Healthcare-associated infection represents a frequent cause of mortality that increases hospital costs. Due to increasing microbial resistance to antibiotics, it is necessary to search for alternative therapies. Consequently, novel alternatives for the control of resistant microorganisms have been studied. Among them, plant antimicrobial protein presents enormous potential, with flowers being a new source of antimicrobial molecules. In this work, the antimicrobial activity of protein-rich fractions from flower tissues from 18 different species was evaluated against several human pathogenic bacteria. The results showed that protein-rich fractions of 12 species were able to control bacterial development. Due its broad inhibition spectrum and high antibacterial activity, the protein-rich fraction of Hibiscus rosa-sinensis was subjected to DEAE-Sepharose chromatography, yielding a retained fraction and a non-retained fraction. The retained fraction inhibits 29.5% of Klebsiella pneumoniae growth, and the non-retained fraction showed 31.5% of growth inhibition against the same bacteria. The protein profile of the chromatography fractions was analyzed by using SDS-PAGE, revealing the presence of two major protein bands in the retained fraction, of 20 and 15 kDa. The results indicate that medicinal plants have the biotechnological potential to increase knowledge about antimicrobial protein structure and action mechanisms, assisting in the rational design of antimicrobial compounds for the development of new antibiotic drugs.

Vascular compression syndromes include a group of rare vascular changes due to extrinsic compression of veins or arteries by surrounding structures. These pathologies are often underestimated due to their rarity, clinicians’ poor level of knowledge, and the non-specificity of their symptoms. The best known are Eagle syndrome, thoracic outlet syndrome, nutcracker syndrome, May-Thurner syndrome, Dunbar syndrome, and popliteal entrapment syndrome. This work summarizes the main ultrasonographic characteristics, symptoms, and treatments of choice for these syndromes. Knowledge of these conditions’ characteristic signs is essential for the differential diagnosis. Failure to diagnose these rare diseases can expose patients to serious complications and risks to their health.

This article examines the geostrategic implications of the 2014 Philippine-U.S. Enhanced Defense Cooperation Agreement (EDCA) in terms of U.S. utilization of the five agreed locations in the Philippines. The Philippines negotiated this pact because of its limited defense capabilities and China`s heavy-handed handling of the 2012 Scarborough Shoal stand-off. The two allies discussed the terms and conditions from September 2013 to March 2014 and signed the agreement in late April 2014. In January 2016, the Philippine Supreme Court ruled in favor of the EDCA setting in motion the deployment of American forces in the Philippines. Currently, the U.S. Air Force (USAF) maintains a small contingent of aircraft and personnel in Philippine territory. This presence in five Philippine Air Force (PAF) bases marks the return of U.S. airpower which can be projected deep into China`s near sea defense zone. Only time will tell if the allies can fully develop a formidable deterrent posture to constrain China`s expansionist moves in the South China Sea.

정부 사업의 투명성 향상과 관련 정보 접근성을 향상시키는 것은 정부에 대한 신뢰를 회복하고 정부사업의 효율성을 높이는 여러 가지 방법 중 하나이다. 특히, 정보의 가용성은 국민들이 공공 문제와 관련된 정보에 접근할 수 있도록 한다. 개도국인 필리핀은 ICT첨단 기술과 오픈데이터 포털을 활용하여 국민에게 투명한 공공정보의 접근성을 확보하고자한다. 하지만, 아직 정부의 공공정보 공개에 대한 의지와 현실적인 문제가 있어 이를 해결하기 위한 예방적(Proactive) 정보 공개의 방법을 활용하고자 제안을 한다. 이 연구에는 필리핀의 지속 가능한 개발 목표를 위한 정부 지원, 민간 파트너십 또는 해외 보조금 프로젝트 등 필리핀에서 진행중인 모든 프로젝트를 수집, 저장 및 시각화 할 수 있는 프레임워크를 개발하고 이 프레임워크를 통해 국민이 언제든지 접근하여 투명하고 공정한 프로젝트 관리한다. 특히, NEDA(국가경제개발위원회)는 국가의 모든 정부 프로젝트 및 프로그램을 모니터링하는데 앞장서고 있다. 기존 사용중인 Reactive 프레임워크와 제안한 Proactive프레임 워크를 OECD (OURdata) index를 사용하여 데이터가용성, 데이터 접근성, 데이터재사용성 측면에서 평가하였고, Proactive 프레임 워크가 3개 모든 평가 기준에서 더 높은 점수를 획득하고 전체 점수에서도 3.59와 4.56으로 약 1점 정도 높은 것으로 평가 되어 제안한 Proactive 프레임 워크가 필리핀 정부의 공공사업의 투명성과 접근성을 향상시키는 것으로 판단이 된다. Improving the transparency of government projects and the accessibility to relevant information is one of the ways to restore trust in the government and increase the efficiency of government projects. In particular, the availability of information allows citizens to access information related to public matters. The Philippines, a developing country, seeks to secure access to public information transparent to the public by utilizing advanced ICT technology and open data portals. However, there is still the government"s willingness to disclose public information and practical problems, so the authors propose to use a proactive information disclosure method to solve this problem. In this study, a framework for collecting, storing, and visualizing all ongoing projects in the Philippines, such as government support for the Philippines" sustainable development goals, private partnerships or overseas subsidy projects, has been developed for the transparent and fair project management. In particular, NEDA (National Economic Development Commission) is taking the lead in monitoring all government projects and programs in the country. The existing Reactive framework and the proposed Proactive framework were evaluated in terms of data availability, data accessibility, and data reusability using the OECD (OURdata) index, and the Proactive framework obtained higher scores in all three evaluation criteria. In the overall score, it was evaluated as high by about 1 point at 3.59 and 4.56, and it is judged that the proposed Proactive framework improves the transparency and accessibility of public projects of the Philippine government.
21st Century Chinese Arms Modernization and Statecraft in Southeast Asia

Using the concept of strategic culture, this article examines China`s current arms modernization programs vis-a-vis its foreign policy of peaceful emergence. The article observes that these military modernization programs complement Beijing`s overall policy of affecting a peaceful emergence, since both are pursued to restrain and counterbalance American power and influence in Southeast Asia. It likewise notes that the arms modernization programs are limited and are primarily aimed against Taiwan and any third country that might intervene in case of a cross-Strait crisis. In conclusion, the article asserts that the United States should not merely focus on China`s hard power but should also match its soft power diplomacy in Southeast Asia, which might be more effective in undermining American strategic preponderance and initiative in the region.

This article examines the connection between President Barack Obama`s 2011Strategic Pivot to Asia and former Secretary of State Hillary Clinton`s 2010 Hanoi Declaration on the South China Sea dispute. Secretary Clinton`s statement during the ASEAN Regional Forum (ARF) in July 2010 evoked a new diplomatic strategy in confronting an emergent and assertive China. constrainment. This strategy involved Washington working with the Association of Southeast Asian Nations (ASEAN) member-states in persuading China to adhere to a multilateral approach in resolving the South China Sea issue. However, China admonished the ASEAN states not to follow the U.S. bidding. As a major economic partner andan occasional political ally of most ASEAN states, China subsequently thwarted the U.S. design to form a regional bloc for a constrainment policy. Failing diplomatically, the Obama administration is rebalancing U.S. naval /air forces toward the Asia-Pacific region. This marks a shift from a diplomatic constrainment policy to a pivot strategy that is predicated on American military power.
