        코로나19와 이주사회를 위한 입법

        유례없는 코로나19 재난으로 인해 전세계가 고통을 받고 있지만, 그중에서도 이주민은 많은 사회에서 약자이며, 이로 인해 더 많은 위험과 어려움에 직면하게 된다. 특히 인간의 삶의 질에 중대한 영향을 미치는 의료, 직업, 교육의 측면에 이주민이 처한 현실은 매우 어렵다는 점이 여러 실증적 자료로부터 나타나고 있다. 이 연구에서는 이와 같은 관점에서 한국사회 뿐만 아니라 국제적으로 나타나고 있는 이주민에 대한 불균등한 재난의 영향에 주목하고, 이를 나타내는 여러 지표들을 살펴본다. 많은 국가에서 이주민은 코로나19 감염에 상대적으로 많이 노출되어 있었으며, 노동 이주를 위한 입·출국과 실업률 면에서 취약성을 나타내고 있다. 뿐만 아니라 많은 국가에서 이주민 자녀들의 인터넷 접근성이 비교적 떨어짐에 따라 비대면 교육 과정에서 교육기회의 불균등을 겪고 있는 것으로 나타난다. 그럼에도 한국의 입법체계는 국적을 가진 국민을 중심으로 하므로 재난상황에서 이주민에 대한 배려와 포용이 상대적으로 미흡하다. 코로나19 이후 여러 시행착오와 구체적 문제에 직면하면서 어느 정도 정책적 대처가 있었으나, 여전히 정책의 사각지대가 남아 있다. 이 논문에서는 현재의 코로나19 재난상황에서 외국인의 상황에 비추어 공정한 회복(just recovery)를 위한 외국인 관련 입법과 정책에 대해 논의하였다. While the world is suffering from the unprecedented COVID-19 disaster, migrants, who are socially disadvantaged in many societies, face with more risks and difficulties. In particular, various empirical data show that migrants are very difficult in the aspects of medical care, occupation, and education, which have a significant impact on the quality of human life. From this perspective, this study pays attention to the impact of unequal disasters on migrants not only in Korean society but also internationally, and examines several indicators that show the phenomena. In many countries, migrants have been exposed to relatively high levels of COVID-19 infection, showing vulnerability in terms of international migration and employment. In addition, in many countries, it appears that children of migrants are experiencing unequal educational opportunities in the non-face-to-face education process as their Internet access is relatively low. On the other hand, Korea’s legislative system is centered only on the people who has nationality, so consideration for migrants in disaster situations is relatively insufficient. After COVID-19, there have been some policy responses in the face of trial and error and specific problems, but there are still blind spots in the policy. In this paper, we discussed legislation and policies related to foreigners for just recovery in light of the situation of foreigners in the current COVID-19 disaster situation.

        華夷觀과 ‘중국의식’의 시각에서 본 ≪水滸傳≫

        Using the 120-chapter edition Water Margin as the main research object, this paper studied the ‘Perspectives of Chinese and Barbarian’ and ‘China consciousness’ shown in Water Margin, and examined the characteristics of the text and the contexts of forming it. The traditional idea of Chinese and Barbarian including the Chinese order of the all-under-the-heaven system is revealed in Water Margin, but ‘China consciousness’ of the nationalistic features as a ‘nation’ is more clearly emphasized. The Song Jiang group described as loyal heroes can also be a result to reflect contemporary context in several layers in the long process that the relevant stories were created and novelized. The country’s safety was dangerous in the late Northern Song Dynasty itself, the background of the story. The Southern Song Dynasty that Shuihu’s heroic tale began to be in fashion was the period right after the ruin of the Northern Song Dynasty by the Jin Dynasty. The Yuan Dynasty, when Shuihu hero-related plays were prevalent, was ruled by Mongolia. The period that it was created as the novel was around the late Yuan and early Ming Dynasty which was overflowing with the anti-Yuan feeling. In the late Ming Dynasty that it began to be in fashion as the novel, when nationalistic sentiment was rising again due to the invasion of Japanese pirates, the rise of the Manchus, and furthermore the invasion of the ‘Western barbarians’. In the context which can be a perceptual change in the civilization map from ‘the all-under-the-heaven system’ to ‘a nation’ like this, the story of Song Jiang group had difficulties in escaping from the framework of the nationalistic idea to be again born and widely welcomed as a hero in the novel, and on the contrary, such appearance was more required. ‘Loyalty’ of ‘defense of the fatherland’ was put up as the primary value in Water Margin as a natural consequence. In addition, the point that they became the greatest hero that ever lived in the tragic ending and the value of loyalty and righteousness which is paradoxically more emphasized through this tragic also can be regarded products in this framework after all. Like this, Water Margin is in a pivotal position in terms of Chinese nationalistic hero narratives and made a considerable contribution to expansive reproduction of the Chinese nationalistic feeling as it was in fashion as very popular reading. And the meanings and values of the Song Jiang group’s tragic which could not be sublimated into the more universal level leave somewhat to be desired, but this should be seen as the basic limit resulting from the story of Water Margin and the historical context of forming it.

      • Heterostructured Antifogging Coatings: From Zwitter-Wettable to Wet-Style Superhydrophobic Films

        While transparent substrates are widely used in various optical applications including lenses, displays, and sensors, they often suffer from a variety of environmental challenges such as excessive fogging and surface contamination. In this work, we demonstrate that a heterostructured polymer thin film consisting a hydrophilic reservoir capped with various hydrophobic capping layer allows water molecules to preferentially condense into the underlying hydrophilic reservoir, while the hydrophobic capping layer resists wetting by water droplets. This concept of zwitter-wettability was further extended to wet-style superhydrophobic coatings which simultaneously exhibit antifogging, antireflective, and self-cleaning properties. By pattern transferring low-surface-energy microstructures onto a heterostructured nanoscale thin film, we achieve antifogging coatings that even allow contaminants adsorbed on the surface to be easily removed by rinsing with water.

      • Native Koreans’ Attitudes toward Immigrants in Ethnic Enclaves

        The objective of this research is to examine the attitudes toward immigrants and migration policies among South Korean natives residing in ethnic enclaves in Seoul and Kyeonggi areas. Based on the empirical data, we argue that studies should focus on the settlement of immigrants. It has already passed one generation since the influx of immigrants into South Korea, and the number of immigrant increase fast. Based on that immigrants in South Korea build their own communities by establishing ethnic enclaves. This draws much attention from researchers on immigrants’ living conditions and characteristics of the enclaves. Current study shows that those enclaves are the front line where the interaction between immigrants and native Koreans occurs, and attempts to examine the attitudes among the native Koreans toward immigrants and migration policies. The results reveal that the people who are living in the ethnic enclaves are more likely to evaluate their living environment. They also show higher social distances to foreigners than those who are living in the enclaves. OLS regression shows lower quality of neighborhood environment than enclave. The results suggests that future research on immigrants needs to expand their scopes to provide better understanding of the current situation in South Korea regarding immigration.         Development of CRISPR technology for precise single-base genome editing: a brief review

        The clustered regularly interspaced short palindromic repeats (CRISPR) system is a family of DNA sequences originally discovered as a type of acquired immunity in prokaryotes such as bacteria and archaea. In many CRISPR systems, the functional ribonucleoproteins (RNPs) are composed of CRISPR protein and guide RNAs. They selectively bind and cleave specific target DNAs or RNAs, based on sequences complementary to the guide RNA. The specific targeted cleavage of the nucleic acids by CRISPR has been broadly utilized in genome editing methods. In the process of genome editing of eukaryotic cells, CRISPRmediated DNA double-strand breaks (DSB) at specific genomic loci activate the endogenous DNA repair systems and induce mutations at the target sites with high efficiencies. Two of the major endogenous DNA repair machineries are non-homologous end joining (NHEJ) and homology-directed repair (HDR). In case of DSB, the two repair pathways operate in competition, resulting in several possible outcomes including deletions, insertions, and substitutions. Due to the inherent stochasticity of DSB-based genome editing methods, it was difficult to achieve defined single-base changes without unanticipated random mutation patterns. In order to overcome the heterogeneity in DSB-mediated genome editing, novel methods have been developed to incorporate precise single-base level changes without inducing DSB. The approaches utilized catalytically compromised CRISPR in conjunction with base-modifying enzymes and DNA polymerases, to accomplish highly efficient and precise genome editing of single and multiple bases.         Each year, every National Basketball Association (NBA) teams are trying to improve to make a playoff or win a championship. What areas should each team needs to improve to have a successful season? In order to do so, we attempt to find variables that affect playoff teams. In order to determine the factors, we will analyze the gathered data of NBA playoff teams using two multivariate statistical methods, Factor Analysis and Principal Component Analysis.

      • Pixel-Wise Unified Rate-Quantization Model for Multi-Level Rate Control

        <P>In this paper, we present a pixel-wise unified rate quantization (R-Q) model for a low-complexity rate control on configurable coding units of high efficiency video coding (HEVC). In the case of HEVC, which employs hierarchical coding block structure, multiple R-Q models can be employed for the various block sizes. However, we found that the ratios of distortions over bits for all the blocks are a nearly constant because of employment of the rate distortion optimization technique. Hence, one relationship model between rate and quantization can be derived from the characteristic of similar ratios of distortions over bits regardless of block sizes. Thus, we propose the pixel-wise unified R-Q model for HEVC rate control working on the multi-level for all block sizes. We employ a simple leaky bucket model for bit control. The rate control based on the proposed pixel-wise unified R-Q model is implemented on HEVC test model 6.1 (HM6.1). According to the evaluation for the proposed rate control, the average matching percentage to target bitrates is 99.47% and the average PSNR degradation is 0.76 dB. Based on the comparative study, we found that the proposed rate control shows low bit fluctuation and good RD performance, compared to R-lambda rate control for long sequences.</P>
