The process of creating a peace regime on the Korean Peninsula is based both on bilateral tracks (the most important ones are the US-DPRK and the North-South tracks) and multilateral ones. This process is deeply embedded in a framework that involves a larger number of players, including Russia, China and Japan, as well as the United Nations. The primary bilateral track is the US-DPRK dialogue, the history of which is dramatic; the unprecedented upturn in 2018 gave rise to many hopes that the peace regime may be achieved in exchange for denuclearization of the Korean Peninsula. North-South dialogue also played a crucial role.What are the reasons that bilateral attempts for a settlement have gone nowhere so far? As a result, North Korea might have passed a “point of no return” in its drive to reach a nuclear status. At the same time an uneasy confrontational stability has settled on the Peninsula, and paradoxically it, in fact, suits everyone as a lesser of evils. This balance might be institutionalized. A multilateral approach should be tested in order to reconcile the antagonists and create a system of multilateral guarantees for the implementation of agreements. Ideas on roadmap options and synchronizing of the steps to move to the new peace regime are suggested in the article.
Neither Peace, Nor War in Korea: A Russian Assessment of Past, Present and Future

The lessons of history show that the situation in Korea remains a security threat for Russia. Although the nuclear/missile programs of North Korea (seen in Russia as a response by Pyongyang to the threats its the very regime’s existence) are causing concern in Russia, they cannot be solved separately without addressing the broader security regime issues in Korea. The multilateral diplomatic process, when and if it is resumed in the aftermath of the tragic “Cheonan” incident, should have on its agenda not only denuclearization, but also security guarantees for the DPRK, as well as a regional security regime as a mechanism to manage these guarantees. The US is to play a pivotal role in such a change of approaches as well as in engaging Pyongyang. The North Korean regime shows no signs of imminent collapse and should be dealt with as a long-term actor in Korea. As pressure and sanctions do not help obtain the goals of denuclearization, peace, stability and development, an engagement policy with the North to bring about transformation and modernization of the regime is the only answer. Much will depend on South Korea’s ability to recognize this reality and act accordingly,which could bring its partnership with Russia to a truly strategic level.
"A Turn to the Right?" A Russian Comment on the North Korean Policy of ROK Conservative Government

Since the election of a conservative government in Seoul in 2008, the situation on the Korean peninsula has deteriorated considerably. President Lee Myung bak’s hard-line policy toward the North provoked a Northern backlash and inter Korean relations have nosedived. As a result, the ROK has sidelined itself from the diplomatic process of searching for a solution to the North Korean security problem which does not bring such a solution any closer, which in turn causes concern. The ROK international position and its leverage in North Korea seem to have deteriorated. Russia supports North South Korean reconciliation and cooperation as a prerequisite for promoting peace and security in the neighboring area, which is the chief goal of Russian strategy on the Korean peninsula. A deterioration in the situation is not in line with Russian policies on Korea and Russian concepts of the desired state of affairs in this region. The US conservative administration similarly started with a hard line policy toward Pyongyang but had to turn to dialogue and search for a compromise. In line with policy coordination with the US, the Lee Myung bak’s government should study this lesson and hopefully turn to more pragmatic policy sooner than the former did. That would create the necessary prerequisites for a broader degree of cooperation between Moscow and Seoul in Korean affairs and would benefit Russia, South and North Korea alike. Efficiency criteria for optimization of separation cascades for uranium enrichment

As it is known, uranium enrichment is carried out on industrial scale by means of multistage separationfacilities, i.e., separation cascades in which gas centrifuges (GCs) are connected in series andparallel. Design and construction of these facilities require significant investment. So, the problem ofcalculation and optimization of cascade working parameters is still relevant today. At the same time,in many cases, the minimum unit cost of a product is related to the cascade having the smallestpossible number of separation elements/GCs. Also, in theoretical studies, it is often acceptable toapply as an efficiency criterion the minimum total flow to supply cascade stages instead of theabovementioned minimum unit cost or the number of separation elements. In this article, cascadeswith working parameter of a single GC changing from stage to stage are optimized by two of theabovementioned performance criteria and are compared. The results obtained allow us to make aconclusion about their differences.
SPECIAL CLASSES OF MERIDIAN SURFACES IN THE FOUR-DIMENSIONAL EUCLIDEAN SPACE

Meridian surfaces in the Euclidean 4-space are two-dimensional surfaces which are one-parameter systems of meridians of a standard rotational hypersurface. On the base of our invariant theory of surfaces we study meridian surfaces with special invariants. In the present paper we give the complete classification of Chen meridian surfaces and meridian surfaces with parallel normal bundle.
