A study of Clan-based Offences and Their Governance from a Cultural Perspective

Deformed clan culture is the influential factor of collective corruption, group fighting, clan evil force and so on. Moreover, it may also cause problems such as destroying rural autonomy, hindering criminal investigation, illegal criminal private settlement criminal, etc. However, clan culture has two sides, which can produce moral introduction, condense criminal struggle consciousness, improve governance standard system and so on. Historical research has found that the governance effects produced by clan culture are strongly correlated with the state's treatment of clans. Clan culture may have a two way affects both in crime and crime governance, and it needs to be adjusted in the context of modern rule of law. Clan culture should be guided towards benign development, avoiding cultural conflict and promoting benign interaction between State law, State subjects and clan norms and organizations, so as to optimize the effectiveness of the governance of clan-based crime.
A Summary of the Crimes of Street Political Violence among Young People

Street political violence crimes occur frequently all over the world, especially in western countries, among which there are many shadows of youth. Even in some incidents, youth is the most active group causing social unrest. In the youth street political violence crimes, young people gather illegally in the streets, and even commit violent crimes such as beating, smashing, looting and burning. The development trend of street political violence crimes by young people is often traceable, expanding rapidly across regions, the subjective purpose of crimes is complicated, and a variety of criminal means are used alternately. There are many reasons for the occurrence of youth street political violence crimes, among which there are not only internal reasons the lack of national security prevention ability, but also external factors such as the instigation and planning of the external reactionary forces and the fuel of media network, as well as individual reasons such as the youth s self-demand can not be realized and the youth is easily bewitched because of lack of rationality. In addition, the backward means of crime detection and prevention and the lack of crisis management and control ability are the important reasons for the expansion of crime consequences. Therefore, all parties should constantly consolidate the guarantee foundation of national security, take the initiative to occupy ideological and political positions, improve the security risk early warning system, improve the crisis management and control system, and enhance the level and capacity of safeguarding national security.
A Multi-linear CCD Image Correction Method

With the aggravation of terrorist activities and frequent occuring of all kinds of car bomb attacks, social and public safety issues have become the focus of attention of the whole world. The vehicle chassis foreign body detection system developed in this paper is mainly used in all kinds of important occasions, to achieve real-time and safe detection of vehicles which is helpful to protect the lives and property of citizens, and to block the invasion and transimission of drugs and other harmful substances. Traditional vehicle chassis detection is carried out by security personnel with dedicated portable underbody detection tool, which is time-consuming, laborious and ineffective. In this paper, we construct a intelligent vehicle chassis image detection system. However, there is always distortion in the real time vehicle chassis image captured by multi-line CCD array which therefore needs to be corrected. This paper presents an image correction method for multi linear CCD. Firstly, Sobel differential operator is used to detect the binarized image of the edge of the vehicle chassis on horizontal and vertical directions. Secondly, we use Radon transform to detect angle of inclination of traveling distorted image captured by line scan cameras based on the results of edge detection, using shear transformation to correct binarized chassis image. Finally, a standard chassis image can be obtained based on image interpolation, the characteristic of Sobel operator and recapture the image. Experimental results show that this proposed method is simple and insensitive of stains and light. In addition, a standard chassis image can be obtained after completing the distortion correction.

In most of the existing literature, the definition of the class label has the following characteristics. First, the class label of the samples from the same object has an absolutely fixed value. Second, the difference between class labels of the samples from different objects should be maximized. However, the appearance of a face varies greatly due to the variations of the illumination, pose, and expression. Therefore, the previous definition of class label is not quite reasonable. Inspired by discriminative least squares regression algorithm (DLSR), a noisy label based discriminative least squares regression algorithm (NLDLSR) is presented in this paper. In our algorithm, the maximization difference between the class labels of the samples from different objects should be satisfied. Meanwhile, the class label of the different samples from the same object is allowed to have small difference, which is consistent with the fact that the different samples from the same object have some differences. In addition, the proposed NLDLSR is expanded to the kernel space, and we further propose a novel kernel noisy label based discriminative least squares regression algorithm (KNLDLSR). A large number of experiments show that our proposed algorithms can achieve very good performance.
Robust Minimum Squared Error Classification Algorithm with Applications to Face Recognition

Although the face almost always has an axisymmetric structure, it is generally not symmetrical image for the face image. However, the mirror image of the face image can reflect possible variation of the poses and illumination opposite to that of the original face image. A robust minimum squared error classification (RMSEC) algorithm is proposed in this paper. Concretely speaking, the original training samples and the mirror images of the original samples are taken to form a new training set, and the generated training set is used to perform the modified minimum sqreared error classification(MMSEC) algorithm. The extensive experiments show that the accuracy rate of the proposed RMSEC is greatly increased, and the the proposed RMSEC is not sensitive to the variations of the parameters.

An investigation was conducted to evaluate the seismic behavior of a new type of steel box-section bridge piers with embedded energy dissipation shell plates. In this study, two sets of the new steel box-section bridge piers were designed and pseudo-static tests were carried out on ten steel box bridge piers under constant axial force, with a horizontal cyclic load on top of the piers. The change regularities of the failure mode, the patterns of local buckling, the load–displacement hysteresis curve and its curve skeletons, and the load-strain hysteresis curves of the specimens were analyzed. The rules of horizontal stiff ener spacing on embedded shell plates, the axial compression ratio, the embedded shell strength, and the layout of longitudinal ribs in the box-section wallboards were obtained to evaluate their infl uence on the seismic behavior of the new-type steel piers. The test results indicated that, after installing the embedded shells, the deformation ability of steel box-section bridge piers was enhanced and their ductility was improved. The eff ects of axial compression ratio and the space of transverse stiff eners in embedded shells on the seismic behavior of the new steel piers were signifi cant. When the space of the horizontal stiff eners on the embedded shells and the axial compression ratio become smaller, the bearing capacity and ultimate displacement capability of the specimens would be greater, the descent segment of the curve skeleton would be more gradual, and the deformability and ductility of the new-type steel piers would be better. The eff ects of setting longitudinal stiff ening ribs and enhanced embedded shell strength on the bearing capacity and ductility of the steel box bridge piers were relatively small. Based on the experimental results, calculation equations were established for stable bearing capacity and maximum deformation of the new-type steel piers, under the constant axial force and horizontal cyclic loading, in order to promote their seismic design.
Tests of New Box Steel Replaceable Piers Under Axial Compression

A new recoverable box steel bridge column with bottom replaceable piers was proposed. The axial compressive tests were initially performed on fourteen specimens which have three diff erent types of steel replaceable piers. Results demonstrate that all three types of structural measures improve the specimens’ strength and deformation performance. Compared to the installing of the low yield point steel plates, the embedded shell plates and the longitudinal ribs on the box walls result in a greater increase of the specimens’ bearing capacity and ductile performance. When the specimen has the longitudinal ribs installed on the box walls and the smaller space of transverse stiff eners, its bearing capacity is increased. The specimens’ ductility is improved when the space of transverse stiff eners and the height of low yield point steel plates decrease. The specimens’ bearing capacity and ductility are only slightly aff ected by the variation of the embedded shell’s radian. Finally, a simplifi ed calculation formula for the axial compressive bearing capacity of the bottom replaceable piers is proposed.
