This paper tests the effects of the World Bank rankings for doing business and starting a business on foreign direct investment. A sample of 181 countries, both developed and developing was used in the analysis to draw conclusions on the importance of these rankings in attracting FDI. Data for FDI inflows (dependent variable) from 2009 to 13 and rankings from the 2007/8 annual period were used in the analysis. Other variables were added to the regressions in order to control for other factors that may influence FDI inflows besides the rankings. Using OLS to run multiple regression models, results suggested that the level of income (GDP), and not the business environment, would be significant in attracting FDI. Results necessitated separate models in order to measure the influence of the business environment on income, hence, average GDP growth of 2008-13 was used as a dependent variable, and the independent variables maintained. Results indicated the strong influence of the rankings of doing business on average growth rates, suggesting that a conducive business environment is important for GDP growth. Through influencing the growth in GDP, the rankings indirectly had an effect on the amount of FDI that flowed to these countries within the period under discussion. Results, therefore, suggest that governments should invest effort into improving the doing business environment in order to achieve higher economic growth rates and attract more FDI.
