Flow Value of Unemployment, Stock Returns, and Unemployment Volatility

This paper studies how the elasticity of intertemporal substitution (EIS) influences labor market fluctuations in the labor search and matching model with both extensive and intensive margins of labor supply. With the curvature of utility, the countercyclical marginal utility of consumption induces the flow value of unemployment to be procyclical, and the stock returns to be countercyclical. The former effect reduces unemployment volatility by weakening wage rigidity. In contrast, the latter effect magnifies unemployment volatility by discounting higher future payoffs at a lower discount rates, if wages do not absorb all of productivity shocks. The higher EIS reduces the procyclicality of the flow value of unemployment, and reinforces the countercyclicality of the stock returns. We quantitatively show that high values of the EIS are required to resolve the unemployment volatility puzzle.
경찰조직의 문화적 특성과 조직혁신 노력이 경찰공무원의 혁신행동에 미치는 영향에 관한 연구

본 연구는 경찰조직의 문화적 특성과 조직혁신 노력이 경찰공무원의 혁신행동에 미치는 영향력을 분석하고 경찰공무원 개인의 혁신행동 수준을 높이고 조직문화를 개선하기 위한 정책적 제언을 제시하는데 목적이 있다. 이를 위해 K광역시 경찰공무원과 경찰인재개발원 교육입소자 254명을 대상으로 조사연구를 실시하였다. 연구의 결과 첫째, 20대, 순경, 5년 이하 근무자의 혁신행동 수준이 상대적으로 낮게 나타났다. 둘째, 과업지향문화가 경찰조직의 혁신에 매우 중요한 것으로 나타났으며, 셋째, 관계지향문화와 과업지향문화는 경찰공무원 혁신행동에 간접적으로 기여하고 변화지향문화는 혁신행동에 직간접적으로 영향을 미치는 것으로 나타났다. 이에 경찰공무원 개인의 혁신행동 수준을 높이기 위한 방안과 과업지향문화를 개선하기 위한 조직문화 혁신방안을 제시하였다. 향후 경찰공무원 혁신행동에 영향을 미칠 수 있는 변인을 확대하고 전국적인 연구를 통해 경찰공무원 혁신행동 및 조직문화에 대한 연구가 이루어져야할 것이다. This study aims to present policy-level proposals to analyze how cultural characteristics and efforts of organizational innovation of police organization exert influence on innovative behavior of police officers, as well as elevate the level of innovative behavior of police officers and improve organizational culture. For the purpose of this, this study carried out research oriented to 254 people composed of police officers and new members admitted to the training program of Police Human Resources Development Institute located in the K metropolitan city. According to the research results, firstly, people in their twenties, police officers and employees with experience of less than five years demonstrated a relatively low level of innovative behavior. Secondly, the task-oriented culture plays an important role in innovation of police organization. Thirdly, the relationship-oriented culture and the task-oriented culture indirectly contributes to innovative behavior of police officers, while the change-oriented culture influences their innovative behavior in a direct and indirect manner. Based on the results, this study proposed plans to heighten the level of innovative behavior of police officers as well as innovative plans of organizational culture to improve the task-oriented culture. In the future, it will be required to expand variables that can influence innovative behavior of police officers and conduct nationwide studies regarding innovative behavior of police officers and organizational culture.

본 연구는 해양경찰관의 안전의식 실태와 안전의식에 영향을 미치는 조직적, 환경적 요인의 하위 차원을 도출하여 안전의식을 강화할 수 있는 방안을 모색하는데 목적이 있다. 이를 위해 해양경찰청, 지방해양경찰청, 해양경찰교육원 소속 해양경찰관 1,047명을 무작위 표집하여 설문조사를 실시하였다. 분석결과는 첫째, 해양경찰관의 안전의식은 안전가치관에 비해 안전지식과 안전행동이 상대적으로 낮게 나타났다. 둘째, 부서분위기와 사고대응 시스템은 안전가치관에 유의미한 영향을 미치는 요인으로, 리더십, 부서분위기, 안전교육, 안전대책, 모니터링 등은 안전지식에 유의미한 영향을 미치는 요인으로 나타났다. 특히 안전가치관과 안전지식을 독립변인으로 포함한 회귀분석 결과 부서분위기와 동기부여가 안전행동에 유의미한 영향을 미치는 중요한 변인으로 나타났다. 본 연구는 전국의 해양경찰관을 대상으로 조사연구를 실시하고 정책을 제시하였다는 점에서 의의가 있으며, 향후 해양경찰의 업무 영역별 차이와 특성이 반영되는 평가항목을 개발하여 안전의식에 대한 심층적인 연구가 이루어져야 할 것이다. The purpose of this study is to find ways to reinforce safety consciousness by deriving sub-dimensions of organizational and environmental factors that affect the safety consciousness and safety consciousness of marine police officers. For this purpose, 1,047 marine police officers were selected through random sampling and surveyed. The results of analysis are as follows. First, the safety consciousness of maritime police officers showed that the degree of safety knowledge and safety behavior were relatively lower than the sense of safety values. Second, as a result of regression analysis on safety consciousness factors of maritime police officers, the department atmosphere and accident response system have a significant influence on the sense of safety values. Leadership, department atmosphere, safety education, safety countermeasure, and monitoring have a significant influence on the safety knowledge. In particular, regression analysis, which included safety values and safety knowledge as independent variables, showed that departmental atmosphere and motivation had a significant effect on safety behavior. This study is meaningful in that it conducts research and suggests policies for marine police officers nationwide. In the future, in-depth research on safety consciousness should be conducted by developing evaluation items that reflect the differences and characteristics of marine police's work areas.

The Korea Rural Economic Institute (KREI) has conducted a public opinion survey on agriculture and rural areas at the end of each year targeting KREI local correspondents and urban citizens in order to identify demand for research and support establishing policies based on changes in awareness. The survey of 2016 was carried out from October 19 to November 25 among 2,590 respondents including 1,500 urban people and 1,090 farmers. A mail survey was conducted for farmers, and a professional research company was commissioned to visit and interview urbanites. According to the survey results, 8 out of 10 city people agreed that agriculture and rural communities have been the foundation of Korean society. And a majority (54.9%) also thought that agriculture and rural regions have the possibility of becoming Korea"s future growth engine. 73.6% of farmers and 49.7% of urban people supported the expansion of investment in agriculture and rural areas. Also, 62.1% of urban dwellers recognized the multifunctional value of agriculture and rural communities, and 54.6% of them said that they are willing to bear the burden of costs for maintaining the multifunctional value. A majority (68.4% of farmers and 51.3% of city people) answered that food self-sufficiency rates should be much higher than the current level, and 7 out of 10 people agreed on the necessity of farmland preservation. The respondents presented a policy for boosting consumption through consumers" preference, production reduction, and so on as solutions to the imbalance between rice supply and demand. 68.8% of farmers and 52.7% of urban people opposed large companies" entry into the agricultural sector. And 52.8% of farmers and 37.7% of city people supported amending the Improper Solicitation and Graft Act. The majority (52.6%) of urban people thought that the safety of domestic agricultural products has improved, and that domestic products are safer than imports (66.9% agreed and 2.8% disagreed). Nevertheless, the gap between the perceptions is narrowing. The proportion of urbanites who responded that they would purchase domestic agricultural products even if they are more expensive than imports was 32.8%, up 11.8%p from the previous year. The respondents suggested stabilizing farm household income, fostering agricultural successors, and improving the marketing structure as medium- and long-term agricultural policies that should be focused on. The respondents pointed out labor shortage as the biggest factor threatening farm management, followed by an increase in production costs, the expansion of market opening, and difficulty in securing a market. With 77.4% of farm households without farming successors, the intention to decrease the farming scale greatly increased to 40.8%, compared to 27.4% a decade ago. The majority (84.5%) of farm households responded that they had difficulty due to labor shortage, and the following were proposed to alleviate the problem: the promotion of mechanization; public labor input; employment intermediation; and the improvement of a system utilizing foreign workers.

In this paper, the error rate performance of M-ary Quadrature Amplitude Modulation (QAM) system is derived and analyzed for diversity reception using an L-branch maximal ratio combining(MRC) in frequency-nonselective slow m-distributed fading land mobile channel. The multiple branch diversity system is considered for identical and different diversity channel fading factors. When fading index m is 1, the derived error rate expression leads to SER of M-ary QAM with MRC diversity in Rayleigh fading case. The derived results show the MRC diversity performances in terms of SER as a function of the SNR for several values of L. A close inspection of results reveals that a significant improvement in performance is achieved as the order of L increases. The results presented are sufficiency general to offer a convenient method to evaluate the performance of digital land mobile QAM systems.
