      • Sigapore Industrial Relations : From Colonial Tutelage to Corporatist Paternalism in New Economy (1945 to 2003)

        Tan Ern-Ser 한국고용노사관계학회 2003 産業關係硏究 Vol.13 No.2

This paper traces the institutionalization of Singapore industrial relations during the last six decades (1945 to 2003), a period which not only witnessed major transitions in Singapore's history, but also allows a comparison between colonial labor policy and that of a postcolonial hyperdevelopmentalist state. It argues that the postcolonial state retained the repressive control measures of the colonial era both in its offensive against militant unionism bred under colonial conditions and in its efforts to create and nurture productionist unions supportive of national interest. The paper concludes that while the developmentalist agenda of the postcolonial state benefits from the colonial control measures, it also has had to build up industrial relations institutions capable of sustaining labor compliance, even support, particularly in the context of a maturing economy confronting a rapidly globalizing world. Indonesian food culture mapping: a starter contribution to promote Indonesian culinary tourism

Serli Wijaya 한국식품연구원 2019 Journal of Ethnic Foods Vol.6 No.-

The food culture of Indonesia is shaped by several factors such as nature, history, and culture. With its enormous geographic and cultural diversity across the archipelagos, it is evident that Indonesian cuisine is rich in variety and taste. As such, food can be utilised as a strategic means to boost the tourism industry of the country. In the past 5 years, the Indonesian government has given a great support for the development of culinary tourism as one special interest tourism sector that is promoted extensively to the international market. Promoting Indonesian culinary tourism should not be merely exposing the ample varieties of the traditional food that Indonesia has, but more importantly, telling the market about the socio-cultural values behind the food itself. This study aimed to portray how Indonesian food culture has been shaped, developed, and held as the value embedded in the society and has been passed from one generation to the next. For the purpose of the study, a range of literature from journal articles, books, archives, magazines, and articles to Internet sources that are relevant to Indonesian culinary discussions was reviewed.

      • How to Get into a Good Fellowship?

Ser Yee Lee,Shu Ming, Chai,Chung Yip Chan Korean Society of Gastrointestinal Cancer 2017 Journal of digestive cancer reports Vol.5 No.1

A specialist in the medical field is probably one of the most time-consuming professions to train for before one is considered an expert. Inclusive of medical school, it can take as long as 20 or more years of structured training before one graduates as a new specialist in a particular surgical subspecialty or medical field. A fellowship is often the last official phase in this professional marathon, typically defined as a 1 to 2-year full-on clinical subspecialty experience. One would expect this important "finishing school" to be well researched and written about, however, as compared to other professionals and fields, there is scanty literature on how one can get into a good fellowship program. This is a perspective piece on the intricacies of securing a position in a good fellowship program, drawn from the collective experience of the authors, their colleagues and friends. There are several ways to achieve this and many processes one will encounter. A variety of factors one will need to consider, decide and works towards in this effort of optimizing of their chances of success in getting into their fellowship program of choice. The thought processes, suggestions and solutions at each phase may be helpful. In conclusion, obtaining a choice fellowship position is as much an art as a science, and maybe some luck. Many factors, some more obvious and objective, some softer and more subtle, can all influence the outcome in one way or another.

Using frequency response function and wave propagation for locating damage in plates

Ser-Tong Quek,Puat-Siong Tua 국제구조공학회 2008 Smart Structures and Systems, An International Jou Vol.4 No.3

In this study, the frequency domain method which utilizes the evaluation of changes in the structural mode shape is adopted to identify regions which contain localized damages. Frequency response function (FRF) values corresponding to the modal frequency, analogous to the mode shape coefficients, are used since change in natural frequency of the system is usually insignificant for localized damage. This method requires only few sensors to obtain the dynamic response of the structure at specific locations to determine the FRF via fast-Fourier transform (FFT). Numerical examples of an aluminum plate, which includes damages of varying severity, locations and combinations of multiple locations, are presented to demonstrate the feasibility of the method. An experimental verification of the method is also done using an aluminum plate with two different degrees of damage, namely a half-through notch and a through notch. The inconsistency in attaining the FRF values for practical applications due to varying impact load may be overcome via statistical averaging, although large variations in the loading in terms of the contact duration should still be avoided. Nonetheless, this method needs special attention when the damages induce notable changes in the modal frequency, such as when the damages are of high severity or cover more extensive area or near the boundary where the support condition is modified. This is largely due to the significant decrease in the frequency term compared to the increase in the vibration amplitude. For practical reasons such as the use of limited number of sensors and to facilitate automation, extending the resolution of this method of identification may not be efficient. Hence, methods based on wave propagation can be employed as a complement on the isolated region to provide an accurate localization as well as to trace the geometry of the damage.

Without Oil, How Do Gulf Countries Move? Non-hydrocarbon Business Cycles

( Ser Han Cevik ) 세종대학교 경제통합연구소 2014 Journal of Economic Integration Vol.29 No.2

This paper investigates the empirical characteristics of business cycles and the extent of cyclical comovement in the Gulf Cooperation Council (GCC) countries, using nonhydrocarbon GDP (excluding crude oil and natural gas sectors) and constituents of aggregate demand during the period 1990~2010. Although hydrocarbons still account for an overwhelming share of export earnings and fiscal revenues in the GCC countries leading to a higher degree of business cycle synchronicity at an aggregate level, this is driven largely by external factors influencing the price of crude oil and natural gas. By applying the Christiano-Fitzgerald asymmetric band-pass filter and a mean corrected concordance index, the results show that low level of synchronization in nonhydrocarbon business cycles across the GCC economies and a decline in the degree of synchronicity in the 2000s if Kuwait is excluded from the sample. It is partly because of divergent fiscal policies. The GCC countries do not appear to efficiently coordinate policies, let alone forming an optimal currency area.

A Three-Dimensional Nodal Diffusion Code Based on the AFEN Methodology

        Hong, Ser-Gi,Cho, Nam-Zin,Noh, Jae-Man Korean Nuclear Society 1995 Nuclear Engineering and Technology Vol.27 No.6

In this paper, a new three-dimensional nodal diffusion code which is based on the AFEN methodology is described and tested. The method expands the homogeneous flux within a node in ter-ms of eighteen analytic basis functions satisfying the diffusion equation at any point of the node. And the nodal coupling equations are derived such that nodal balance, current continuity and leakage balance within an infinitesimally small box around the edge are satisfied. To verify its accuracy, the code was applied to the well-known static LMW benchmark problem and a small core benchmark problem that has the same material properties as the three-dimensional IAEA benchmark problem and compared with two other codes (QUANDRY, VENTURE). The results show that the code provides good accuracy both in the power distribution and in the effective multiplication factor.
