The EU and South Korea have rapidly developed bilateral relations after their strategic partnership in 2010. This connection invited South Korea’s responses to these EU crises. This paper explores how South Korea responded to the six major EU crises―Eurozone, Refugee, Internal Threat (Populism), Brexit, COVID-19 and Regional Security (War in Ukraine). This paper reviewed various governmental and private think tanks’ reports to study South Korea’s responses to the EU crises. South Korea perceives the EU’s crisis as impactful issues but not with significant influences. South Korea responds to these crises for learning from others’ courses of action. Eventually, this paper urges South Korea and the EU should draw win-win situations in order to develop more constructive bilateral relations.

A 11-year-old Yorkshire terrier anesthetized for computed tomography. The dog showed cyanosis and syncope during postanesthetic recovery, therefore drug administrated parenterally. Goose-honking was noticed after full recovery. As a result of survey radiography and fluoroscopy, grade 4 tracheal collapse was diagnosed. Prescription for the dog was oral administration of hydrocodone 0.22 mg/kg. theophylline 20 mg/kg, prednisone 0.5 mg/kg, amoxicillin 22 mg/kg and chlorpheniramine 2 mg/kg twice a day for 3 days. A 10-year-old Pomeranian was diagnosed as grade 2 traceal collapse at the local animal hospital 2 years before being referred to the veterinary teaching hospital of Chungnam National University. On physical examination, goose-honking, coughing and intermittent open-mouth breathing. Tracheal narrowing was observed on survey einradiography and fluoroscopy. Oral administration of theophylline 13 mg/kg, enrofloxacin 5 mg/kg, chlropheniramine 0.5 mg/kg twice a day was prescribed for 2 weeks.
烏貝散이 HCI-aspirin 으로 유발된 십이지장궤양에 미치는 조직학적 영향

오패산이 HCI-aspirin tm으로 유발된 rat 십이지장궤양에 미치는 조직학적 영향을 관찰하기 위하여, 오패산을 1,3 및 5일 동안 경구투여하고 십이지장의 조직학적 변화를 관찰하였던 바 다음과 같은 결과를 얻었다. 실험 전 기간동안 대조군에서는 십이지장 융모의 위축과 붕괴가 관찰되었으며, 조직학적으로는 점막상피의 변성 및 탈락이 관찰되었고 점막고유층에서는 염증세포의 침윤(infilteration)의 소견이 관찰된 반면 오패산 투여군의 투여 1일에서는 대조군과 유사하게 관찰되었으나, 투여 3일후부터 점막상피의 첨부에서 경미한 카타르성 물질이 관찰된 이외에 정상군과 유사한 소견을 나타내었다. 이상에서 오패산이 십이지장궤양의 치유를 촉진시키는 것으로 관찰되었다. In order to study, the histological effects of Opeaesan on the duodenal ulcer induced by HCI-aspirin tm in rate, experiments were done by oral administration and observed histological profiles of the ulcerative lesions. Ulcerative lesions were unmerously detected in control groups especially in pylorus-duodenal junctions. Histologically, very severe injury to duodenal epithelium wer observed in control groups and these injuries were increased with time intervals. But in the Opaesan-administration groups, no gross lesion of ulcer were demonstrated and histologically minor injury to the mucosal epithelium were observed. Among the Opaesan treatment groups, most slight injuries to duodenal mucosa were detected in 5 days after administration when the histological profiles were similar to that of normal groups. According to these result, it is suggested that Opaesan should be used in treatment of the duodenal ulcer but the funcitonal mechanisms were unknown.

Fatigue test was conducted on the smooth and side-grooved specimens fabricated from submerged are welded plate of SB41 steel. Test conditions were constant-loan-amplitude fatigue crack growth test with stress ratio 0.1, loading frequency 5㎐, sinusoidal waveform at room temperature in air. The results are summarized as follows: 1) Fatigue crack growth rate of weld metal is slightly lower than that of base metal. 2) Due to the effect of plastic constraint, side-grooved specimen shows somewhat faster fatigue crack growth rate than smooth specimen. 3) Welding residual stress affects fatigue crack growth rate.

To evaluate the specificity and historical trends of the anesthesia in Chungnam National University Hospital, anesthetic experiences of 83,572 in total performed at Chungnam National University Hospital from January 1967 to December 1996 were analyzed statistically and clinically according to age, sex, surgical department, physical status, elective and emergency surgery, premedicants, IV anesthetics, anesthetic methods, inhalational anesthetics, muscle relaxants. The results were as follows : 1. The number of cases has been steadily increased year by year. 2. The ratio of male to female was 52.8% : 47.2%. 3. According to the age, There were 44,905 cases (54%) in the group of 13-45 years. 4. According to the ASA classification of physical status, most of the cases were belonged to the class 1 & 2 (72.5%). 5. The ratio of elective to emergency was 79.4% to 20.6%. 6. Recently, glycopyrrolate has been used increasingly. 7. Thiopental sodium has been mainly used for intravenous induction agent. 8. General anesthesia has been used mainly. 9. Enflurane is the most common inhalational anesthetic agent. but Isoflurane has been used increasingly. 10. Most of muscle relaxants are Pancuronium & Vecuronium(84.5%).
다자녀 가구 지원 정책의 효과에 대한 연구 -전기요금 감액, 자동차 취,등록세 면제를 중심으로-

본 연구는 다자녀 지원정책의 정책효과를 알아보기 위한 연구이다. 우리나라는 출산율이 OECD국가들의 평균에도 미치지 못하는 심각한 저(低)출산 국가이다. 정부는 출산율을 높이기 위해 출산을 유도하는 정책과 출산이 이미 이루어진 가정에 보조하는 정책 등을 펼치고 있다. 본 연구는 후자에 속하는 다자녀 지원정책 중 전기 요금 감액과 자동차 취·등록세 면제 정책을 살펴본다. 재정패널 5차 년도의 자료를 사용하여 이중차분법 방식으로 분석을 한 결과, 동일한 전기량 사용에 대해 다자녀 가구의 전기 요금은 정책 이후 약 6,200원 정도 유의하게 감소하였다. 가구별로 전기소비 패턴이 정책 전후로 어떻게 변화되었는지를 살펴보면, 정책 시행 이후 다자녀 가구의 전기요금에는 큰 변화가 없었으며 반면에 전기사용량은 증가하였다. 즉, 다자녀 가구는 전기요금 감면에 대해 감면된 금액만큼 전기량을 늘리는 방향으로 반응을 한 것으로 나타났다. 자동차 취·등록세 면제 정책의 경우, 정책 시행 이후 새로운 자동차의 구입이 0.1대 증가하고 SUV 자동차는 약 0.097대 유의하게 증가하는 결과가 나타났다. 소득별로 미치는 효과를 살펴볼 때, 전체 자동차에 대해서는 저소득층이 큰 혜택을 받았으며 SUV 자동차에 대해서는 고소득층이 큰 혜택을 받았다. The purpose of this study is to analyze the effects of supporting policy for multi-child family. The average birthrate of Korea is significantly lower than those of OECD countries. Korean government has been making efforts to raise the birthrate by carrying out several policies in two directions: 1) the policies to increase birthrate and 2) the policies to support the family with children. Among the policies supporting family with children, we examined the policies on electric charge reductions and automobile acquisition tax exemption. Using the panel database of KIPF, we found that, for the same quantity of electricity, average electric charges of multi-child family have been decreased by 6,200 won. The patterns of electric usage also have been examined. After the policy, the electric charges of multi-child family have not changed while the quantities of electric usage have been significantly increased. That is, multi-child family responded to the electric charge reductions policy by increasing the electric usage. Regarding the automobile acquisition tax policy, multi-child family purchased 0.1 more new cars than ordinary family. Overall, automobile policy had more supporting effects for low income families and, for the SUVs, high income families received more benefits.
Sabah Underframe Wagon의 强度에 관한 硏究

Recently there have been many studies on developing trains, automobiles, etc. into the higher speed and lighter weight condition. In order to get the lighter weight of a wagon, conventionally the cast steel structure was used, but nowadays the welded structure of rolled steel has replaced it for the manufacturing. These structures have many merits but some defects. so that, there would be able to happen the damage of life and property on account of some un-anticipated accidents in spite of the safety design of the structures. Therefore, for safety operation, the stress analysis by using strain gauge method should be taken on the developed test car to find out any weak points and strengthen them additionally. This study deals with the strength test by strain gauge method for Sabah underframe wagons designed and made in the Korea Shipbuilding & Engineering Corp. And the stress and deflections of the underframe were measured by strain gauge method, the strength was analyzed and the safety was considered to find out weak points and to carry out additional strengthening design and manufacturing.
알루미늄 破覆鋼板의 疲榮强度와 프랙트그래피에 관한 硏究

Aluminum coated steel has been used as a simple stress of material for machine parts. Because it is excellent in a high temperature, corrision resistance and wear resistance. It has been still widely applied to making highly efficient machine parts of an extremely high fidelity with the task of a complicated stress and repeated load. In these years of severe economical situation around the world, the shortage of natural resources has forced to replace the high priced materials-super allay steel-, to the low priced materials of an extremely high fidelity for machine parts, resulting to be successful in developing the above mentioned aluminum coated steel for this propose. Therefore, concentrated all efforts in this study on the investigation and observation of the application of V-notch specimens of structural steel plate treated with aluminum diffusion coated, to the fatigue strength and fatigue behavior effected from bending fatigue, tension fatigue, static tension fracture and fracture surface. The result of experimental study are as follows : 1) Notch specimens of structural steel plate treated with aluminum diffusion coated has 20% higher fatigue limit than raw materials. This result confirmed that aluminum coated steel could be applied in raising fatigue limit. 2) The elevation of fatigue limit comes from the generation of peeling crack in between the alloy layer and matrix. 3) The bending fatigue fracture surface of the low stress level has a little striation while the high stress level and tension has a conspicuous strition. 4) The bending fatigue fracture surface of the low stress level has a tire track.

Insect fauna of Mt. Hallasan was investigated along the climbing course of Kwanum Temple. Total of 400 species belong to the 103 families, 14 orders was identified and enumerated. Among them, five species, Menida violacea of Pentatomidae (Hemiptera), Episcuphu gorhamj of Erotylidae, Circopes suturulis of Nitidulidae, Chrysunthia integricollis of Oedemeridae, and Noturis oryzae of Curculionidae (Coleoptera) were new to the Jeju fauna. The composition of species number of each order was comparative to that of Jeju Island. These results may reflect that the natural environment of Kwaneum Temple area is relatively specific on this island and well conserved.
알루미나이징 表面處理한 構造用鋼의 彼勞强度 및 破壞擧動에 관한 硏究

Aluminizing-treated structural steel is excellent in high temperature oxidation resistance, wear resistance and corrosion resistance. So, it has been widely used for the machine parts which have required such properties. However it is difficult to find out any study result of the notched influence on the aluminizing-treated materials and the second diffusion materials. In this investigation the low carbon steel plates with with V-notches were coated with aluminum and made into second diffusion. With these specimcns the bending fatigue strength and fatigue life were observed and also crack propagation of alloy layer was investigated. The results obtained are as follows: 1) On the smoothed specimens a fatigue limit of aluminizing material was lower than the one of raw material, but it was more increased than the one of heat treatment material, and the fatigue limit of second diffusion material was lowest. 2) On the V-notched specimens a fatigue limit of aluminizing material was higher with 44% increase ratio than the one of raw material and with 63% increase ratio than the one of heat treatment material, and the rate of increase became lower increase ratio in a fatigue limit comparing to aluminzing material, with no influence of notch radius. 3) According as the notch radius became smaller, the fatigue limit became. higher on the raw material, it was same on th aluminizing material and lowest on the second diffusion material. 4) Crack initiation period was 0.04% below of fatigue crack life and the full growth period of crack propagation at alloy layer was 0.1%. The crack propagation from alloy layer to matrix was 16% of the fatigue crack life. This means that the crack propagation rate at alloy layer was very fast but the crack delay at the boundary of both was so long. 5) Crack propagation grows through defects, inclusion, peeling and previous boundary.
