기업공동체와 공동결정

독일의 노사관계시스템은 그 동안 유럽대륙의 전역에 걸쳐 지대한 영향을 미쳤다. 예를 들어 오스트리아, 스위스는 물론 네덜란드, 스웨덴, 덴마크, 노르웨이 등에서 공동결정 관련 법률을 제정하였고 이외에 서유럽의 거의 모든 나라에서 공동결정제도를 속속 받아들였다.심지어는 투쟁적인 사고에 의한 단체교섭을 전개시키는 프랑스까지도 독일의 직장평의회를 비롯한 노사협력의 방식을 받아들이고 있다. 독일의 노사관계가 시사하는 점은 다음과 같이 정리될 수 있다. 첫째, 법적 질서가 사회적으로 확립되어 있으며 노사관계도 법질서 안에서 형성된다. 둘째, 노동조합이 단일조합이다. 1산업 1노조 원칙과 1기업 1노조 원칙이 있어서 하나의 산업에는 직종과 무관하게 하나의 노조만이 있고, 한 기업의 노동자들은 하나의 노조에만 가입할 수 있다. 이에 따라 노동조합의 통일성이 이루어져 있고 대표성이 확립되어 있기 때문에 근로자들의 단기적인 관심과 인기에 연연하지 않는다. 셋째, 국가의 역할이 적절하다. 국가는 노사관계에 직접적으로 영향을 미치지 않고 다만 노사관계의 사회적, 법적 환경을 조성할 뿐이다. 대신 국가는 사회정책을 통하여 복지사회의 구현에 힘씀으로서 근로자계층의 복지향상에 기여하며 노사관계의 안정화를 위한 사회간접자본을 형성한다. 넷째, 노동조합 활동이 미치지 못하는 개별기업 수준에서 공동결정제도를 통하여 기업내 노사간의 의사소통을 원활하게 한다. Der wichtigste Punkt ist der, daß in der Bundesrepublik Deutschland die Mitbestimmung nicht zu einer neuen Phase der Auseinandersetzung von Arbeit und Kapital, sondern zur Kooperation geführt hat. Es ist zu einer unabdingbaren Voraussetzung der Mitbestimmung geworden, daß Arbeit und Kapital hier über die gleichen Rechte verfügen. Jedoch kann es auch vorkommen, daß-wie Briefs anmerkte-die Gleichberechtigung von Arbeit und Kapital zu neuen Konflikten führt. Wenn man nur das Zugeständnis gleicher Rechte an Arbeit und Kapital betrachtet, kann man nicht erklären, warum die Mitbestimmung erfolgreich ist, da muß noch etwas dazukommen. Zur Erklärung muß man meiner Meinung nach die den Deutschen eigenen Auffassungen vorn Betrieb heranziehen.

Estimation Method of the Positions of Reinforcing Steel Bars by using Pulsed-Magnetization

Recently, the inspection of positions and depths of reinforcing steel bars in reinforced concrete structures is important. An electromagnetic induction method and an electromagnetic radiation radar method are used for inspection techniques of nondestructive. But, a general inspection technique also has the problem. Other techniques are actively researched now. Authors previously proposed a method of estimating position, depth and diameter of a single reinforcing steel bar by using the pulse-magnetization. In most cases reinforcing steel bars are usually found in more than one the reinforcing steel bars. Authors examined the method estimating the positions of reinforcing steel bars in more than one the reinforcing steel bars. The magnetization characteristic of the reinforcing steel bar was examined, Authors confirmed about the technique for estimating of the position of the reinforcing steel bar through the basic experiments and simulations, and report.

일본의 잃어버린 10년과 한국

최근 미국발 서브프라임 문제로 세계 각국의 경제가 공황이라고 불릴 정도로 악화되어가고 있다. 특히, 한국은 몇 년 전부터 일본의 "잃어버린 10년"과 빗대어 이야기 되어졌다. 본고에서는 일본의 경우 어떤 원인과 당시의 상황을 알아보고 한국의 경우 어떤 차이와 유사점이 있는지를 살펴본 후, 일본의 사례를 통해 한국이 취할 교훈을 알아보려고 하였다. As we know, since Japan`s robust economy-which lasted from the mid-1980s to early 1990s (the so-called Bubble Economy)-collapsed in 1991, the country has been enduring a prolonged stagnation period. and experiencing a long wave of economic, financial and political reform. People negatively refer to this period as "the Lost 10 years," suggesting the decade has been spent in vain, with Japanhaving done nothing constructive for its future. On the contrary, many Korean used to say "the Lost 10 years," We review the background and situation of Japan`s and Korea`s. Then, Korea have to remember what`s the reason in Japan.

Oral surgery under local anesthesia with dexmedetomidine sedation in a morbidly obese patient with aortic dissection

We report a case of a morbidly obese man with an aortic aneurysm, in whom dental surgery was performed before elective cardiac surgery. His aortic aneurysm required emergency surgery. However, because of his morbid obesity, elective cardiac surgery was planned. Considering the high risk of infective endocarditis, dental surgery was required. Our patient was at a high risk of aortic rupture caused by hypertension and breathing difficulty in the supine position. Dexmedetomidine (DEX) is an anti-anxiety, sedative, and analgesic medicine that can stabilize circulatory dynamics and minimize blood pressure fluctuations. We administered intravenous DEX for sedation of the patient in Fowler’s position. In conclusion, our understanding of the risk factors of DEX enabled us to perform safe invasive oral treatment.

A case of autoimmune enteropathy with CTLA4 haploinsufficiency

Autoimmune enteropathy (AIE) is a rare disease, characterized by intractable diarrhea, villous atrophy of the small intestine, and the presence of circulating anti-enterocyte autoantibodies. Immune dysregulation, polyendocrinopathy, enteropathy, X-linked (IPEX) syndrome, and mutations in FOXP3, which is a master gene of regulatory T cells (Tregs), are major causes of AIE. Recent studies have demonstrated that mutations in other Treg-associated genes, such as CD25 and CTLA4, show an IPEX-like phenotype. We present the case of a 13-year-old girl with CTLA4 haploinsufficiency, suffering from recurrent immune thrombocytopenic purpura and intractable diarrhea. We detected an autoantibody to the AIE-related 75 kDa antigen (AIE-75), a hallmark of the IPEX syndrome, in her serum. She responded well to a medium dose of prednisolone and a controlled dose of 6-mercaptopurine (6-MP), even after the cessation of prednisolone administration. Serum levels of the soluble interleukin-2 receptor and immunoglobulin G (IgG) were useful in monitoring disease activity during 6-MP therapy. In conclusion, autoimmune-mediated mechanisms, similar to the IPEX syndrome, may be involved in the development of enteropathy in CTLA4 haploinsufficiency. Treatment with 6-MP and monitoring of disease activity using serum levels of soluble interleukin-2 receptor and IgG is suggested for such cases. (Intest Res 2022;20:144-149)
