The public appraiser's system has many problems owing to the legal characteristics of the Public Notice of Values and Appraisal of Lands, Etc. Act. This study overview these problems with respect to the 'desirability' of the appraiser's qualification system. To review whether the existing system is for the people and for the appraisers, we used three criteria; that is, specialty, fairness and autonomy. And then we compared three alternatives with the secriteria, Finally we concluded the separation of existing act, the one for the public appraiser's system and the other for the Officially Assessed Land Price system, is desirable for the improvement of the system,

Background: Elevated serum alpha-fetoprotein (AFP) levels in adults are considered abnormal. This parameter is used mostly in the diagnosis and follow-up of hepatocellular carcinomas and yolk sac tumors. Among the other rare tumors accompanied with elevated serum AFP levels, gastric cancer is the most common. In this study, we evaluated the follow-up and comparison of the treatment and marker response of patients with metastatic gastric cancer who had elevated serum AFP levels. Materials and Methods: We performed a retrospective study, including all consecutive patients with advanced gastric cancer, who received systemic chemotherapy with elevated AFP level. Results: Seventeen metastatic gastric cancer patients with elevated AFP levels at the time of diagnosis were evaluated. Fourteen (82.4%) were males and three (17.6%) were females. The primary tumor localization was the gastric body in 8 (76.4%), cardia in 7 (41.2%), and antrum in 2 (11.8%). Hepatic metastasis was observed in 13 (76.4%) at the time of diagnosis. When the relationship of AFP levels and carcinoembryonic antigen (CEA) response of the patients with their radiologic responses was evaluated, it was found that the radiologic response was compatible with AFP response in 16 (94.1%) patients and with CEA response in 12 (70.6%); however, in 5 (29.4%) patients no accordance was observed between radiological and CEA responses. Conclusions: Follow-up of AFP levels in metastatic gastric cancer patients with elevated AFP levels may allow prediction of early treatment response and could be more useful than the CEA marker for follow-up in response evaluation.
Predicting depth value of the future depth-based multivariate record

The prediction problem of univariate records, though not addressed in multivariate records, has been discussed by many authors based on records values. There are various definitions for multivariate records among which depth-based records have been selected for the aim of this paper. In this paper, by means of the maximum likelihood and conditional median methods, point and interval predictions of depth values which are related to the future depth-based multivariate records are considered on the basis of the observed ones. The observations derived from some elements of the elliptical distributions are the main reason of studying this problem. Finally, the satisfactory performance of the prediction methods is illustrated via some simulation studies and a real dataset about Kermanshah city drought.

Problem-Based Learning (PBL) is a research based instructional method that is being used with ever increasing popularity in various professional fields worldwide. The traditional method of law enforcement training utilizing lectures always appeared to be subject-based and instructor-centered. Participants and students are commonly not required to actively participate in discussions, provide much feedback, initiate team effort, and the learner may or may not be able to relate the training objectives and the lesson to his or her own situation. The purpose of this paper is to share the knowledge and ideas of using PBL for criminal justice training and law enforcement courses. The writer uses the topic of cigarette trafficking which has been identified as one of the newest emerging forms of Asian Organized Crime activity in the United States. The PBL model provides an additional strategy that many law enforcement professionals may consider to use when conducting their next training. A case sample on the topic of cigarette trafficking is included in this paper as a demonstration.

In this paper, a bidirectional three-phase push pull converter is designed and analyzed for the high power, wide low voltage side (LSV) range application. In the case of wide LSV range operation, the transformer leakage inductance should be well-designed considering the wide power range, low slew rate current in facing the load variation. Value of leakage inductance and transformer ratio are selected for reducing the RMS current of transformer over wide LVS range. The effect of dead-time is also analyzed in detailed. Power flow is analyzed with the different operation areas. The exact power equations are established as the function of leakage induction, dead-time. The results have been obtained to show the reduction of slew rate current. The performance of 22kW bidirectional three-phase push pull converter is verified by experiment results.

In this study, a single-stage, four-phase, interleaved, totem-pole AC-DC converter is proposed for a super-fast charger station that requires high power, a wide voltage range, and bidirectional operation capabilities and adopts various types of electric transport vehicles. The proposed topology is based on current-fed push-pull dual active bridge converter combined with the totem-pole operation. Owing to the four-phase interleaving effect, the bridge on the grid side can switch at 0.25, 0.5, and 0.75 to achieve a ripple-free grid current. The input filter can be removed theoretically. Switching methods for the duty of the secondary-side duty cycle are proposed, and they correspond to the primary duty cycle for reducing the circulating power and handling the total harmonic distortion. Therefore, the converter can operate under a wide voltage range. Experimental results from a 7.5 kW prototype are used to validate the proposed concept.
