A New Framework for Digital Divide in the Smart Phone Age

The rapid diffusion of new IT-related devices and services including smartphones and SNS in recent years has totally changed users` life style and behavior. Fast change in ICT makes previous research on digital divide obsolete in explaining changing aspects of digital divide. In order to provide a better explanation of the impact of recent development in ICT, this paper proposes a holistic model for digital divide by combining information usage gaps and the types of digital divide. The new framework for digital divide presents three types of access divide which are material access divide, skill access divide, and voice access divide at the vertical axis. The concept of voice access divide was coined to explain the voice power users have and how influential they are when they try to make their voices heard in the digital world. The horizontal axis of the framework represents three types of usage gaps: consumption gap, production gap, and dissemination gap. The framework aims to explain how each type of usage gap is narrowed or widened. Thanks to the diffusion of social media, users are putting more time in production and dissemination of information than in consumption, which should narrow the consumption gap, a traditional divide, and widen the production and dissemination gaps.
