역사적 제도주의 관점에서 본 중국 공공외교 연구

본 연구는 정책 변화를 역사적으로 설명하기에 유용한 역사적 제도주의를 사용하여 중국의 공공외교 형성 과정에 따른 외부 환경과 제도적 맥락 등 정책 변화 요인을 분석하고, 이를 통한 시사점 도출에 그 목적을 두고 있다. 중국 공공외교 정책은 시기별 정책 방향에 따라 다양한 제도들이 형성되고 변화했으나, 국제사회로부터의 지지 확보와 국제사회로의 영향력 확대라는 대의는 변함없이 지켜온 가치라는 점은 경로의존성을 보였다. 즉, 중국 공공외교는 새로운 외부 환경과 제도적 맥락이 수반된다고 해도 기본적인 정책 방향에 있어서는 유지, 지속 되려는 경향이 나타났으며, 향후 이러한 중국의 경로의존성은 더욱 공세적인 모습을 취할 것으로 보인다. The purpose of this study is to analyze policy change factors such as external environment and institutional context according to the process of China’s public diplomacy formation using historical institutionalism, which is useful to explain policy change historically, and to draw implications through this analysis. In China’s public diplomacy policy, various institutions were formed and changed depending on the policy direction by period, but the fact that the cause of securing support from the international community and expanding its influence on the international community remains unchanged showed path dependence. In other words, China’s public diplomacy tends to be maintained and continued in its basic policy direction even if it is accompanied by a new external environment and institutional context.

관동대지진 시기 조선인 학살과 1980년대 한국·일본에서의 문화적 기억 -오충공의 기록영화와 김의경의 기록극을 중심으로

본고는 1980년대 한국과 일본에서 진행된 관동대지진기 조선인 학살에 대한 후체험 세대의 문화적 기억 활동으로, 일본 시민들의 증언 채록과 한국 시민의 ‘위령의 종’ 설치, 재일조선인 오충공의 기록영화 <감춰진 손톱자국>(1983)과 <불하된 조선인>(1986), 한국인 김의경의 기록극 <잃어버린 역사를 찾아서> (1985)를 함께 주목하며, 1980년대 한일 관계의 맥락 속에서 이 문화 활동의 특징과 의의를 밝혔다. 1980년대 전반기, 한일 관계에는 갈등과 협력이 공존했다. 1982년 일본 역사 교과서 왜곡 사건으로 과거사 문제가 점화된 반면, 1983년 한일 첫 정상회담(전두환-나카소네 정상회담)을 기점으로 안보경제협력 문제가 정치적으로 타결되었다. 조선인 학살에 대한 후체험 세대들의 문화 활동은 이런 사회·정치 동향을 배경으로, 그리고 이런 동향과 직간접적으로 연결되며 진행되었다. 1980년대 한국과 일본에서의 문화적 기억 활동은, 첫째, 일본인과 재일조선인, 한국인이 교류하고 연대하면서 얻은 성과이다. 오충공과 김의경의 작품에 교류와 연대의 흔적이 고스란히 기록되어 있다. 일본 시민 사회의 활동이 오충공 감독의 영화에서 인용되고, 김의경 작가의 모습이 오충공 감독의 영화에 나오고, 김의경 작가의 희곡에서는 일본인을 연상시키는 인물이 등장해 극을 이끌어간다. 둘째, 한일 간 과거사 문제로 의제화되지 못했던 조선인 학살 사건을 조명하며 일본 국가 책임 문제를 제기했다는 점에서 선구적이었다. 셋째, 오충공과 김의경의 작품에서, 일본인 가해자/목격자는 고통을 겪고 참회하는 존재로서 일본인 후체험자들은 발굴하고 위령하는 주체로서 각각 부각된 반면, 재일조선인 피해자와 한국인 후체험 세대의 목소리는 상대적으로 위축되고 잠재되어 있다. 피해자가 말할 수 없었던, 피해자의 관점에서 사건에 대한 통찰이 이뤄질 수 없었던 상황이 반영되어 있는 것이다. This article aimed at examining the cultural memory activities of post-experienced generations on the Korean Massacres during the Great Kanto Earthquake, in Korea and Japan during 1980s. The three activities to analyze are as follows: 1) memorial services of Japanese and Korean citizens, 2) documentary film < Hidden Scars >(1983) and < Abandoned Korean in Japan >(1986) directed by Zainichi-Korean director Oh Chunggong, 3) documentary drama < Finding Lost History >(1985) written by Korean author Kim Euikyung. The cultural memory activities can be characterized in the context of Korea-Japan relations in the 1980s. First, those cultural memory activities were achieved through the exchange and solidarity between Japanese, Zainichi-Koreans and Koreans. The traces of exchange and solidarity were recorded in the works of Oh Chunggong and Kim Euikyung. The activities of Japanese and Korean citizens were cited in Oh Chunggong's film, Kim Euikyung's figure was appeared in Oh Chunggong's film, and Kim Euikyung's play featured characters reminiscent of Japanese citizens. Second, it was a pioneering cultural movement that brought up the issue of Japanese national responsibility by highlighting the Korean Massacres which had not been discussed on the main agenda of Korea-Japan historical issues. Third, in the works of Oh Chunggong and Kim Euikyung, the Japanese stood out as subjects of excavation and remorse, while the voice of the direct victim Koreans were relatively shrunk and was silent.

This essay aims to re-read Saul Bellow's Herzog focused on the Jewish mother image in perspective view of feminism. Most of criticism of Herzog, as well as those of Bellow's other stories, however, have been about a sense of alienation, the affirmation of life, the Jewishness, a intellectual code. Moses Herzog, the protagonist of Herzog, suffers the collapse of his family, the difficulties of the intellectual pursuits. His failure of life is strongly related with women. Madeleine, his ex-wife, is an intellectual, ego-centric, and ambitious woman. She represents a castrating woman. In the contrary, Sarah Herzog, the mother of Moses Herzog, is the center of his childhood. She survives in her son’s memory as an ideal-the personification of maternal nurturing and protection through self-sacrifice. The maternal image derives from the Jewish tradition. The effect of Sarah Herzog’s protective mothering is to instill her son a need for eternal protection, unqualified sympathy, and physical servitude from women. But Sarah Herzog’s role as a nurturer is not entirely defined by her sacrifice and servitude. Another significant aspect of her mothering is her ambition for her children. As the memory of the incident on the sled suggests, Mother Herzog particularly spoils her son, Moses. Finally, through Ramona, Moses rediscovers Sarah Herzog's maternal protectiveness that Madeleine will not provide. She, like Madeleine, is beautiful, intelligent and talented. Ramona represents the true meaning of motherhood. After many sufferings, Moses overcomes the crisis of his life through Ramona’s nature. Even if Bellow's motherhood is very different from Tony Morrison's political attitude, Moses Herzog finally broadens the concept of self and reconciles himself to his world through the true meaning of motherhood.

Design and Implementation of a Smart Signage System based on the Internet of Things(IoT) for Elevators

The existing digital signage systems inside the elevators are a lack of tailored contents appropriate to the space and environment inside or outside the elevators. Also, they almost impossible to flexibly respond to various contents disclosure according to the demand of the consumers or the elevator markets. Therefore we design and implement an IoT(Internet of Things)-based smart digital signage system for the safety of elevator passengers.. In order to provide IoT-based information to the smart digital signage within the elevator, we propose an IoT system as a set-top box with gyroscope sensor, acceleration sensor, RFID(Radio-Frequency Identification), fine dust sensor, etc., which processes various data collected by the sensors and provides the elevator passengers with various tailored contents such as elevator driving information, environmental information inside and outside the elevator, and disaster information in addition to simple advertisement information. The proposed IoT system is a set-top box that operates the smart digital signage and has an independent information control processor based on the IoT sensors that do not depend on the elevator control system. For the proposed smart digital signage, it supports an operating system that is independent of the elevator driving service as well as the media service. So the smart signage system has a characteristic that it does not depend on the elevator control system since it is a stand-along IoT-based information control system. With the proposed system providing intuitive content for the surge, steep descent, and radical movements of an elevator due to an emergency situation, the elevator passengers should be able to recognize the situation quickly and respond accordingly. In the near future, the proposed system will expand the market of digital signage applied in conjunction with the development of contents in the disaster, safety and environment fields, and expect expected to revitalize related industries associated with signage.

A Periodic Auditor Designation and the Role of Audit Committee

Purpose: The purpose of this study is to review the new regulations on the periodic auditor designation system and to investigate the role of the Audit Committee in implementing the periodic auditor designation system. Design/methodology/approach: To achieve the objectives of this study, this study examines the revisions of the External Audit Law that stipulates the periodic auditor designation system. This study examines the expected positive and negative effects of the periodic auditor designation. This study suggests the role of the Audit Committee for the successful implementation of the periodic auditor designation system. Findings: The findings of this study are as follows. First, the periodic auditor designation system improves the independence of external auditors, improves the quality of accounting audits, and improves the reliability of financial information. Second, the Audit Committee's authority has been strengthened regarding the appointment of external auditors, including audit fees, audit hours, and compliance with audit contracts. The Audit Committee should communicate sufficiently with the external auditor and should fully monitor the audit process of external auditors. Third, improving the independence of external auditors, improving the quality of accounting audits, and improving the reliability of financial information has the effect of converting the supervisor's supervisory competency from post-detection supervision to preventive supervision. Research limitations/implications: The results of this study provide practical implications for the role of corporate governance by emphasizing the role of the Audit Committee. Originality/value: Korea is the first country in the world to apply the periodic auditor designation system. This study is worthwhile as the first paper to introduce the expected effects of the application of the periodic auditor designation system.
