Comparative Research: The Data Industry Act of Korea and the EU Data Act

As data begins to be spotlighted as a field of industry, many countries are in a hurry to legislate on data. Europe is probably the most active region. The EU, which has refined the data system in Europe through the EU Governance Strategy and GDPR enactment, has recently announced the Proposal of EU Data Act to spur the data industry. The biggest feature of this legislative bill is that it distinguishes data industry entities and proposes data transactions through bond transactions between them. This method is meaningful in that it reduces exhausting rights disputes arising from existing data ownership issues and activates data exchange. On the other hand, Korea enacted the Data Industry Act at the same time and is striving to foster the data industry and protect data. However, the current data industry law is limited to presenting various support systems, so there is also a limit to presenting legal relationships between data stakeholders of the industry.
Bidirectional modulation of fear extinction by mediodorsal thalamic firing in mice

The mediodorsal thalamic nucleus has been implicated in the control of memory processes. However, the underlying neural mechanism remains unclear. Here we provide evidence for bidirectional modulation of fear extinction by the mediodorsal thalamic nucleus. Mice with a knockout or mediodorsal thalamic nucleus??specific knockdown of phospholipase C 棺4 exhibited impaired fear extinction. Mutant mediodorsal thalamic nucleus neurons in slices showed enhanced burst firing accompanied by increased T-type Ca<SUP>2+</SUP> currents; blocking of T channels in vivo rescued the fear extinction. Tetrode recordings in freely moving mice revealed that, during extinction, the single-spike (tonic) frequency of mediodorsal thalamic nucleus neurons increased in wild-type mice, but was static in mutant mice. Furthermore, tonic-evoking microstimulations of the mediodorsal thalamic nucleus, contemporaneous with the extinction tones, rescued fear extinction in mutant mice and facilitated it in wild-type mice. In contrast, burst-evoking microstimulation suppressed extinction in wild-type mice, mimicking the mutation. These results suggest that the firing mode of the mediodorsal thalamic nucleus is critical for the modulation of fear extinction.

This study aimed to investigate the structural relationships among on-offline social network, career planning, and career success. The results of the analysis are as follows. First, it was found that offline social network had a positive effect on career planning. It revealed that strong offline ties had positive effects on information access, career support and management. Second, it was found that online social network had a positive effect on career planning. Third, unlike the previous studies that individual career management had a positive impact on objective career success such as promotion and salary, it was found that career planning did not have a positive effect on objective career success. Fourth, it was found that career planning had a positive effect on subjective career success. Fifth, it was found that offline social network had a positive effect on objective career success. Sixth, it was found that offline social network had a positive effect on subjective career success. Seventh, it was found that online social network had a positive effect on subjective career success. Eighth, unlike the previous studies that the intimacy through online network had a positive effect on career support, it was found that online social network did not have a positive effect on objective career success.
Authority and Access: Focusing the U.S. v.Van Buren

In 2006, a British mathematician announced a famous sentence that “Data is the new oil.” It fascinated many IT companies made them secure data as much as possible as a valuable future asset. Now, data becomes a leading industrial area in many countries also we are still anticipating its further possibilities. As he mentioned decades years ago, data is one of the fundamental assets for current business, and therefore, companies set their heart to keep their data from unauthorized access from competitors or hackers. The Computer Fraud and Abuse Act (CFAA), ban unauthorized access to a computer. The law prohibits users’ unauthorized access or exceeds authorized to data that protects the original intention of data providers. It is originated traditional trespass to chattel in torts that protect personal property and exclusive right to use of the asset. However, data seems to differ from the normal property. Without the understanding of data and its industry, applying law under the custom would prevent the growth of new industries. It is hard work to harmonize between regulating and supporting data industries in law. Paradoxically, the behavior of a corrupt police officer is the basis for a consistent interpretation of the law.
Lignification in Response to Pseudomonads Infections on Arabidopsis

Lignin is the one of the most abundant biopolymers on earth and is resistant to degradation by most microorganisms. Arabidopsis thaliana which have been treated with Pseudomonas strains rapidly accumulates lignin with thioglycolic acid and induces peroxidase enzyme activities with guaiacol substrate. The responsiveness of Arabidopsis leaves to Pseudomonas is dependent on stages of infiltrations and strains of Pseudomonas. In avirulent strain infiltrated leaves, there were two types of resistant symptoms. Pc 83-1 induced HR but Pst 1065 did not induce any symptom at all. Pc 83-1 infiltrated plants started lignin accumulation as early as 12 H AI. In case of virulent strains, Psm 4326 and Pst DC3000 also induced lignin (48 HAI) but in later stage and with smaller amount than Pc 83-1 did. These responses shown in virulent strain infiltrated plants may not be the same response observed in avirulent strains. Peroxidase activity assay showed that there were very strong correlations between lignification and plant resistance against Pseudomonas. Pc 83-1 infiltrated plants showed very strong peroxidase induction 12 HAI. Virulent strains such as Psm 4326 and Pst DC3000 also induced peroxidase activity but much lower and slower than Pc 83-1. The differential regulation of expression of peroxidase enzymes following Pseudomonas infiltration suggests that there might be different isoenzymes of peroxidase which play a role for avirulent symptom development and for virulent symptom development. And these isoenzymes of peroxidase may have specific functional roles in the biosynthesis of disease-lignin.

Most of technology parks in the country still rely on the government subsidy and become enmeshed in the problem of managing and finacing growth. This paper explores and describes the types of management and financing problems encountered and the constraints inhibiting the growth of university related technology parks in Korea.
