Enforcement of the Human Right to Water through the Universal Periodic Review

Though the complex system of human rights is thoroughly worked out and the protection of human rights is monitored and discussed by many organs within the system of the United Nations, the effectiveness of these monitoring procedures is often questioned by non‐governmental organizations, human rights activists, and also by human rights experts. To increase the effectiveness and make the procedures more transparent and simple, in 2006 one significant part of the universal protection underwent a major change: The Commission on Human Rights was replaced by the Human Rights Council. The latter organ became responsible for the execution of a new monitoring mechanism, the Universal Periodic Review. This paper attempts to examine whether this mechanism offers a new opportunity to enforce human rights that are not explicitly included in international treaties, especially the right to water.
