiments are conducted on a whole-body scintigraphy dataset that was collected by Chonnam National University Hwasun Hospital. The experimental results illustrate the potential of our proposed method, which has a mean absolute error of 3.35 years. Our proposed framework can be used as a robust supporting tool for clinicians to prevent age-related diseases.

Sepsis is one of the leading causes of mortality globally, and it costs billions of dollars annually. However, treating septic patients is currently highly challenging, and more research is needed into a general treatment method for sepsis. Therefore, in this work, we propose a reinforcement learning method for learning the optimal treatment strategies for septic patients. We model the patient physiological time series data as the input for a deep recurrent Q-network that learns reliable treatment policies. We evaluate our model using an off-policy evaluation method, and the experimental results indicate that it outperforms the physicians’ policy, reducing patient mortality up to 3.04%. Thus, our model can be used as a tool to reduce patient mortality by supporting clinicians in making dynamic decisions.
A Study on Characteristics of Power Generation System Using Biogas from the Waste of Pig Farm

electric production, a SI gasoline engine is modified to use biogas fuel and was installed in a 20 KVA power generation system. An electronic speed regulation unit is developed to keep the system speed at 1500rpm. Experimental investigations have been carried out to examine the performance characteristics of power generation system (such as: system frequency, phase output voltage,...). In addition, the operating parameters and output emissions (NOx, HC, and CO2) of biogas-fueled engine are preliminary evaluated and analyzed for the change of system load. Results indicated that the researched power generation system shows a high stability of output voltage and frequency with help of speed regulator. Biogas fuel (mainly CH4 and CO2) has an environmental impact and potential as a green alternative fuel for SI engine and they would not require significant modification of existing engine hardware. Output emissions of biogas-fueled engine are found to be relative low. NOx emission increases with the increase of output electric power of the power generation system.
The Role of Institution on FDI and Environmental Pollution Nexus

The research aim is to empirically study the role of institutions in the relationship between foreign direct investment (FDI) and environmental pollution in 86 developing countries during 2008–2018. This study collects key data from the World Development Indicators (WDI). Institution indicators are collected from the Global Governance Indicators (WGI). To carry out the research objectives, the authors conducted quantitative analysis through System Generalized Method of Moments (S-GMM). The research results indicate that FDI positively impacts on environmental pollution. In particular, governmental efficiency, political stability and non-violence, quality regulations, the rule of law and the voice and accountability play an important role in the FDI-environmental pollution nexus in developing countries. The findings of this study suggest that these countries in question need to consider very carefully welcoming FDI inflows. In other words, host governments should build ‘filter funnel’ to attract FDI for long-term development. Moreover, they also have to manage strictly foreign invested enterprises domestically in order to minimize negative impacts on environment quality. For a stable governance environment, each country must strictly follow international environmental agreements, and people and businesses must comply with environmental regulations and raise awareness of environmental protection as the foundation for economic growth and environmental sustainability.

In order to develop an external mixture type hydrogen engine with high performance, the characteristics of performance and combustion are investigated for various valve overlap period by using Hz engine installed a mechanical continuous variable valve timing system. In experiments, valve overlap periods are analogically varied for 0° to 400°CA by 10°CA with the same amount of supplied energy as valve overlap period of O°CA, fuel-air equivalence ratio of 0.3 to backfire limit equivalence ratio. The obtained results show that by using a similarly low supplied energy, the tendencies of the basic qualitative performance and combustion characteristics are similar to conventional engines using petroleum fuel, but quantitative results give a little difference. The backfire limit equivalence ratio (defined as the upper limit of fuel-air equivalence ratio just before backfire occurs) was also improved significantly with decrease of valve overlap period and/or for operating conditions with the same amount of supplied energy.
Physical and Numerical Model of Flow through the Spillways with a Breast Wall

Spillways with breast walls are often used in such situations as increasing the regulating storage of flood discharge or disposing sediment from the reservoirs, etc. The hydraulic characteristics of the spillways with breast walls can be obtained by experimental, analytical and numerical methods. The aim of this study is to predict some characteristics of flow through the spillway with a breast wall with low and average-head operation using the numerical modeling along with some turbulence closure models. The experimental data were used to validate the numerical predictions. The results show that the RNG k-ε and the standard k-ε turbulence models can predict quite precisely some characteristics, such as the water surface, the discharge, and the vertical pressure distribution in comparison with the measured data. However, some errors occur on this pressure in the region nearby the crest boundary. Furthermore, the RNG k-ε turbulence model performed more accurately than the standard k-ε model as compared to the experimental data. Therefore, the RNG k-ε turbulence model uses to properly validate the characteristics of the flow through spillway with a breast wall under various conditions, without recourse to expensive experimental procedures.

Optical WDM networks have been studied as future promising networks for high quality multimedia services like forthcoming 8K super high definition video applications. In extremely higher data rate transmission systems like 160Gbps ones, physical impairments degrade optical signal more seriously. We especially pay attention to Polarization Mode Dispersion (PMD) which is the typical physical impairment. In this paper, we propose a new routing method for multi-fiber WDM networks that reduces influence of physical impairments and makes loss probability improve. Its performance is evaluated by computer simulations.

Nowadays, Spoken Dialogue System is rapidly growing by investing a lot from researches as well as organizations. One of concrete evidences is that the appearance of commercial systems such as Siri, SVoice, DARPA, CLASSiC, GSearch etc. Moreover, Spoken Dialogue System is widely believed to be the future direction of software development. In Spoken Dialogue System, users interact to software by using their own voice instead of use their hands, keyboard, and mouse. This paper continuously presents our development of the Spoken Dialogue System on News. Particularly, we propose detailed design such as semantic concepts, semantic frames, slots, and so on for applying Hidden Vector State Model into our Spoken Dialogue System for Spoken Language Understanding.
