Saemaul Undong, which was initialed by the late president park, spreaded from rural area to urban area, and became a pan-national movement which was crucial to the regional development as well as national development. It is the movement, at which people try to seck a lot of cultural identity at the regional level. Especially recent Saemaul Undong become the private-lead one in which citizen and private institutions are encouraged to participate freely. Therefore, in this paper the writer tried to find out relations between the Saemaul Undong and regional culture, and provide policy alternatives for activating the Saemaul Undong. The study results show that the Saemaul Undong has been influenced by the our regional culture especially Ture, Kae and pumasi etc, Finally several policy alternatives were suggested to activated Saemaul Undong those policy alternatives are as follows. 1) stremthening community consciousness 2) activating urban Saemaul Undong 3) improving Saemaul educationa qualtively 4) relating pan sang whai (pan-meeting) with Saemaul Undong 5) securing able leders 6) developing Saemaul Undong-lead organization

80年代 農村새마을運動과 行政指導

The basic ideas of the new community movement were based on the autonomous and voluntary participation of local residents. Since the beginning of the Saemaul Undong in the early 1970, Korean government has been played a major role in igniting and pushing ahead with the new community movement. From intellectual, economic, social, cultural points of view, the new community movement with strong administrative guidlines has attained a lot of achievements during the past 10 years. What is more important, the voluntary participation of local people rather than the administrative directions are urgently needed to activate the rich and affluent villages in the new community movement of the '80. The directions of the desirable administrative guildines in the eighties are as follows; o To convert the directive points into the assistant one in planning functions of local development. o To formulate the group cooperation system in the decision making of local people. o To develop the inventive and suggestive systems of local residents on the new community movement. o To improve the understanding of the mass to make both the national and local development planning together. o To make a suggestion and publish the blue-print of long time development planning.

K이 흡착된 Si(111)7×7표면에 대한 RHEED 연구

상온 및 200℃∼600℃의 Si(111) 7×7 표면에 칼륨(K)을 증착하였을 때의 표면격자구조 변화를 RHEED로 관측하였다. K 증착시 Si(111)7×7 기판의 온도가 상온인 경우, 어느 일정한 증착시간(포화덮임률에 도달했다고 추정되는 증착시간)이 지난 후에는 원래의 깨끗한 Si(111)7×7 패턴과 유사한 Si(111) 7×7-K 패턴이 관측되었고, 증착시간을 증가시켜도 RHEED 패턴은 변화하지 않았다. 이것을 annealing하면 350℃까지는 RHEED 패턴에 변화가 없다가 그 이상의 온도가 되면 서서히 원래의 7×7 패턴으로 되돌아가기 시작한다. Si(111) 7×7기판의 온도를 200℃∼600℃로 유지하면서 K을 일정시간(450℃에서 3×1이 형성되는 증착시간)이상 증착시킨 경우에 250℃까지는 상온의 경우와 비슷한 형태의 변형된 7×7 패턴이 관측되고, 300℃∼550℃일때는 3×1, 550℃ 이상에서는 1×1 구조가 관측되었다. 이때 300℃∼550℃에서 형성된 Si(111) 3×1-K 구조는 450℃에서 1분 정도 annealing 하면 항상 Si(111) 1×1-K 구조로 상전이가 일어남을 관측하였다. Potassium adsorbed surface structures of Si(111) 7×7 surface at room and high temperatures(200℃∼600℃) were investigated by RHEED. Potassium adsorption on the Si(111) 7×7 surface to saturated coverage at room temperature changed the RHEED pattern of Si(111) 7×7 to Si(111) 7×7-K. Subsequent heating of the Si(111) 7×7-K surface above 350℃ results in a Si(111) 7×7 with desorbing K. The RHEED pattern of the K-adsorbed on the Si(111) 7×7 surface up to the adsorption temperature of 250℃ was the modified 7×7 pattern, quite similar to that of the Si(111) 7×7-K, observed at room temperature. The 3×1 structure was observed in the temperature of adsorption between 300℃ and 550℃. Regardless of the adsorption temperature, a phase transition always took place from the Si(111) 3×1-K structure to Si(111) 1×1-K after annealing at 450℃ over 1 minute.

Division of functions between Central Gov't and local Gov'ts to strenthen citizen's life protection function. Protecting citizen's life requires the effective distribution between central gov't and local gov't. But now a days we can find that such functions are not effectively distributed between each gov't. To escape from such a dilemma, we should get rid of inefficieny of functional distribution like today. So while central gov't has to deal with national-level problems, local gov'ts have to define their roles and functions and provide clear policy and programs. Among citizn's life protecting functions, there are some areas in which central gov't can participate and other areas in which local gov't can participate and other areas in which local govt will participate. Wousing policy, careing the poor, education policy and medicare etc belong to the former and children's welfare, old men's welfare, women's welfare and the handicapped welfare belong to the later. However, To faciliate efficient distribution, Most of the fuctions central gov't are doing nowadays should be given to local gov'ts.

This paper shows political, economic, social, cultural situation in Korea at the 20th century and then proposes the shift of direction in regional development and Saemaul Movement in Korea. In short future regional development and Saemaul Movement should be done linked with each other and presupposes transition from centralized administration to more local self-governance.

이온 펌프의 제작과 특성에 관한 연구

By using theoretical model suggested by H. Hartwig et al., performance of sputter ion pump (SIP) was calculated and a SIP was constructed. Measurement of pumping speed of the SIP has been performed with the differential pumping method. The pumping speed for N_2 gas is 48 l/s, and for Ar gas is 20 l/s. These results agree with the theoreticaly expected values.

자해로 인한 구강내 손상의 치과적조절 : 증례 보고

자해 행위(self-injurious behavior)란 자살 의도 없이 자신의 신체 일부를 무의식적 혹은 고의로 손상시키는 것으로 정의한다. 이는 머리 및 몸 때리기, 피부 절단 혹은 손가락 깨물기 등의 형태로 나타나며, 눈, 성기 및 구강 내 자해 행위(self-inflicted oral mutilation)를 포함한다 자해 행위는 일반적으로 정신지체, 혼수상태, 정신과적 문제, 약물의 독성 혹은 성격장애를 지닌 환자에게서 일어날 수 있다 소아 환자에서 자해 행위는 보통 입술, 협점막 및 혀 깨물기 둥이 보고되고 있으며, 이러한 구강 내 자해 행위를 방지하기 위해 치과적 조절 방법들이 소개되고 있다. 본 증례에서는 구강 내 자해 소견을 보인 두 명의 소아 환자들에 대해, 각각 변형된 activator 형태의 가철성 장치, 후방으로 연장된 tongue-rake 장치 및 mouth guard 둥을 사용하여 양호한 치유과정을 보였기에 보고하는 바이다. Self-injurious behavior is defined as deliberated harm to one's own body without suicidal intent. It usually occurs as head banging or hitting, body hitting, skin cutting, or finger biting and includes ocular, genital, and self-inflicted oral mutilation. Self-injurious behavior can occur with mental retardation, coma, psychotic problem, poisoning, or character disorders. In pediatric patients, self-injurious behavior usually is reported to lip, cheek and tongue biting, and many kinds of dental management methods have been introduced to prevent self-injurious behavior patients from self biting. This report presents two self-inflicted oral mutilation patients who were all treated successfully with appliances such as modified activator without wire for retention, modified tongue-rake appliance and mouth guard.
