점증적 요통 체조와 교육이 만성 요통환자의 근지구력, 유연성 및 통증에 미치는 영향

This study was designed to investigate the effects of a 6-week progressive exercise, mainly calisthenics, and education for low back pain on muscular endurance, flexibility, and self-perceived pain in low back patients. Eighteen female patients, aged 48±6.84 years, were volunteered to participate in the study as subjects. Standing height, body weight, percent body fat, waist-hip ratio(WHR), sit-and-reach trunk extension, sit-up, back sit-up, and pain ratings were measured in pre test. Upon the completion of the pre test, they went through the six weeks of interventions composed of progressive exercise and education for the first four weeks and the exercise only for the last two weeks. Then, they were tested in the post test by the same manner as the pre test. The results of pre and post test were compared by the paired t-test. The main results of the present study were as fellows: First, there were no significant changes by the interventions in body weight and WHR, whereas percent body fat were reduced significantly by the interventions. Second, flexibility and muscular endurance were enhanced significantly by the interventions. Third, self-perceived low back pain ratings and perceive ratings of pain in the daily activities were reduced significantly by the six weeks of interventions. It was concluded that low back pain would be relieved by the progressive exercise and education for low back pain, and that the interventions would be helpful to prevent additional injuries by increasing the flexibility and muscular endurance.

현행 변사자 처리 절차의 재조명

이 연구는 우리나라의 사법검시위주제도에 대한 현실적인 문제를 살펴보고, 변사사건과 관련 있는 사람들에게 보다 빠르고 편리한 해결방안을 제시하는데 그 목적이 있다. 첫째, 변사사건 처리의 대안으로 각 지방경찰청의 당직 담당관이 변사사건의 수사내용을 검토 및 판단하고 지휘하는 것이 필요하다. 단, 중요한 사건의 경우는 검사의 지휘를 받을 수 있다. 둘째, 경찰의 수사권 독립으로 변사사건의 주체인 검사의 현장 검시률이 낮으므로 형사소송법 등에 의해 간단히 진행절차를 수정하여 담당형사의 독자적 현장 판단으로 사건을 처리할 수 있는 수사권의 독립이 필요하다. 셋째, 검안의사와의 협약체결 등 경찰청에서 인정하는 법의학자에 의해 검시가 이루어지도록 하는 것이 필요하다. 넷째, 검시조사관의 활용으로 각 지방청과 경찰서에서 근무를 하고 있는 이들을 보다 적극적으로 활용하는 것이 필요하다. 다섯째, 변사자의 운송과 보관으로 변사자의 죽음이 범죄 관련성이 있다면 수사를 위한 증거가 되는데 현장에서 이송하는 과정과 변사자를 보관하는데 있어 경찰관의 관리가 이루어질 수 있도록 현실 적으로 보완이 필요하다. The purpose of this study is to provide a quick and convenient solution to the realistic problems of the system of judicial autonomy in Korea. First, it is necessary for the duty officer of each local police office to review, judge and direct the contents of the investigation of the case. Second, it is necessary to revise the proceeding procedure simply by the Criminal Procedure Act, so that the responsible criminal can be independent of the investigation right to handle the case in his own judgment. Third, it is necessary to make sure that a forensic scientist recognized by the National Police Agency is allowed to perform autopsy. Fourth, it is necessary to more actively utilize the coroner s investigator who works in each local government office and police station. Fifth, the transportation and storage of the unnatural dead body need to be supplemented realistically so that the police officer can be managed.

무인항공기에 의한 국제스포츠행사 위기관리 방안

Purpose: The purpose of this study is an attempt to discuss the possibility of terrorist attacks by unmanned aircraft as a threat due to the domestic situation occurs, look at the others, trends for international sporting events. That is, the analysis of the terrorism that is being generated by the unmanned aircraft, unmanned aircraft presents responses to threats through cooperation with the international sporting event to be a national disaster. Methods: The analysis of official data and documents that are provided by the agencies look at the threat of terrorism cases that occur in practice and the recent drone international sporting events, and to suggest the threat countermeasures for unmanned aircraft. Conclusion: The results are following. First, it is necessary to temporarily unified management for Pyeongchang Winter Olympic stadium facilities. Second, the Pyeongchang Winter Olympics stadium facilities as well as expanding the designated danger zone due to drone attacks, there is a need to operate. And In part to a weak point, it is necessary to consider the Pyeongchang Winter Olympics stadium facilities.

일반논문 : 공정성 제고를 위한 경찰보직관리의 개선방안에 관한 연구

경찰 보직관리는 인사관리에서 승진에 못지않게 중요한 의미를 가진다. 핵심보직인 경우에는 그 자리에 가는 것만으로 승진이 보장되기도 한다. 하지만 경찰 승진의 경우 평가 기준으로 주관적 기준인 면접시험, 근무성적평정과 객관적 기준인 필기시험 등이 제시되어 있으며 법·절차적 근거가 명료하다. 하지만 보직관리는 제도적 측면보다는 다분히 인사운영적인 측면이 강하다. 경찰보직관리인 전보와 파견근무는 주관적인 기준은 고위직에서만 제한적으로 시행중이며 객관적인 기준이 없는 실정이다. 대부분 인사권자에게 절대권이 부여되어 있어 남용되고 있으며 그로인해 조직의 사기와 능률을 저하시키고 있다. 그러므로 본 연구에서는 전자보직관리의 활용과 객관적 지표인 시험승진의 결과를 활용하여 공정성을 제고방안을 알아보는데 있다. A position management is no less important than promotion in personnel management. If someone has been assigned to the core position. sometimes guaranteed to promote higher position. Police promotion set reasonable and subjective standards; such as interview and performance appraisal and objective standards; such as written test. However. Police position management has stronger just disposition of personal management. Almost everyone who has right of personnel management. have an absolute authority and abuse it therefore the organization becomes demoralized and drops efficiency. The reason of above needs to make clear the legal basis and procedure and systems. This report shows how to make clear the fairness of organization by applying electronic position management and result of promotion exam.

대통령 또는 국가수반의 경호는 법적 근거 하에 광범위한 경호활동 영역이 보장되고 국가의 가용한 여러 활동을 지원받을 수 있다. 그렇지만 전직대통령 경호활동은 그렇지 못하다. 보편적으로 전직대통령 경호업무 수행시 경호활동범위나경호요원, 장비 면에서 상대적으로 소규모일 뿐만 아니라 국가수반의 경호활동과 같은 지원을 사실상 기대하기가 어려운 실정이다. 경호업무는 경호대상자의 납치·혼란·암살 등에 대한 사전적인 예방활동으로 신변보호 및 시설경비를 실시함을 목표로 하고 있다. 경호업무의 특성으로는 상대성, 통제성, 비노출성이 있는바, 경호 위해환경에 대한 정확한 분석과 위해발생의 정치적·사회적·심리적 원인에 대한 분석이 필요하다. 이를 토대로 경호제공기간 중 수준, 경호대상자의 성향과활동반경, 경호환경 등을 고려하여 일정 기간별 경호 안전성조사가 필요하다. 이를 통해 단계별 경호조치 수준을 마련하여 객관적인 판단근거로 적용할 필요가 있다. 또한 만성적인교통체증과 관련하여 기동방법을 개선해야 할 것이며, 경호요원 자격 요건에 대한 개선과 통합 경비시스템이 구축되어야 한다. 인적 경호활동과 기계경비 시설을 적절히 조화시킨 경비시스템도입으로 경호 임무 수행시 경호대상자의 신변과 재산 보호에 만전을 기하고 있으며, 향후 인력에 의한 신변보호 개념에서 벗어나 쾌적하고 안락한 생활을 추구하는 총체적 시큐리티의 관점으로 발전시켜야 할 것이다. President or national guard is guaranteed and can be received several activity that recognize in the country wide guard activity area under legal basis. However, former President guard is not so. Usually, former President guard activity hard to expect support such as national guard activity as well as it is small scale relatively in guard range or agent, equipment side. Guard activity is doing person protection and facilities security by beforehand prevention activity about guard person`s kidnaping, confusion, assassination etc.. Special quality of guard business is relativity, regimentation, not to reveal. Therefore, need correct interpretation for guard danger and injury environment and analysis about political, social, psychological cause of danger and injury occurrence. Considers inclination and activity radius guard person among guard period, level, guard environment on the basis of this and need safety investigation by period. Need to set guard action standard by step and apply by objecxtive basis of judgement. Also, will have to improve moving method regarding chronic traffic jam, and improvement about guard agent qualification essential factor and integration security system have to be readied. Forward, will have to develop by general security that seek agreeable and comfortable life changing in person protection concept by manpower.

본 논문에서는 처음에는 공군기나 고사포, 미사일의 연습사격에 적기 대신 표적 구실로 사용되었으나, 점차 무선기술의 발달과 함께 정찰기로 개발되어 적의 내륙 깊숙이 침투하여 정찰 및 감시의 용도로 도 운용된 무인항공기가 우리의 실생활에 활용되면서 발생할 수 있는 법제도적 측면에서의 쟁점사항 을 검토해 보고자 한다.

경호공무원 퇴직지원제도에 관한 연구

경호공무원의 경우 업무의 특성상 많은 위험과 작은 출장등과 같이 불규칙한 업무시간으로 인하여 자신 뿐 아니라 가족도 함께 많은 어려움을 감수해야 한다는 점과 이러한 어려움에도 불구하고 피경호인의 절대적인 안전에 대한 요구에 신속하게 반응해야 하므로 타 직종보다 많은 업무상의 스트레스를 가지고 있는 직업이다. 또한 일반적인 근속정년외에 계급정년제로 인하여 다른 공직보다 정년이 빠른 특징을 가지고 있다. 이러한 결과 경호공무원은 갑작스럽게 활동적인 경호공무원의 역할에서 비활동적이고, 중요하지 않은 역할을 맡게 됨에 따라 그들의 실망은 매우 커진다. 따라서 퇴직 경호공무원의 자포자기적인 관념은 심각한 문제가 되고 있으며 경호처는 퇴직에 대한 무관심과 이에 따른 문제점을 야기하고 있다. 이와 같은 퇴직관리와 퇴직지원제도의 부족은 경호처를 구성하고 있는 조직원들의 사기를 저하시킴은 물론 우수한 인적자원의 사회적 낭비라는 부정적 결과를 가져오고 있다. 따라서 퇴직충격의 최소화, 퇴직 후의 생활안전성 도모를 위한 퇴직준비지원제도 및 퇴직 후 지속적인 퇴직관리지원제도의 도입·개발·운영을 위한 기반을 마련할 필요가 있다. The Presidential Security Service Agents are specifically and highly faced with the stressful situations due to dangerous duties, frequent official trips, irregular working hours, and burden on family members. Moreover, the Presidential Security Service Agents are subject to the peculiar personnel management system different from the general government officials. The retirement age of the Presidential Security Service Agents is very early caused by mandatory retirement system and rank-limit system. In addition, early retirement of agents may lead to the confusion of role and identity. An agent should be disappointed when he/she suddenly performs relatively trivial and unactive roles changed from major and active duties. Thus, despair of the retired agents and unconcern of retirement system of Presidential Security Service raise the problems. The lack of retirement management and retirement support system cause the demotivation of agents as well as the waste of human resources. It is required that minimizing the impact of retirement, preparing for retirement support system, and establishing retirement management system.
