In Machine Learning Methods (ML) utilizes phonetic highlights with apply notable ML algorithm. In this paper, in classification and identification be complete base under in optimizations technique called sequential minimal optimization with Random Forest algorithm (SMORF) for expanding the exhibition and proficiency of sentiment classification framework. The three existing classification algorithms are compared with proposed SMORF algorithm. Imitation result within experiential structure is Precisions (P), recalls (R), F-measures (F) and accuracy metric. The proposed sequential minimal optimization with Random Forest (SMORF) provides the great accuracy.

        Introduction and Selection of Improved Open-Pollinated Maize Varieties in Zanzibar, Tanzania

        탄자니아(United Republic of Tanzania)의 연방인 잔지바르의 옥수수 종자보급 개선을 목적으로 자유방임품종4종 (Tuxpeno-1,Staha, Situka, TMV-1)을 탄자니아 본토로부터 2006년도에 도입하여 키짐바니 농업연구소에서 적응시험을 수행하였다. Tuxpeno-1이 3.9 t ha-1로써 네 품종 중 수량이 가장 높았으며, Staha는 3.8 t ha-1, Situka는 3.0 t ha-1, 그리고 TMV-1은 2.0 t ha-1의 수량을 보였다. 이는 각 품종들의 잠재수량성(potential yield)과 비교하여 77%, 72%,67%, 그리고 47% 정도의 수량이다. 수량 차이가 많이 나는 이유로는 양분의 부족이 가장 큰 원인으로 판단된다. 잔지바르의 환경에서 생육이 부진한 TMV-1과 병해충 저항성이 약했던 Situka품종은 보급 품종에서 제외되었다. 키짐바니 농업연구소에서는 본시험 이후 Tuxpeno-1와 Staha 품종의 종자를 생산하여 농가에 보급하고 있다. To support maize seed program in Zanzibar, a semi-autonomous state of Tanzania, four improved open-pollinated maize varieties (OPVs) were introduced and tested at Kizimbani Agricultural Research Station (KARS) in 2006. In the different environment from Tanzania mainland, Tuxpeno-1 showed best performance with 3.9 t ha-1, followed by Staha (3.8 t ha-1), Situka (3.0 t ha-1), and TMV-1 (2.0 t ha-1). These results are over the average yield of Zanizbar, but less or more than the potential yield by 76%, 72%, 67%, 47%, respectively. It was understood that the lower yield was primarily due to less fertile soil. General growth of TMV-1 was poor, and Situka was revealed to be weak to pests and diseases in the island, so they were not recommended to farmers. KARS started to conduct seed multiplication and supply as a following up program for farmers.

        Assessment of Equivalent Elastic Modulus of Perforated Spherical Plates

        Perforated plates are used for the steam generator tube-sheet and the Reactor Vessel Closure Head in the Nuclear Power Plant. The ASME code, Section III Appendix A-8000, addresses the analysis of perforated plates, however, this analysis is only limited to the flat plate with a triangular perforation pattern. Based on the concept of the effective elastic constants, simulation of flat and spherical perforated plates and their equivalent solid plates were carried out using Finite Element Analysis (FEA). The isotropic material properties of the perforated plate were replaced with anisotropic material properties of the equivalent solid plate and subjected to the same loading conditions. The generated curves of effective elastic constants vs ligament efficiency for the flat perforated plate were in agreement with the design curve provided by ASME code. With this result, a plate with spherical curvature having perforations can be conveniently analyzed with equivalent elastic modulus and equivalent Poisson’s ratio.

        Attitudes towards Affirmative Action Policies’ Implementation in Local Politics in Tanzania: A Case of Misungwi District, Mwanza Region

        For about two decades, Affirmative Action(AA) policies, particularly Quotas and/or Special Seats have been substantial measures for increasing women’s political representation and participation in developing countries and Tanzania in particular. However, people’s attitudes influence AAs’implementation in the country. With this rationale, this study was conducted in Misungwi District to assess factors influenced attitudes towards AAs’implementation. A key question in this study was: Do sex, awareness/knowledge on Affirmative Actions(AAs) and duration in local leadership positions influences respondent’s attitudes towards AA’s implementation? Data were collected using questionnaires, interviews and documentary reviews. The analysis was done using Statistical Package for Social Science(SPSS) version 13. Findings revealed that, more women had positive attitudes towards AA’s implementation as opposed to men. Knowledge on reasons for Affirmative Action’s introduction was also positive. In addition, respondent’s attitudes were positive for respondents stayed six years and above in local leadership positions. Though it was a case study findings depicted a real picture of most District Councils in Tanzania. The study concluded that negative views towards AAs’ implementation exacerbated women’s under-representation as well as poor participation in local politics. Finally, we recommend that the family, schools and political parties should be entry points to eliminate negative attitudes towards AAs’implementation in Misungwi District and the nation at large. Public gender awareness campaigns, accompanied with empowerment programmes are also highly recommended in this regard.

      • The Modification of Rice Husk Derived Bio Char with AlCl3 for Removal of Fluoride from Groundwater

        The problem of high amount of fluoride in groundwater is commonly in the worldwide. Many researchers and scholars with different techniques was tried dealing with that problem so as to solve it. Different parameters affecting efficiency of fluoride removal such as adsorbent dose, the time of contact, temperatures conditions, fluoride concentration, pH solution and ions concentrations were considered. Groundwater was used to test the performance of the adsorbent under the optimum conditions. Equilibrium data are well expressed by Freundlich isotherm models and Langmuir, so as to Compared to the adsorption characteristics of fluoride on Aluminum chloride. The pseudo first order and pseudo second order were also applied in comparison. While the pseudo second-order model is found to be more suitable than the pseudo first-order to the fluorides adsorption description. It is observed that, under the optimum conditions the use of aluminum chloride with modified rice husk bio char are maximum in fluoride removal, which indicated that aluminum chloride-modified bio char can be used efficiently as adsorbents for the fluoride removal. The aluminum chloride-modified bio char derived from rice husk were used to treat the fluoride obtained from groundwater.

      • Equivalent Material Properties of Thin and Thick Perforated Plate by FEM simulation

        Perforated plates are used for the steam generator tube sheet and the Reactor Vessel Closure Head in the Nuclear Power Plant. The structural integrity of these perforated structures is vital to the operation and safety of the Nuclear Power plant. ASME code addresses the analysis of perforated plates in Section III, Appendix A-8000, with triangular perforation pattern. This paper investigates the equivalent material properties by FEM methodology. Simulation of both thin and thick perforated plates and try to re-assess ASME Section III Appendix A-8000 curve. The isotropic material properties of the perforated plate were replaced with anisotropic material properties of the equivalent solid plate and subjected to same loading and boundary conditions. The difference between the deformation of the perforated and equivalent solid plate was optimized for convergence by varying the effective elastic constants. Curves of the effective elastic constants vs ligament efficiency were generated. The equivalent material property curves obtained using FEM methodology were in good agreement with the design curve provided in ASME Section. III Appendix A-8000.

        Effect of Blueberry Polyphenols on 3T3-F442A Preadipocyte Differentiation

        Today obesity is an epidemic, and its prevalence has increased significantly over the last few decades. To avoid excessive accumulation of fat, optimum energy intake along with regular exercise is mandatory. Polyphenols present in green tea, grape seeds, orange, and grapefruit combat adipogenesis at the molecular level and also induce lipolysis. However,very little is known regarding the role of blueberry polyphenols on adipocyte differentiation. Hence we tested the dosedependent effects of blueberry polyphenols on mouse 3T3-F442A preadipocyte differentiation and lipolysis. 3T3-F442A preadipocytes were incubated with three doses of blueberry polyphenols (150, 200, and 250 lg/mL [BB-150, BB-200, and BB-250, respectively]), and intracellular lipid content, cell proliferation, and lipolysis were assayed. Blueberry polyphenols suppressed adipocyte differentiation determined by Oil Red-O staining and AdipoRed assay. Intracellular lipid content in control (11,385.51 – 1,169.6 relative fluorescence units) was significantly higher (P < .05) than with the three doses of blueberry polyphenols (8336.86 – 503.57, 4235.67 – 323.17, and 3027.97 – 346.61, respectively). This corresponds to a reduction of 27%, 63%, and 74%, respectively. Cell proliferation was observed to be significantly higher in the control (0.744 – 0.035 optical density units) than with BB-150 (0.517 – 0.031), BB-200 (0.491 – 0.023), and BB-250 (0.455 – 0.012). However, when tested for lipolysis, there was no significant difference observed among the groups. We conclude that blueberry polyphenols may play an effective role in inhibiting adipogenesis and cell proliferation.
