        Productivity and Profitability Assessment of Different Municipal Fishing Systems in Lamon Bay, Philppines

        This paper analyzed the economics of municipal fishing in Lamon Bay, which is among the top fishing grounds in northern Philippines, in view of the reported rapid decline in its fishery resources. Specifically, the study compared the productivity and profitability of different municipal fishing systems in Lamon Bay. These fishing systems are the multiple hooks system, gill net system, multiple hooks-gill net system, and gill net-hook and line system. Using productivity, regression, and cost and return analyses, the study finds that, based on a sample of 200 municipal fishers selected using stratified random sampling: (1) fishing productivity, measured as catch per unit effort (CPUE), is higher in gill net-based systems than in multiple hooks-based systems, (2) the factors that affect fishing productivityare species selectivity, and the use of multiple hooks and/or gillnets, and (3) profitability is higher in multiple hooks-based systems than in gill net-based systems. These findings suggest that using multiple hooks can increase the profitability of municipal capture fishing in Lamon Bay without necessarily requiring higher fishing productivity. This economic advantage of the multiple hooks system over the other types of fishing systems may be due to its ability to select high value fish species while saving on costs associated with fixed investments. Hence, using multiple hooks can be considered an efficient way of improving the profitability of municipal capture fishery despite the problem of declining fish population in the bay.
