Dr. Jerome Cohen (孔傑榮/柯恩) is Professor Emeritus at New York University School of Law, Founder and Faculty Director Emeritus of its US-Asia Law Institute, and Adjunct Senior Fellow for Asia at the Council on Foreign Relations. Professor Cohen was born in Elizabeth, New Jersey as the son of a local government attorney. After graduating from Linden High School, he received his B.A. and J.D. degree from prestigious Yale University and its Law School in 1951 and 1955, respectively. As a law student, he served as the Editor-in-Chief of the Yale Law Journal. From 1955–56 he clerked at the Supreme Court under Chief Justice Earl Warren and then under Justice Felix Frankfurter. Professor Cohen joined the faculty of University of California- Berkeley School of Law in 1959. Then, Professor Cohen was asked to recommend a candidate for a four-year grant to study China offered by the Rockefeller Foundation. When there was no clear candidate, however, he decided to pursue the opportunity himself.
Use of Ratiometric Probes with a Spectrofluorometer for Bacterial Viability Measurement

Assessment of microorganism viability is useful in many industrial fields. A large number of methods associated with the use of fluorescent probes have been developed, including fluorimetry, fluorescence microscopy, and cytometry. In this study, a microvolume spectrofluorometer was used to measure the membrane potential variations of Escherichia coli. In order to estimate the sensitivity of the device, the membrane potential of E. coli was artificially disrupted using an ionophore agent: carbonyl cyanide 3-chlorophenylhydrazone. The membrane potential was evaluated using two ratiometric methods: a Rhodamine 123/ 4’,6-diamidino-2-phenylindole combination and a JC-10 ratiometric probe. These methods were used to study the impact of freezing on E. coli, and were compared with the conventional enumeration method. The results showed that it was beneficial to use this compact, easy-touse, and inexpensive spectrofluorometer to assess the viability of bacterial cells via their membrane potential.
Mesh repairing using topology graphs

Geometrical and topological inconsistencies, such as self-intersections and non-manifold elements, are common in triangular meshes, causing various problems across all stages of geometry processing. In this paper, we propose a method to resolve these inconsistencies using a graph-based approach. We first convert geometrical inconsistencies into topological inconsistencies and construct a topology graph. We then define local pairing operations on the topology graph, which is guaranteed not to introduce new inconsistencies. The final output of our method is an oriented manifold with all geometrical and topological inconsistencies fixed. Validated against a large data set, our method overcomes chronic problems in the relevant literature. First, our method preserves the original geometry and it does not introduce a negative volume or false new data, as we do not impose any heuristic assumption (e.g. watertight mesh). Moreover, our method does not introduce new geometric inconsistencies, guaranteeing inconsistency-free outcome.

The present study aimed to develop an ideal nanostructured delivery (propylene glycol monocaprylatepolycaprolactone core–shell nanostructures) for a poorly soluble drug by quality-by-design (QbD) approach. Carvedilol (CVD) loaded polymeric nanocapsules were formulated by 3² factorial designs and established the functional relationships between the operating independent variables. An increase in polycaprolactone (PCL) content led to a rise in mean particle size, while the effect of Lutrol F127 was found statistically insignificant. Furthermore, it was observed that as the level of Lutrol F127 increases zeta potential decreases. However different levels of PCL did not significantly affected the zeta potential. The in vitro release of carvedilol from nanocapsule is contributed by the coupling of diffusion and erosion mechanism. Scanning electron microscopy, transmission electron microscopy (TEM) and atomic force microscopy (AFM) images showed the spherical nature of prepared optimized formulations OF1–OF3. TEM images illustrated spherical nanocapsules with a clearly distinctive oil core and PCL coating. The thickness of the core varied from 14.78 to 54.21 nm. The smooth surface of nanocapsules observed under AFM studies indicated no surface crystallization of CVD or other excipients used in preparing optimized formulations. The root mean square roughness and the average volume of optimized nanocapsules (OF1–OF3) ranged between 14.42–23.26 nm and 24.41–49.91 μm³, respectively. This study revealed the effectiveness of QbD for the preparation of optimized nanocapsules of CVD having desired attributes in the shortest possible time.
Cyclic Behavior of Timber Column Concealed Base Joint

This paper presents experimental and numerical tests on a recently developed timber column concealed base joint. This joint was designed to replace the wood-wood connection found in the post-and-beam structure of Hanok the traditional Korean timber house. The use of metallic connectors provides an in-creased ductility and energy dissipation for a better performance under reversed loading, especially seismic. In this study, we investigate the performance of the joint under pseudo-static reversed cyclic moment loading through the study of its ductility and energy dissipation. We first perform experimental tests. Results show that the failure occurs in the metallic connector itself because of stress concentrations, while no brittle fracture of wood occur. Subsequent numerical simulations using a refined finite element model confirm these conclusions. Then, using a practical modification of the joint configuration with limited visual impact, we improve the ductility and energy dissipation of the joint while retaining a same level of rotational strength as the originally designed configuration. We conclude that the joint has a satisfying behavior under reversed moment loading for use in earthquake resistant timber structure in low to moder-ate seismicity areas like Korea.
The European Fiscal Compact: A Counterfactual Assessment

Faced with the global financial crisis and an increasingly worrisome sovereign-debt crisis, the Eurozone countries are rethinking their fiscal governance. This paper discusses the different reforms and subsequent fiscal rules which have emerged since 2011. It assesses the impact of fiscal rules on the output gap and inflation rate of three representative countries of the Eurozone. By means of a counterfactual, the rules based upon their macroeconomic outcomes are ranked. The new debt reduction rule would certainly lead to lower debt levels, hence to larger fiscal margins for maneuver in the future but, in steep contrast with the golden rule of public finance, it would be very costly to implement as the requirement to enforce a substantial consolidation in the short run would be considerably higher than that of a golden rule and would worsen the output gap and inflation rate. The cap on the cyclically adjusted deficit also leads to unfavorable outcomes whereas the Maastricht status quo, limiting overall public deficit, would be a "second best" behind the golden rule of public finance.
