Local Government Innovations as Alternative Wave of Centralized Bureaucratic Reform in Indonesia

This paper presents model for local government innovation in facing national and global challenges in Indonesia where there are few resources. Regarding to face national and global challenges, bureaucratic reform in Indonesia was standardized by Ministry of Administrative and Bureaucratic Reform (MABR)Republic of Indonesia since 2010. In fact, studies, concluded that bureaucratic reform in Indonesia was not effectively applied and lost its substantive objectives. As new wave of reform, local government innovation initiatives gave more impact in governmetn performance especially in public service than the centralized bureaucratic reform design. By employing case study method in five local government municipalities such as Aceh Singkil Regency, Sragen Regency, Lumajang Regency, Surabaya City, and Malang City. Those five municipalities are chosen as case study locus because they were awarded for their innovations by United Nations Public Service Awards (UNPSA) and MABR in 2015. This research answers a question regarding how innovations in the municipalities contribute to increase government performances, mindset and sustainable development goals (SDG) achievements? Leadership, shared vision, team capacity development, clear innovation design, strong innovation legal framework, and multi-stakeholdr participation are the most dominant successful factors in all innovation best practices. This research gives innovation best practices and model include some aspects including problem backgrounds of each type of innovation from the locus, planning, leadership, dealing with challenges, and ensuring innovation sustainability.

The COVID-19 pandemic compelled educational institutions to swiftly shift from conventional classroom instruction to remote and hybrid learning models, prompting the widespread adoption of digital tools and mobile apps for online education. As the world emerges from this crisis, there's a growing interest in exploring innovative ways to utilize multimedia tools for improved engagement, accessibility, and learning outcomes. Multimedia encompasses diverse content formats, including videos, interactive simulations, and online collaboration tools, offering various avenues to enhance the process of teaching and learning. This research paper investigates the role of multimedia tools in education, focusing on their utilization, and the challenges and barriers associated with their integration into classroom settings within the Jakarta District of Indonesia's higher education sector. Qualitative research methods were employed, involving interviews, observations, and documentation analysis conducted at a higher education institution in Bekasi District, Indonesia. Interviews were conducted with the educators (providing learning materials). The study discovered that the incorporation of multimedia tools, such as images, videos, animations, and interactive platforms like Kahoot, enhances students' focus, interest, and engagement, consequently improving memory retention and comprehension. The research also identified various challenges in successfully incorporating multimedia tools into the field of education, including resource limitations, digital literacy gaps, connectivity issues, lecturer's unfamiliarity with technology, lack of motivation, inadequate digital tools, subscription costs, quality concerns, and potential distractions. The paper offers practical recommendations for successful multimedia integration in classrooms, emphasizing clear guidelines, brief video content, specific tasks for students, thought-provoking questions, early material distribution, and guidance in using ICT.

This study investigates the impacts of long-term climate variability on household consumption in Indonesia, a country highly vulnerable to climate change. The analysis combines household survey data from nearly 5,998 families with satellite-derived weather data from NASA POWER spanning 30 years. We use the long-term variability in temperature and precipitation as a proxy for climate change. This study examines the impact of climate change which proceeds over the long term, unlike previous studies concerning one-off or short-term climate events. In addition, using satellite data enhances the accuracy of households’ exposure to climate variability. The analysis finds that households in a village with higher temperature and precipitation variability significantly consume less food. This implies that households more exposed to climate change are at higher risk of malnutrition in developing countries. This study has a limitation that it cannot rule out the potential endogeneity of choosing a climate vulnerable residential location due to economic poorness.

This study examined the impact of COVID-19 lockdown on employment and food security in Indonesia. We adopted the World Bank’s high-frequency monitoring data for Indonesian households and used the logit and probit regression methods for analyses. This study confirmed that the COVID-19 lockdown policy has no significant impact on employment, regardless of the sizeable number of households that lost their jobs during the early stage of the pandemic. However, implementing lockdown policy had a significant negative effect on food security, leading to a 2.8 percentage-point decrease in the probability of food security of the households located in the lockdown area. Further analysis revealed that the social safety nets received by the households could increase the probability of employment during lockdown in the early stage of the COVID-19 pandemic by 4.7 percentage points. Meanwhile, households that received social safety nets are considered vulnerable to acquittance from food insecurity during the lockdown of the COVID-19 pandemic.
Malicious Detection for Edge Computing-based in Industrial Internet of Things

The networks and technologies have been greatly developed over time in widely referred to as Industry 4.0 or Industrial Internet of Things (IIoT). Thus, the collected and sensed IIoT data must therefore be uninterrupted continuously, particularly for large factories, in order to effectively incorporate the Internet of Things technology into the industry. In this paper, malicious detection for edge computing-based by comparing between two machine learning algorithms, K-Nearest Neighbors (K-NN) and Random Forest, is proposed.
The Effect of Korean Wave on Young Generation and Creative Industry in Indonesia

이 논문은 한류에 대한 인도네시아의 크리에이티브 업계와 젊은 세대의 대응을 분석하는 것을 목적으로 한다. 한류의 세계화로 인해 한류는 2002년에 인도네시아에 유입되었고, 이때부터 인도네시아에 “한국의 시대”가 열리게 되었다. 문화의 다이아몬드 모델 및 세계화에 대한 대안적 접근으로 시작하여 이 논문은 학생들에 대한 소규모 서베이와 문헌연구에 바탕하여 본격적 논의를 전개한다. 서베이 결과에 의하면, 인도네시아 젊은이들은 한류의 세계화를 가능하게 했던 요인들, 즉 한류의 내용과 배급체계, 그리고 한국 정부의 지원 등의 요인들에 대해 충분히 이해하고 있는 것으로 나타났다. 특히 인도네시아 젊은이들은 한류의 인기가 인도네시아의 크리에이티브 업계로 하여금 한국의 대중문화를 참고로 더 좋은 작품을 만들도록 자극하는 효과가 있다고 본다. 이 논문의 분석은 또한 젊은이들이 인도네시아 정부가 그들이 인도네시아 문화에 더욱 관심을 가질 수 있도록 노력을 강화할 것을 기대하고 있다는 사실도 보여준다. 더불어, 이 논문은 인도네시아에서 한류의 인기가 높아진 데에는 인도네시아 중산층의 증가, 도시의 사이버 세대, 그리고 기술의 발달이라는 요인들이 중요한 역할을 하였음을 강조하고 있다. 마지막으로 저자들은 인도네시아의 문화적 경제적 발전을 위해 자신들의 대중문화를 발전시켜 세계 시장에 수출한 한국의 경험을 참고할 것을 제안하고 있다. This paper aimed to depict responses of Indonesian creative industry and young Indonesia on the presence of Korean popular culture (Korea Wave). Globalization of Korean Wave has reached Indonesia in 2002 and it began to take Indonesia into “era of Korea”. By conducting a small survey to students and using literature review, the paper applying cultural diamond model and using alternative globalization approach as entrypoints for discussion. The survey results showed that young Indonesian has a comprehensive understanding on factors that contributed to Korea Wave’s globalization, namely content and delivery of Korea Wave, as well as the role of Korea government. They pointed out the facts that Korean Wave popularity in Indonesia has been inspiring Indonesian creative industry workers to make better works, in particular using Korean popular culture as a reference. The paper presented the expectation of young Indonesian to the government to enhance their efforts to make young Indonesian more interested in their national culture. The discussion concluded that popularity of Korean Wave in Indonesia was possible because of, among others, Indonesia has a significant number of middle class, urban cyber new generation, and advance technology. Finally, through a study on globalization of Korean Wave, the authors suggest a reference for Indonesia to follow or catch-up culturally and economically using South Korea’s experiences in developing and exporting her pop culture in global market.
Return Migration and Local Development in Indonesia

이주가 주도하는 발전은 국제기구와 송출국, 유입국 정부의 주된 관심사이다. 인도네시아에서도 어떻게 국제이주가 지역 발전에 기여할 수 있는지에 대한 정책대화와 프로그램이 진행되었다. 이 연구는 송출국에서 이주와 발전 간에 시너지 효과가 있다는 최근 국제적 논의에서 출발한다. 족자카르타의 4개 송출 마을을 사례로 하여, 이 연구는 귀환 이주자를 위한 정부 지원 기업가 프로그램, 귀환 이주자 신규 조직, 귀환 이주자의 주도와 그것이 기업 설립과 지역 발전에 미치는 영향 들을 조사하였다. 귀환 이주민이 마을 단위에서 사회적, 경제적으로 재통합되는 과정에 대한 심도 있는 자료를 수집하고 이해하기 위해 저자는 민족지학과 참여 관찰법을 적용하였다. 결론으로 이 연구는 정부의 기업 교육 프로그램이 지원되거나 귀환 이주 조직의 도움이 있는 경우 국제이주와 지역 발전 간에 시너지 효과가 있다는 점을 확인하였다. As migration-driven development has been in the focus of international institutions and governments in host and home countries, policy dialogues and programs on how international migration can really work on local development have been limited in Indonesia. This research starts from one of the recent international discussions that suggests there must be a synergy between migration and development in sending countries. By taking case study at four sending-villages in Yogyakarta Province of Indonesia, this research investigates the government-sponsored entrepreneurship program for return migrants, the emerging organization of return migrants, return migrants’ development initiatives and the impact of such initiatives on entrepreneurship and local development. The author applies an ethnographic and participatory approaches in order to gather deep information and understanding about return migrants’ social and economic reintegration process in village society. The research found that return migration which is supported by goverment’s entrepreneurship education program and facilitated by return migrant organization can improve the synergy between international migration and local development.
