        Repercusiones del Fin del Sistema Binominal en el Poder de Votación de las Regiones dentro del Poder Legislativo Chileno

        In Chile, since the restitution of democracy (1989), the distribution of parliamentary seats is governed by a binomial system, the only one of its kind in the world. In this electoral system, two senators and two deputies are elected for each senatorial constituency and electoral district. By the end of 2017, this system will be replaced by the well-known D’Hondt method, which entails a significant increase in the number of parliamentarians and the redistribution of seats in the legislative chambers. In this study, we discuss the problem of centralism and analyze how this redistribution of seats will affect the voting power of the different regions of the country. To measure the hypothetical voting power of each region we use classical power indices of cooperative game theory. The study shows that although the voting power of the regions in the Senate will remain relatively unchanged, the centralization of power in the Metropolitan Region will be increased in the Chamber of Deputies. Finally, we propose a method to obtain a feasible redistributions of seats, which would effectively increase the voting power of the other regions in the Chamber of Deputies.

        Governance challenges within national development planning: lessons from the Colombian experience

        This article discusses how governance processes are developed through national development planning (NDP), drawing on the experiences of Colombian practitioners. A majority of countries of the world use NDP as a key policy tool across the full range of substantive policy areas, however recent research in the fields of public administration and policy have largely ignored the topic. We use data from surveys and focus groups to examine overlapping issues which are entral to these fields, namely: 1) multi-level coordination and intergovernmental relations; 2) communication and collaboration across levels and sectors; and 3) policy design, implementation and evaluation. The article discusses broader lessons for our understanding of core governance concepts and the practice of NDP in other countries, related to the influence of international actors, mechanisms to ensure technical and managerial capacity at the local levels, effective means of participation of civil society organizations and managing information to implement plans effectively.

        The article considers the state and trends of distance learning in the world and Ukraine, identifies the main species differences between distance education and other forms of education, analyzes the state of the global market for educational services provided via the Internet. Important features and characteristics of distance learning, examples of its organization in higher education, as well as statistics on the development of distance learning in our country. The main problematic points on the way to the implementation of the distance education system in Ukraine and the factors that hinder the development of this promising form of education are outlined.

        Recent Progress in Broadband Carbon Nanotube Saturable Absorbers for Ultrafast Bulk Solid-State Lasers

        Carbon nanotubes (CNTs) are one of the most investigated nanomaterials for a variety of applications due to their unique electronic and optical characteristics. Over the last two decades, CNTs have been widely investigated to develop ecient passive mode-locking devices applicable for diverse ultrafast laser systems, because they exhibit high nonlinearity, photo-excited ultrafast carrier recovery, broadband applicability and relatively easy processes for device fabrication. In this overview article, recent progress of CNT-based saturable absorbers applicable for mode-locking ultrafast bulk solid-state lasers operating in a broad spectral range between 800 nm and 2100 nm will be reviewed.

        Primary platinum resistance and its prognostic impact in patients with recurrent ovarian cancer: an analysis of three prospective trials from the NOGGO study group

        Objective: Patients with platinum-resistant ovarian cancer (PROC) have a high need forreliable prognostic markers. Since significance of primary platinum resistance (PPR) versussecondary platinum resistance (SPR) was identified for patients receiving anti-angiogenictherapy, it has not been confirmed for chemotherapy only. Methods: PROC patients from 3 prospective trials of the NOGGO study group (TOWER,NOGGO-Treosulfan, and TRIAS) were included in this meta-analysis. Exploratory Cox andlogistic regression analyses were performed to correlate progression-free survival (PFS) andoverall survival (OS) with the timing when platinum resistance developed. Results: Of 477 patients, 264 (55.3%) were classified as PPR, compared to 213 (44.7%) withSPR. For patients receiving chemotherapy only, SPR was associated with a significantlylonger median PFS of 3.9 compared to 3.1 months for PPR (hazard ratio [HR]=0.78; p=0.015). SPR versus PPR was confirmed to be an independent prognostic factor for better PFS inmultivariate analysis (HR=0.74; p=0.029). Benefit from adding sorafenib to chemotherapywas mainly seen in PPR (HR=0.40; p<0.001) compared to SPR patients (HR=0.83; p=0.465). Conclusions: Prognostic significance of SPR versus PPR could be elucidated for patientsreceiving chemotherapy only. In contrast to bevacizumab, the multi-kinase inhibitorsorafenib exhibits profound therapeutic efficacy in PPR patients indicating potential toovercome this negative prognostic impact.

      • 2SG-1 Circular Economy of Mobile Phones and Li-Ion Batteries

        Electric and electronic devices have often a very short lifespan, which raises the question of their end of life treatment. While the level of product complexity is increasing every year, the recycling methods struggle to keep up with the technological progress and are lagging behind. Two waste fractions with very high contents of valuable materials are mobile phones and Li-Ion batteries. The Fraunhofer Institute aims to improve the recycling of mobile phones by a combination of an electro hydraulic fragmentation (EHF) in combination with the solvent based CreaSolv<sup>®</sup> Process. The CreaSolv<sup>®</sup> Process was also applied to improve the recycling of Li-Ion batteries. In a project we showed the possibility to retrieve the housing polymers, the separator and the binder PVDF while making the active mass fluorine-free and accessible. This makes downstream recovery of Co easier and more cost effective.

        Quantitative expression and localization of cysteine and aspartic proteases in human abdominal aortic aneurysms

        Cysteine and aspartic proteases possess high elastolytic activity and might contribute to the degradation of the abdominal aortic aneurysm (AAA) wall. The aim of this study was to analyze, in detail, the proteases (cathepsins B, D, K, L and S, and inhibitor cystatin C) found in human AAA and healthy aortic tissue samples. The vessel walls from AAA patients (n¼36) and nonaneurysmal aortae (n¼10) were retrieved using conventional surgical repair and autopsy methods. Serum samples from the same AAA patients and 10 healthy volunteers were also collected. Quantitative expression analyses were performed at the mRNA level using real-time reverse transcriptase-PCR (RT–PCR). Furthermore, analyses at the protein level included western blot and immunoprecipitation analyses. Cellular sources of cysteine/aspartic proteases and cystatin C were identified by immunohistochemistry (IHC). All cysteine/aspartic proteases and cystatin C were detected in the AAA and control samples.Using quantitative RT–PCR, a significant increase in expression was observed for cathepsins B (P¼0.021) and L (P¼0.018),compared with the controls. Cathepsin B and cystatin C were also detected in the serum of AAA patients. Using IHC, smooth muscle cells (SMCs) and macrophages were positive for all of the tested cathepsins, as well as cystatin C; in addition, the lymphocytes were mainly positive for cathepsin B, followed by cathepsins D and S. All cysteine/aspartic proteases analyzed in our study were detected in the AAA and healthy aorta. The highest expression was found in macrophages and SMCs. Consequently, cysteine/aspartic proteases might play a substantial role in AAA.

        Simulation and validation of crack propagation using fracture energy concept for thin aluminum foils

        The prediction of crack propagation in thin aluminum foils is a matter of interest,especially in lightweight design engineering and in the packaging industry. Current fracturesimulation tools offer a wide range of simulation possibilities, but most of them lack verified andvalidated experiments. This paper investigates the concept of fracture energy in crack simulationsfor thin aluminum foils. For simulating crack propagation in these foils, only rough estimationsare available. The engineer needs to predict fracture energies based on experience,which is an unsatisfactory circumstance. By combining simulation and experiments, more accuratepredictions can be achieved for more reliable and precise simulations.

        Physical therapy students’ perception of their ability of clinical and clinical decision-making skills enhanced after simulation-based learning courses in the United States: a repeated measures design

        Purpose It aimed to investigate physical therapy students’ perception of their ability of clinical and clinical decision-making skills after a simulation-based learning course in the United States. Methods Survey questionnaires were administered to voluntary participants, including 44 second and third-year physical therapy students of the University of St. Augustine for Health Sciences during 2021–2022. Thirty-six questionnaire items consisted of 4 demographic items, 1 general evaluation, 21 test items for clinical decision-making skills, and 4 clinical skill items. Descriptive and inferential statistics evaluated differences in students’ perception of their ability in clinical decision-making and clinical skills, pre- and post-simulation, and post-first clinical experience during 2021–2022. Results Friedman test revealed a significant increase from pre- to post-simulation in perception of the ability of clinical and clinical decision-making skills total tool score (P<0.001), clinical decision-making 21-item score (P<0.001), and clinical skills score (P<0.001). No significant differences were found between post-simulation and post-first clinical experience. Post-hoc tests indicated a significant difference between pre-simulation and post-simulation (P<0.001) and between pre-simulation and post-first clinical experience (P<0.001). Forty-three students (97.6%) either strongly agreed (59.1%) or agreed (38.5%) that simulation was a valuable learning experience. Conclusion The above findings suggest that simulation-based learning helped students begin their first clinical experience with enhanced clinical and clinical decision-making skills.
