        한국정부의 FTA추진의 국제정치경제 : 정책결정과정을 중심으로

        본 연구는 한국의 경우 FTA체결과정에서 너무 지나치게 경제적 효과에만 치중하고 있지만, FTA는 통상정책의 하나로서 이는 세계화에 따른 개방의 속도와 수위를 조절하는 관문의 역할을 수행한다. 이 관문의 조절에는 경제적 이익 고려뿐만 아니라 외교적 이익, 국내정치적 이해관계를 고려하는 3차 방정식을 푸는 작업이 수반되어야 한다. 정부와 사회 간의 철학적, 정책적 괴리가 존재하는데, 이 괴리를 메워줄 수 있는 것은 한국 사회의 결사능력과 정부의 거버넌스 능력이 필요하다. FTA에 관한 한국 정부가 정치 경제적 차원에서 전략적인 사고를 강화하는 것이 중요하고, 협상 전술적 차원에서도 우리의 입지를 노출하지 않는 등 보다 세련된 전술을 구사해야한다. 무엇보다도 중요한 것은 협상을 추진하는 포괄적 주체로서 한국사회의 국내정치적 통합이 먼저 이루어지고 대외전략을 추구하여야한다. FTA전략이 특징은 조급성과, 임의성, 국내협상의 부족, 거버넌스의 역량의 한계로 규정하고 무엇보다도 문제는 한국이 동시다발적으로 FTA를 추진전략으로 채택하고 있는데, 이것을 뒷받침해 줄 국내 사회적 조정과 동의를 끌어낼 수 있는 능력이 부족하다는 점이다. 종합적으로 볼 때 한국의 FTA정책의 결정과정에서 가장 중요한 점은 참여자의 역할이 제대로 수행되어야 한다고 본다. The two major shifts of the 21st century are the trends toward integration of the world economy and of the regional economy. And they are now being incorporated into the formation of the worldwide network of FTAs. In pursuing FTAs, Korea has faced several problems the are serious and controversial. The first is the problem of social conflicts. The second controversy is about compensation for the FTA suffers. To secure political support and social stability it is important to identify exactly who the FTA suffers are and how they should be compensated. The third problems lies in focusing on external negotiations without considering internal ones This dissertation provides three policy recommendations; the policy making procedure lying between government and non-governmental actors, the policy making procedure within the government, and political party and national assembly. In promotion of an FTA, the function of policy coordination among relevant ministries of the Government, and among the Government, the ruling party and the Blue House should be improved. This dissertation recommends the introduction(or reinstatement) of the Minister of Political Affairs(Jeongmu Jangkwan) for smooth policy coordination. It will improve the relative weakness of networks among plural offices under a system seeking horizontal decentralization of power. Another recommendation of this dissertation is that a temporary task force under the Economic Secretariat within the Blue House should be launched as a body focusing on creating networks of government and social forces. The reason for this is that the Blue House should play the role of a creator and manager of governance incorporating government ministries, the ruling party, NGOs and special interest groups Political parties and the National Assembly should serve as a mediator between the Government and special interest reflected properly and reaching a reasonable agreement with them to make up for the loss incurred by them due to FTAs in the FTA policy-making process

        Electronic dictionary is an essential component of many systems such as natural language processing systems, language learning systems and so on. There are, however, not many efficient systems or tools for building electronic dictionaries. An efficient dictionary management system for building and managing electronic dictionaries is implemented in this paper. There are many efficient functions in the implemented system. Also, a German electronic dictionary built by the implemented dictionary management system is introduced.

        상악 전치부 후방 견인 시 이동 양상과 응력 분포에 관한 삼차원 유한요소법적 연구

        상악 전치부 후방 견인 시의 이동 양상 및 응력 분포를 건조 두개골을 전산화 단층 촬영에 의해 3차원 영상화한 유한 요소 모델 상에서 알아보고자 하였다. 피질골 절단술의 시행 여부와 고정원, 힘의 작용점을 각기 달리 설정하여 8개의 실험군을 구성하여 비교하였다. 통상적인 T-loop을 이용하여 공간폐쇄를 하는 경우 전치부는 후하방으로 경사이동 하였으며, 구치부에서도 약간 전방 이동하였다. 피질골 절단술을 동반하여 전치부를 견인한 경우, 전치부 골편에서의 응력 분포가 전반적으로 넓게 분포되었으며, 전치부 경사의 정도가 적은 반면에 변위량은 훨씬 더 많았다. 협측에서의 견인 시 상악 협측에 식립된 미니 임플랜트와 견치 power arm간에 견인력을 가한 경우가 미니 임플랜트로 고정원이 강화된 제2소구치와 견치 브라켓 간에 견인력을 가한 경우보다 전치부의 후하방 경사 정도가 적었다. 구개측에서 power arm에 대한 견인 시 정중구개봉합 부위에 식립한 미니 임플랜트로부터 견인력을 가한 경우가 상악 제1, 2대구치 간 구개면에 식립된 미니 임플랜트로부터 견인력을 가한 경우보다 전치부의 후하방 경사 정도가 컸다. 이러한 결과로써 치아이동 시 피질골 절단술의 효과와 저항중심에 대한 교정력 벡터 조정의 의미를 확인할 수 있었다. Objective: The purpose of this study was to evaluate the displacement pattern and the stress distribution shown on a finite element model 3-D visualization of a dry human skull using CT during the retraction of upper anterior teeth. Methods: Experimental groups were differentiated into 8 groups according to corticotomy, anchorage (buccal: mini implant between the maxillary second premolar and first molar and second premolar reinforced with a mini implant, palatal: mini implant between the maxillary first molar and second molar and mini implant on the midpalatal suture) and force application point (use of a power arm or not). Results: In cases where anterior teeth were retracted by a conventional T-loop arch wire, the anterior teeth tipped more postero-inferiorly and the posterior teeth moved slightly in a mesial direction. In cases where anterior teeth were retracted with corticotomy, the stress at the anterior bone segment was distributed widely and showed a smaller degree of tipping movement of the anterior teeth, but with a greater amount of displacement. In cases where anterior teeth were retracted from the buccal side with force applied to the mini implant placed between the maxillary second premolar and the first molar to the canine power arm, it showed that a smaller degree of tipping movement was generated than when force was applied to the second premolar reinforced with a mini implant from the canine bracket. In cases where anterior teeth were retracted from the palatal side with force applied to the mini implant on the midpalatal suture, it resulted in a greater degree of tipping movement than when force was applied to the mini implant between the maxillary first and second molars. Conclusion: The results of this study verifies the effects of corticotomies and the effects of controlling orthodontic force vectors during tooth movement.

        제품의 리스크 분석 기법에 관한 연구 : HuBRA 기법 개발 Development of HuBRA (Human Behavior Risk Analysis)

        Since the introduction of The Product Liability Law, effective since July 2002, more and more companies and end-users have been giving their attention to the safety of products. A number of existing risk analysis techniques are being implemented to manufacturing sites. However, they have certain restrictions such as incurring different techniques that are to be implemented at each stage of the product development. This is due to their domain of the analysis differing from one to another. Moreover, the results of these analyses are not specific enough, and are subject to further revision. This study proceeds to look at various examinations undertaken on the existing risk analysis techniques. Through implementing them on certain products, investigations on the strengths and weaknesses were ascertained. This has allowed improvements on the existing techniques to be achieved as well as the development of a new risk analysis technique, 'HuBRA (Human Behavior Risk Analysis).' Finally the new technique was implemented on products to confirm its effectiveness.

        분기관에서 비뉴턴 유체의 유동특성에 관한 연구

        Flow patterns of fluid flow in dividing tube were visualized, and the energy losses due to dividing were measured in laminar dividing flow of the viscoelastic fluid and its solution in tube junctions with dividing angles of 90℃, 60℃, 45℃ and 15℃. Two separation zones were observed. swelling of the streamline to the main tube or to the lateral tube was observed. The sizes of the separation zones depend on the Reynolds number, the dividing angle and the dividing flow rate. The energy loss coefficients decrease with increasing Reynolds number, but their decreasing rate decreases with increasing Reynolds number as the sizes of the separation zone increase. The effect of dividing angle on the energy loss coefficients and separation is greater for the main tube than for the lateral tube.

      • KAI1/CD82 decreases Rac1 expression and cell proliferation through PI3K/Akt/mTOR pathway in H1299 lung carcinoma cells

        <P>Although the KAI1/CD82 protein has been reported to inhibit cell metastasis in many studies, its mechanism of action has not yet been fully elucidated. In the present study, we investigated the possible effects of KAI1/CD82 on the metastatic phenotype in H1299 lung carcinoma cells. These studies were based on the pivotal role that the acquisition of motile phenotype plays on the initial steps of metastasis. KAI1/CD82-mediated morphological changes were observed using phase contrast microscopy. We report here, that a KAI1/CD82-induced phenotypic change was involved in the decrease of Rac1 expression and GTPase activity. However, we found that KAI1/CD82 did not regulate Rac1 mRNA levels. This suggests the existence of another regulatory mechanism of Rac1 protein maturation or activation. To identify the signaling pathway of Rac1 regulation, we investigated the PI3K/Akt/mTOR pathway, since the PI3K/Akt pathway regulates Rac1 activation and mTOR is known to play a regulatory role in protein translation. H1299/CD82-transfectants showed lower mTOR expression and cell growth than the control group. The data obtained from this study suggested that KAI1/CD82 decreased the metastatic phenotype of H1299 lung carcinoma cells by down-regulating Rac1 expression through the PI3K/Akt/mTOR pathway.
